Mukesh Sahay has been appointed new DGP of Assam. 1984 batch IPS officer
Sahay will succeed Khagen Sharma on December 1.

Vijay Chhibber, Secretary Transport is superannuating on December 31,
2015. A 1978 batch IAS officer Chhibber belongs to MT cadre.
Cadre of Ashish Modi transferred to Rajasthan
The cadre of Ashish Modi from Nagaland to Rajasthan has been transferred
on the grounds of marriage to Mrs Bharti Dixit, an IAS officer of Rajasthan
cadre of 2014 batch. He is a 2014 batch IAS officer of Nagaland cadre.

HUDCO pays dividend of Rs. 120 crore
Dr. M Ravi Kanth, Chairman & Managing Director, HUDCO presented
the dividend cheques for the financial year 2014-15 to M Venkaiah Naidu,
Minister for Urban Development, Housing & Urban Poverty Alleviation
and Parliamentary Affairs in the presence of Dr, Nandita Chatterjee,
Secretary (HUPA), Madhusudan Prasad, Secretary (UD) and the Government
Directors on HUDCO Board, R R Mishra and Mrs Jhanja Tripathy. HUDCO
has declared a total dividend of Rs. 120.50 crore (inclusive of dividend
tax of Rs 20.49 crore) for the financial year 2014-15 to the Government
of India. Out of the total dividend, Rs. 69.20 crore is paid to the
Ministry of Housing & Urban Poverty Alleviation, Rs. 10.08 crore
is paid to the Ministry of Urban Development and Rs.20.73 crore is payable
to the Ministry of Rural Development, Government of India. In the financial
year 2014-15, HUDCO registered highest ever profit after tax of Rs.777.63
crore.
CBI: Moving ahead to shape needs of 21st Century
CBI is trying to equip its officers with the capacity to handle the
latest technology tools efficiently and effectively. CBI has already
inked MoUs with institutions of international repute for inter-disciplinary
and inter-sectoral training as well as Capacity Building programmes
for its personnel. 'Advanced Certified Courses for CBI officers in investigation
and prosecution of Financial Crimes as well as new and emerging crime
genres' in conjunction with IIM, Bangalore and National Law School,
Bangalore have been rolled out this July. 555 investigators and prosecutors
of CBI would be trained in the two eminent institutions.
CCTNS Project extension approved by Cabinet
Union Cabinet has approved the proposal of the Ministry of Home Affairs
for a major revamp of the Crime and Criminals Tracking Network and Systems
(CCTNS) Project and has decided to implement Integrated Criminal Justice
System (ICJS) by integrating CCTNS with E-Courts, E-prisons, Forensics
and Prosecution. The total outlay for the project is Rs. 2000 crore,
out of which Rs.878 crore has already been released to the implementation
agencies.
Karnataka delegation for US and France delegation
A delegation of eight officers and Ministers including Chief Minister
are leaving for US and France to garner investments shortly. Led by
Chief Secretary Kaushik Mukherjee and K Rathna Prabha, ACS Commerce
and Industry it will visit Airbus and other companies.
7th PC overall increase would be 23.55%
If government accepts 7th PC recommendations, in percentage terms the
overall increase in pay & allowances and pensions over the 'Business
As Usual' scenario will be 23.55 percent. Within this, the increase
in pay will be 16 percent, increase in allowances will be 63 percent,
and increase in pension would be 24 percent.
New Pay structure recommended
Regarding the Grade Pay structure and with a view to bring in greater
transparency, 7th Pay Commission has said that the present system of
pay bands and grade pay has been dispensed with and a new pay matrix
has been designed. Grade Pay has been subsumed in the pay matrix. The
status of the employee, hitherto determined by grade pay, will now be
determined by the level in the pay matrix.
Martyr status for CAPF personnel
The Commission is of the view that in case of death in the line of duty,
the force personnel of CAPFs should be accorded martyr status, at par
with the defence forces personnel.
Edge should be extended to IPS & IFS officers
An edge is presently accorded to the Indian Administrative Service (IAS)
and the Indian Foreign Service (IFS) at three promotion stages from
Senior Time Scale (STS), to the Junior Administrative Grade (JAG) and
the NFSG. is recommended by the Chairman, to be extended to the Indian
Police Service (IPS) and Indian Forest Service (IFoS).
Performance Related Pay
The Commission has recommended introduction of the Performance Related
Pay (PRP) for all categories of Central Government employees, based
on quality Results Framework Documents, reformed Annual Performance
Appraisal Reports and some other broad Guidelines. The Commission has
also recommended that the PRP should subsume the existing Bonus schemes.
Umesh Kumar gets DG rank in Assam
1984 batch IPS officer Umesh Kumar has been promoted to the rank of
DG in Assam. He will be new DG, Home Guards.
IPS postings in Assam
On return from central deputation, KV Singh Deo has been posted as ADGP
(administration). Y K Gautam has been promoted and posted as ADG Modernisation.
Binoy Kumar Mishra has been promoted and posted as ADGP (homeguards
and civil defence).
Karthik joins Chandigarh Administration
A 2008-batch IAS officer of the Punjab cadre Dr. Adapa Karthik has joined
the UT Administration .

No secretaries from six states
I am shocked to read the news item on your website that there is no
secretary in the government of India from six states. These states are-
Maharashtra, Jharkhand, Chhattisgarh, Telangana, Himachal Pradesh and
Sikkim. This should not have been highlighted. Secretary at HQs of the
Central Government is instrumental in making policies of nation, hence
merit should be the criteria and State representation for appointment
as Secretary.

Public are bombarded with government advertisements to this effect.
Why does Modi not exhort his well-to-do OBC caste mates and who have

Post of chairman, National Biodiversity Authority is lying vacant since
21 months and after interview, 7 months have passed and appointment
has not been made. Will PMO look into this?
As per Central Government new guidelines, appointments have to be done
within 6 months. It seemed that MoEF has no concern about the conservation
of biodiversity. Country is losing thousands of crores of rupees.

Disclosure of the name of the whistle blower under PIDPI
The appellant filed a complaint related to malpractices in purchase
of medical material like Fumy floor solution, Multipurpose cleaning
solution etc. to the CVC. He stated that after the receipt of
the complaint, the CVC had sent a letter to him seeking the identity.
The envelope containing that letter was superscribed as "Public
Interest Disclosure & Protection of Informer Resolution (PIDPI)".
In spite of this, the envelope was opened by the then Medical
Superintendent because of which his identity and name was unnecessarily
revealed. He sought to know whether the confidential letters in
favour of any doctor/employee can be opened by the medical superintendent
of the hospital and related information. The CIC issued a show
cause to the PIO to show-cause why penalty should not be imposed
on him for not furnishing the information within the prescribed
period and why compensation should not be awarded to the appellant.
Comments
The PIDPI requires the Competent Authority to conceal the identity
of the complainant and the documents or information furnished
by him, for the purposes of enquiry under this Act. Hence, the
officers and staff should be careful about which envelopes to
be opened and by whom.
