The seventh Central Pay Commission (CPC) has recommended maximum at Rs 2,50,000 per month for Cabinet Secretary.

The seventh Central Pay Commission (CPC) has recommended minimum pay based on the Aykroyd formula, to be set at Rs 18,000 per month.

The seventh Central Pay Commission (CPC) has recommended maximum pay Rs 2, 25,000 per month for Apex Scale.

CPC retains annual increment at 3%

The seventh Central Pay Commission (CPC) has recommended retaining annual increment at 3 percent.

Annual increments not to employees unable to meet benchmark

The seventh Central Pay Commission (CPC) has proposed that annual increments not be granted in the case of those employees who are not able to meet the benchmark either for Modified Assured Career Progression (MACP) or for a regular promotion in the first 20 years of their service.

AIS & Central Service Group A officers be empanelled after completing 17 yrs service

The seventh Central Pay Commission (CPC) recommends that All India Service officers and Central Services Group A officers who have completed 17 years of service should be eligible for empanelment under the Central Staffing Scheme and there should not be "two year edge", vis-à-vis the IAS.

NFU in Group 'A ' services

Non Functional Upgradation for Organised Group 'A' Services: The Chairman 7th CPC is of the view that NFU availed by all the organised Group `A' Services should be allowed to continue and be extended to all officers in the CAPFs, Indian Coast Guard and the Defence forces. NFU should henceforth be based on the respective residency periods in the preceding substantive grade.

New CMD yet to be appointed in OIL

Rear Admiral Jasjit Singh assumes charge

7th CPC operates on false premises, fails to appreciate aspirations of Central Services

The much awaited report of the 7th CPC operates on many false premises. For example, while dealing with NFU, it says "Prior to the VI CPC, the scheme for time bound promotion was broadly uniform across All India services, Organised Group `A' Services and the Defence Forces in that three time bound promotions were available at Senior Time Scale, Junior Administrative Grade and Selection Grade in the first 13 years of service" - which is false. In spite of best service record, as a direct recruit ISS Officer, I received my promotion to Senior Time Scale after completing 12 years of service and Junior Administrative Grade after 19 years. My colleagues with 30 years of service are still awaiting promotion to SAG level.
Financial upgradation is not a substitute for functional space which is being denied to many services including ISS. However, it is a right step in right direction. Two years edge for NFU, in practice is equivalent to six years edge. Moreover, the views of two members of CPC on this aspect are against the present policy of due respect to other services followed by the present Government. These members have failed to come out of their prejudices and biases.

The bureaucracy has a set of challenges and the CPC has utterly failed in recommending measures of capacity building in real term for all services including the All India Services. The paltry increase of 15% after a gap of 10 years shows the highest disrespect to the hard working Government Servant. In private sector, any Tom and Jerry gets increase of 15% to 20% just in a year.

Nitish no alternative to Modi


Media is projecting Nitish Kumar as national alternative to Modi but media and JDU should know that Nithish cannot be national alternative to Modi as he doesn't have vision for India. Nitish has borrowed the ideas of development from Modi and even on borrowed idea he cannot work. Bihar results are pure caste and communal based and cannot be duplicated nationwide.

Redraw Indian Constitution


I agree that it is time we redraw our constitution so that certain minimum qualifications are made mandatory to get voting rights. This will prevent illiterates from electing riff raffs and criminals into assemblies and parliaments. Also a revolutionary reform is required for registration/deregistration of parties with criminals as members who matter in the party. The best would be to bring out ordinance that there would be only at the most 3 parties Democrats, Republicans and Leftists (communists) party. This would give real birth to democracy.

All the central service officers should be given the district & state level postings before aiming for National level postings. One needs experience of running state administration before running centre. The other AIS officers i.e IPS & IFS are better equipped to run central govt organizations other than IAS.

Disclosure of the name of the whistle blower under PIDPI

The appellant filed a complaint related to malpractices in purchase of medical material like Fumy floor solution, Multipurpose cleaning solution etc. to the CVC. He stated that after the receipt of the complaint, the CVC had sent a letter to him seeking the identity. The envelope containing that letter was superscribed as "Public Interest Disclosure & Protection of Informer Resolution (PIDPI)". In spite of this, the envelope was opened by the then Medical Superintendent because of which his identity and name was unnecessarily revealed. He sought to know whether the confidential letters in favour of any doctor/employee can be opened by the medical superintendent of the hospital and related information. The CIC issued a show cause to the PIO to show-cause why penalty should not be imposed on him for not furnishing the information within the prescribed period and why compensation should not be awarded to the appellant.

Comments

The PIDPI requires the Competent Authority to conceal the identity of the complainant and the documents or information furnished by him, for the purposes of enquiry under this Act. Hence, the officers and staff should be careful about which envelopes to be opened and by whom.
