Chat with Modi

By the wonder of imagination I'm able to have a chat with Modi ...post his UK and Turkey trip.

Yours truly : Good Morning Sir

Modi: Kya hooa Sardarji ...no Namaste or Sat Sri Akal

Y: I thought taaza taaza aap itne Saare Good Morning karr ke aaye ho toh.....

M: Long time back during a trip to Chandigarh heard a Punjabi gaana ...it got ingrained in my mind...Jeh
chaliyo Pardes na bulli apni bolli teh apna bhes...overseas too I fold my hands and wish Indian style!

Y: Bhes..why is Congress and Media so fixated on your clothes!

M: Achche kapde pehna koyi gunha nahi hai ....jee ha Desh ko nangaa karr ke achche kapde pehena bahut badaa gunna hai ... or there is a fire and rather than helping out you go to change your clothes ...frankly I like to be smartly dressed..

Y: In UK during the Joint Press Conference weren't you taken aback by questions of the Brit Media!

M: Mujhe saalo (years) ka tajurba hai .... now nothing surprises me ...but I expected that they do their homework ..seems they do not ..I was never denied a UK Visa!

Y: Queen se mille ...kaisa lagha..

M: Bahut izzat dee .... parr Modi ke liye ek hee Queen... thi..hai aur rahe gi ... merri Ma!

Y: I am also a vegetarian .... don't you feel queasy when people eat meat on the same table ... though I think
many hosts respecting your food preference avoid meat while dining with you..

M: Bhagwan ki kirpa se mujhe ek aadat hai ..mein apni plate mein dekhthe hoo .... my attention only goes to the other plate if I feel I'm being served Makhan Malai and my guest is being served Sooka food! In life too I look into my own plate ..samjhe!

Y: Turkey mein you met Obama ...

M: Yes .... I am very comfortable with him ... I feel he appreciates the odds I have faced ! He too faced huge odds! I think he understands my Mission....

Y: Coming back home .... OROP...

M: Arre Bhai ... it was a very emotional promise in run up to General Election .. when I came to Delhi and was given presentations I realized how the case had been spoilt...how and why there was resistance....the factual situation ....

Y: Spoilt. ...

M: After coming to Delhi I realized there are multiple wheels in wheels ... Brokers and Sub Brokers and Sub Sub Brokers..believe me what best was possible have been given! Problem is now the issue is being politicised!

Y: Sir ji ek baath bathao... your opponents and section of Media targets you so unfairly ...but you don't respond ...you do not hound them .. which was done by opponents who criticise you today..

M: Aisa hai ....ek khet hai ... jhoot ka khet... there are those clay Veggies hanging from branches with real ones. Now if this field belongs to someone who competes with me in growing and selling veggies .... to prove he is hoodwinking people if I call the Pachayat and l go into his field to prove my point ..I would soil my clothes and shoes ..... waste time petitioning Panchayat and getting them and arguing my case ...could be bitten by a snake ... so why not let the produce be plucked and let it come in the market.... the buyers will throw the plastic Veggies in the face of the Farmer.... and his real Veggies too no one will buy...thinking joh clay veggies bechta hai ..pataa nahi assli veggies mein kya guppla kiya ho gaa...I
concentrate on my Mission ..

Y: What about Mani Shankar Aiyer asking for Paki help to dethrone you...

M: Positively dekho Bhai .... this means Congress has realized it cannot dethrone me ...so now it's taking help from a sworn enemy of India ...chalo abhi Naashta ka time hai ... chalo Naashta karre ...

Whisper not far from truth

This Whisper could not be far from the truth. Just being given Apex scale pay does not mean that an officer has been given the rank of Secretary to the Govt. of India. The fact is that not a single IRS officer enjoys the rank of Secy to GoI.

K D Swami

Secy scale

Scale pay (Rs.80,000 p.m.) may be the same but all these 33 (26+7) posts are special Secretary posts, not Secretaries.

Reform Agenda for CGHS

Much has already been written about reforming CGHS. For the budget of 2016-17 or even before that the Health Minister can announce following reforms both long term and in short run:

Short Run

All pensioners above 65 yrs free to go to for OPD Indoor hospitalization including medical / pathological tests to any CGHS registered recognised hospital / facility of their choice from immediate effect.
In a period of one year this will be applicable to all pensioners.

In 5 year time CGHS to be gradually dismantled lock stock and barrel.

All beneficiaries free to go to for OPD Indoor medical / pathological tests to any CGHS registered hospital of their choice.

All CGHS hospitals dispensaries to be allocated to general public.
No new recruitment of doctors paramedicals from now henceforth.
CGHS greatly requires these long pending reforms.
Now ball is in Minister's court

Biggest problem in Government today?

The biggest problem is that most officers are being dominated by their own office. Officers have little understanding of issues, except where their narrow self interests are involved. Since they either lack ability or application or both, they cannot lead from the front, they are led by the clerks of their offices. The second problem is that the bureaucracy is deeply divided along service lines. The third problem is that it is also deeply divided along regional lines. It is well known that there are large regional lobbies working overtime in Government.

Disclosure of the name of the whistle blower under PIDPI

The appellant filed a complaint related to malpractices in purchase of medical material like Fumy floor solution, Multipurpose cleaning solution etc. to the CVC. He stated that after the receipt of the complaint, the CVC had sent a letter to him seeking the identity. The envelope containing that letter was superscribed as "Public Interest Disclosure & Protection of Informer Resolution (PIDPI)". In spite of this, the envelope was opened by the then Medical Superintendent because of which his identity and name was unnecessarily revealed. He sought to know whether the confidential letters in favour of any doctor/employee can be opened by the medical superintendent of the hospital and related information. The CIC issued a show cause to the PIO to show-cause why penalty should not be imposed on him for not furnishing the information within the prescribed period and why compensation should not be awarded to the appellant.

Comments

The PIDPI requires the Competent Authority to conceal the identity of the complainant and the documents or information furnished by him, for the purposes of enquiry under this Act. Hence, the officers and staff should be careful about which envelopes to be opened and by whom.
