The CoS reportedly met again and recommended the name of Arun Jain senior-most
Member for the post of Chairman, CBDT. He is a 1978 batch IRS officer.
Punjab has two while Haryana has four secretaries
In the present strength of secretaries in GoI, only two secretaries-
Anjuli Chib Duggal, 1981 and Kusumjeet Siddhu, 1979 batch- are from
Punjab while four Haryana cadre IAS are posted as secretaries. They
are- Sanjay Kothari, 1978, Ajit M. Sharan, 1979, Ashok Lavasa 1980 and
Madhusudan Prasad 1981 batch.
BRPSE to be wound up !

A panel of three women officers has reportedly been sent to the Appointments
Committee of Cabinet (ACC) for picking up one of them for the post of
Member, Telecom Regulatory Authority of India (TRAI).
300 officers working without sanctioned posts in DoT
Around 300 officers, who migrated from BSNL and MTNL, are reported to
be working without sanctioned posts in the Department of Telecommunications
(DoT) and drawing salary around Rs six crore from the exchequer for
non-technical works.

Whisper not far from truth
This Whisper could not be far from the truth. Just being given Apex
scale pay does not mean that an officer has been given the rank of Secretary
to the Govt. of India. The fact is that not a single IRS officer enjoys
the rank of Secy to GoI.

Scale pay (Rs.80,000 p.m.) may be the same but all these 33 (26+7)
posts are special Secretary posts, not Secretaries.

Reform Agenda for CGHS
Much has already been written about reforming CGHS. For the budget
of 2016-17 or even before that the Health Minister can announce following
reforms both long term and in short run:
Short Run
All pensioners above 65 yrs free to go to for OPD Indoor hospitalization
including medical / pathological tests to any CGHS registered recognised
hospital / facility of their choice from immediate effect.
In a period of one year this will be applicable to all pensioners.
In 5 year time CGHS to be gradually dismantled lock stock and barrel.
All beneficiaries free to go to for OPD Indoor medical / pathological
tests to any CGHS registered hospital of their choice.
All CGHS hospitals dispensaries to be allocated to general public.
No new recruitment of doctors paramedicals from now henceforth.
CGHS greatly requires these long pending reforms.

Biggest problem in Government today?
The biggest problem is that most officers are being dominated by their
own office. Officers have little understanding of issues, except where
their narrow self interests are involved. Since they either lack ability
or application or both, they cannot lead from the front, they are led
by the clerks of their offices. The second problem is that the bureaucracy
is deeply divided along service lines. The third problem is that it
is also deeply divided along regional lines. It is well known that there
are large regional lobbies working overtime in Government.

Disclosure of the name of the whistle blower under PIDPI
The appellant filed a complaint related to malpractices in purchase
of medical material like Fumy floor solution, Multipurpose cleaning
solution etc. to the CVC. He stated that after the receipt of
the complaint, the CVC had sent a letter to him seeking the identity.
The envelope containing that letter was superscribed as "Public
Interest Disclosure & Protection of Informer Resolution (PIDPI)".
In spite of this, the envelope was opened by the then Medical
Superintendent because of which his identity and name was unnecessarily
revealed. He sought to know whether the confidential letters in
favour of any doctor/employee can be opened by the medical superintendent
of the hospital and related information. The CIC issued a show
cause to the PIO to show-cause why penalty should not be imposed
on him for not furnishing the information within the prescribed
period and why compensation should not be awarded to the appellant.
Comments
The PIDPI requires the Competent Authority to conceal the identity
of the complainant and the documents or information furnished
by him, for the purposes of enquiry under this Act. Hence, the
officers and staff should be careful about which envelopes to
be opened and by whom.
