world across the country. He is Kamal Nath, now a senior Lok Sabha Member.
In fact Kamal Nath during his 40 years of political career, right from
Sanjay Gandhi days to Sonia Gandhi and Manmohan Singh era has helped
top business houses flourish. Is there any such leader in any political
party other than the Congress ?

GMs likely to beat PSU Board Members in salaries after CPC recommendations
?
The General Managers and officers this equivalent posts are going to
beat the Board Members in Public Sector Undertakings (PSUs) in monthly
salaries if the 7th Central Pay Commission recommendations are implemented
by the Government of India and thereby in PSUs. According to sources,
the salaries of Board Members in PSUs are under fixed norms and will
not be revised with the implementation of CPC's recommendations. As
a result, the General Managers are expected to get more amounts of salaries
than Board Members.

CP Singh, retired IAS (TN:1981), has been appointed as Independent Director
in Neyvelli Lignite Corporation.
Pravir Krishna takes over as new JS, Shipping

Conflict of Interest
Remember Srinivasan? He was the chairman of BCCI, and in that very capacity
he owned an IPL team -Chennai Super Kings. When the IPL scam came to
light, the matter went to Supreme Court. Finally the Court declared
that being the Chairman of BCCI, the parent body of IPL, as well as
owner of a team in the IPL amounts to 'Conflict of Interest.
The 7th Pay Commission has a Retired Judge of the Supreme Court as Chairman
and two members, one of which is an IAS officer. The Commission has
given its recommendations on pay and allowances, and many other matters
relating to all categories of Central Government servants, including
the IAS. Any recommendation that goes against the interest this Service
is, in all probabilities, likely to be vehemently opposed by this member.
This has been amply proved by the dissenting note by this member on
one of the major issues Not only this, but during the deliberations
of the Commission, it is most likely that the bias will be in favor
of the IAS and, by default, against other Services, particularly the
other All India Services .
Do we not find, now, that the case has similar connotations as the Srinivasan
case. And does this not amount to 'Conflict Of Interest' ?

The information given is not correct. The sanctioned posts are available
and all are posted on technical posts after repatriation who have not
opted to get absorbed in BSNL/MTNL.

This is nothing but an establishment scam. There are 463 posts for ITS
in DoT. But at present 853 officers are getting salary without any work.
On the other hand BSNL/MTNL which is operational wing of erstwhile DoT
is shortage of Technical officer (ITS). It is clear cut wastage of national
resources.

These officers cannot be said to be working without sanctioned post.

No pay revision needed
In the current financial condition of India, when all the manufacturing
sectors are collapsing, and there is no growth in GDP, Agri-sector is
simply vanishing, the 7th pay commission for the corrupt, irresponsible
Government staff is unwanted. There should be no pay revision for government
staff for next 20 years till they start working and contribute towards
nation building. Currently they are all a waste and like parasites in
a poor man's contribution.

It is a fact doctors of the Government hospitals are much more competent
than private ones. It is people who are feudalistic and do not want
to wait in the queue that make such statements that the CGHS should
be abolished. Some criticize CGHS because the CMOs of dispensaries do
not refer them to recognized private hospitals without the condition
of showing to a medical specialist. Some want that CGHS doctors should
provide them medicine based on the recommendation of private doctor.

Disclosure of the name of the whistle blower under PIDPI
The appellant filed a complaint related to malpractices in purchase
of medical material like Fumy floor solution, Multipurpose cleaning
solution etc. to the CVC. He stated that after the receipt of
the complaint, the CVC had sent a letter to him seeking the identity.
The envelope containing that letter was superscribed as "Public
Interest Disclosure & Protection of Informer Resolution (PIDPI)".
In spite of this, the envelope was opened by the then Medical
Superintendent because of which his identity and name was unnecessarily
revealed. He sought to know whether the confidential letters in
favour of any doctor/employee can be opened by the medical superintendent
of the hospital and related information. The CIC issued a show
cause to the PIO to show-cause why penalty should not be imposed
on him for not furnishing the information within the prescribed
period and why compensation should not be awarded to the appellant.
Comments
The PIDPI requires the Competent Authority to conceal the identity
of the complainant and the documents or information furnished
by him, for the purposes of enquiry under this Act. Hence, the
officers and staff should be careful about which envelopes to
be opened and by whom.
