HUDCO observes vigilance awareness week (UPDATED)
HUDCO observed the Vigilance Awareness Week from October 26 to 31, 2015. As part of the week long programme, an on- the -spot essay competition was organized amongst the officials of HUDCO Corporate Office on the topics including the theme of the Week i.e. 'Preventive Vigilance as a tool for Good Governance' declared by the CVC which was well participated by the officials and two of the entries were adjudged for 1st and 2ndPrize in both Hindi and English. A fan of whispers

I am an avid reader of your website and have been your fan since the day I joined civil services. I am writing in my individual capacity to you as I share a deep indignation at the attempts of all IAS officers to petition against an expected 7th CPC recommendation of bringing pay and empanelment parity among all Group A civil services with an intention to widen the talent and skill pool of officers working on crucial arms of governance. Off late closed whatsapp and facebook groups of different Group A services be it IPS, IRS, IFoS Railways are replete with discontent against the efforts by hundred of IAS officers to derail this potential recommendation.

I am following surfers' views on Whispers. I add my own. The Constitution provides for creation of AIJS. The concept has remained utopian despite Supreme Court's observations. Reason? Non-co-operation by the States and stiff opposition by the States' Judicial Services. Presently, members of the Bar rise to become judges of high courts and Supreme Court. The intake from the States Judicial Services (SJS) is minimal in case of high courts and practically nil in case of the Apex court. The calibre of States' Judicial officers is high. But, this has not helped the intake. The standard of intake into AIJS, is not uniform due to absence of a common entrance exam. Different medium of answering compounds the problem.

Information about educational loans

The appellant sought copies of circulars applicable to the education loan granted by bank and delivered to the wards of general public. The Public Information Officer (PIO) informed the appellant that education loan to the wards of staff was sanctioned on the same terms and conditions as prescribed for public except a few relaxations. The PIO further informed that the bank’s internal guidelines/circulars as required were of commercial confidence the disclosure of which would harm the competitive position of the bank, hence exempt under the provisions of section 8(1)(d) of the RTI Act. During hearing before the CIC, the appellant’s representative stated that the circulars issued by the bank were in the interest of the customers, disclosure of which may not harm in any way the competitive position of the bank. The Commission directed the PIO to provide copy of circulars of 2001 and latest circulars of 2012 which are issued for disseminating information for grant of education loan to the ward of the general public to the appellant.

Comments

Educational loans are being increasingly used by students from various walks of life and it imperative that information relating to grant of such loans should be suo – motu put in public domain.
