Who will be new Delhi Police Commissioner ?
Who will succeed BS Bassi as Police Commissioner, Delhi ? Insiders say,
"One who can take head on Delhi Chief Minister Arvind Kejariwal."
Travelling to Mumbai ...I find myself seated next to a Congi Spokesman.
Spokesman: You call these Achche Din.....flight is delayed by 4 minutes
26 seconds !!
Air Hostess overhears and responds : Sir we will make up... you will
arrive on time....upto 10 minutes we treat as retrievable procedural
delay!
S: At the Airport Entry there was a long wait ...and then check-in
counter...twice the Lady at the Counter erred ..
Me: Yaar I was behind you when you entered and there was such a
rush .. the Security did a damn good job...and at the check in counter
you kept changing your mind about your seat preference ..
S: Whaa.... are you following me ...are you from CBI ... this Government
is so scared of me. .. this is Breaking News !!!
M: Faking News...I'm just an ordinary Indian like you .... by the
way you got so upset with the Lady at the Counter about a small error
.... what about the blunders ..gaffes and errors of your Leaders ...
which still hound them
...check these out with the help of Google Baba!!
S: Ha..... now take the latest one that is being peddled..its just
a typo being blown out of proportion...did you notice ...the funny accent
of the Air Hostess ....very much like Modi's English ..... ha ha ha
ha !
M: What about Sonia's Engtalian accent when she speaks English and
her Hintalian accent when she speaks in Hindi .... she reads from a
Romanised script whereas Modi speaks extempore...nothing wrong with
the Air Hostess's accent!!
S: Very funny ...imagine Modi wore Desi clothes to meet the Queen
.... he was in chappals... Gawd....
M: I'm sure most Indians felt proud ....it showed character ....
Brit Media too liked this! Thank God your friends in the Media did not
say those Chappals were Guci exclusives!!
S: The Media is so upset with Modi...
M: Of course ....because their free 7 Star overseas jaunts ...accompanying
PMs on oveseas trips ..have stopped ..and now for PM's overseas visits
they have to buy feed from DD... the scoops from Government have dried
up ..and so have the wheeling and dealing days of some!
S: You know PM Modi has already travelled half way to the Moon!
M: For a working PM ...who leads from the front ... it should be
expected ..and he has to repair the damage done by UPA... UPA alienated
us Globally ....
S: Now he is off to Singapore and Malaysia ..
M: So... its to attend the ASEAN meet ... and wherever he has gone
he has bonded Indians and shown India's presence....
S: So how would India take it if the Nepalese PM came here and held
a huge rally....
M: Welcome ...but he has to be popular like Modi ...why should we
grudge their love for their Leader...
S: Ha... in UK they attacked Modi on the intolerance in India ...
M: The intolerance is for ...corruption. ..misgovernance ... nepotism....
the intolerance you guys are shouting about is manufactured...how come
post Bihar election the Award Wapsi has suddenly halted...
S: See now the Censor Board has censored a Bond 007 kissing scene
....why?
M: Previously too Bond Movies have been censored .... Casino Royale
was censored ...Bond movies are dubbed and shown all over India ..we
are a multi layered Society ...what is acceptable in Urban India may
not be acceptable in Rural India ...why did you guys not object when
Da Vinci Code was banned in some States in India??
S: That's it .... I cannot tolerate this anymore .... (calls out
to Airhostess)... kindly shift this man from here ... I cannot tolerate
him...
Airhostess:Sorry Sir ...the gentleman is also a passenger ... and
I would have offered you a seat elsewhere ..but flight is chocker block
full .....
S: How damn intolerant to a passenger's request!!!

7th CPC operates on false premises, fails to appreciate aspirations
of Central Services
The much awaited report of the 7th CPC operates on many false premises.
For example, while dealing with NFU, it says "Prior to the VI CPC,
the scheme for time bound promotion was broadly uniform across All India
services, Organised Group `A' Services and the Defence Forces in that
three time bound promotions were available at Senior Time Scale, Junior
Administrative Grade and Selection Grade in the first 13 years of service"
- which is false. In spite of best service record, as a direct recruit
ISS Officer, I received my promotion to Senior Time Scale after completing
12 years of service and Junior Administrative Grade after 19 years.
My colleagues with 30 years of service are still awaiting promotion
to SAG level.
Financial upgradation is not a substitute for functional space which
is being denied to many services including ISS. However, it is a right
step in right direction. Two years edge for NFU, in practice is equivalent
to six years edge. Moreover, the views of two members of CPC on this
aspect are against the present policy of due respect to other services
followed by the present Government. These members have failed to come
out of their prejudices and biases.
The bureaucracy has a set of challenges and the CPC has utterly failed
in recommending measures of capacity building in real term for all services
including the All India Services. The paltry increase of 15% after a
gap of 10 years shows the highest disrespect to the hard working Government
Servant. In private sector, any Tom and Jerry gets increase of 15% to
20% just in a year.

Nitish no alternative to Modi
Media is projecting Nitish Kumar as national alternative to Modi but
media and JDU should know that Nithish cannot be national alternative
to Modi as he doesn't have vision for India. Nitish has borrowed the
ideas of development from Modi and even on borrowed idea he cannot work.
Bihar results are pure caste and communal based and cannot be duplicated
nationwide.

Redraw Indian Constitution
I agree that it is time we redraw our constitution so that certain minimum
qualifications are made mandatory to get voting rights. This will prevent
illiterates from electing riff raffs and criminals into assemblies and
parliaments. Also a revolutionary reform is required for registration/deregistration
of parties with criminals as members who matter in the party. The best
would be to bring out ordinance that there would be only at the most
3 parties Democrats, Republicans and Leftists (communists) party. This
would give real birth to democracy.

Experience must to run centre
All the central service officers should be given the district &
state level postings before aiming for National level postings. One
needs experience of running state administration before running centre.
The other AIS officers i.e IPS & IFS are better equipped to run
central govt organizations other than IAS.

Apex scale

retirees in apex scale.

Disclosure of the name of the whistle blower under PIDPI
The appellant filed a complaint related to malpractices in purchase
of medical material like Fumy floor solution, Multipurpose cleaning
solution etc. to the CVC. He stated that after the receipt of
the complaint, the CVC had sent a letter to him seeking the identity.
The envelope containing that letter was superscribed as "Public
Interest Disclosure & Protection of Informer Resolution (PIDPI)".
In spite of this, the envelope was opened by the then Medical
Superintendent because of which his identity and name was unnecessarily
revealed. He sought to know whether the confidential letters in
favour of any doctor/employee can be opened by the medical superintendent
of the hospital and related information. The CIC issued a show
cause to the PIO to show-cause why penalty should not be imposed
on him for not furnishing the information within the prescribed
period and why compensation should not be awarded to the appellant.
Comments
The PIDPI requires the Competent Authority to conceal the identity
of the complainant and the documents or information furnished
by him, for the purposes of enquiry under this Act. Hence, the
officers and staff should be careful about which envelopes to
be opened and by whom.
