One should not write off a politician !

One should not write off any politician. This is evident from the revival of Laloo Yadav on the political scene of the country.

Imaginary Chat with Amir Khan

After a strenuous workout sitting on a bench in Joggers Park... Amir Khan comes and plonks himself on the same bench....I note he's mockingly staring at me...

Amir: What's with the gasping for breath ....are you trying to hint something...that when am I going to run away...height of intolerance if you are!!
Me: Whoa .....I'm 58 so I do tend to get breathless after a workout ... believe me I'm not hinting or being intolerant!

Amir: I've never seen your here .....
M: Visiting Mumbai ...hope I'm not intruding in this Public Park....

A: Listen Buster ...I am just being cautious as I'm being bombarded LCR for a recent comment...how damn intolerant of these people!
M: You made a comment ... people who have not liked your comment have objected ...this is a vibrant Democracy...
butt tell me one thing ...why did your wife feel India's become intolerant...

A: Kiran knows I'm a Beef lover ..so if my urge gets the better of me .... what then!!!
M: We humans have our urges ... Faith ..Family .. Society and Law keep our urges in check. ..or there would be an ISIS like condition here...might is law! Like to some extent in UP and now will be in Bihar!

A: But why ban Beef ...this is sheer intolerance!!
M: Our Constitutional Forefathers had banned slaughter of Cows .... so were they intolerant! Now after decades the Law is being implemented in letter and spirit ..but still you can fly down to Goa and gorge on Beef...

A: See Artistes are feeling unsafe ...
M: A Satire on Islam would get you killed ... but a Satire on Hindu Gods (PK) earns Rs. 300 crores ... what more artistic freedom can there be!!

A: Now see the Censorship of the Bond movie ...what crap is this !
M: For your info during Congress nominee Sharma Tagore's stint a Bond movie was censored ... there was no hulla then... Da Vinci code was banned in certain States... there was no hulla then... Satanic Verses was banned here ...no hulla then...ok if you have to shift where would you like to go??

A: Have not thought about this ...
M: Funny no exit plan ... intolerance in the West towards Muslims is rising and rising ...if you shift to a Muslim Nation Kiran would have to drop Rao and take Khan as her surname and wear a Burqah ... I think you'd be better off buying an Island ...should be near India. ..

A: Why????
M: You've made your money here ... I'm sure post shifting you would continue acting ...

A: That's my right ...
M: Of course you'd be an NRI and NRIs. have rights here ...but your income here would be taxed here ..or you can stay here ...curse get cursed in return and earn money and pay your taxes ....why shift???

A: Indian Taxation is killing and illogical ....if I am a NRI why should I pay taxes here ....I'll earn here and pay my taxes in the Country I reside!
M: Hmmmmm. I wonder ..is it India's taxation that you feel is intolerant ... ...many in Bollywood would be sympathetic to you if this is the intolerance you are pointing to!! Tell me why did you not answer Tavleen Singh's question.... is Wahabi Islam changing Indian Islam....

A: Don't dont recall this question .... Bottom line Kiran feels kid is not safe here ...
M: Buster you know the racism Foreign origin kids face in Schools in the West ... God.. I know kids who have suffered psychological scarring because of racist ragging! Chalo you say you have not decided where you will shift ...do you have a time line for this migration...

A: That stage has not come ....
M: Funny ... you rant but have no action plan ... its very much like those Awardees who notionally returned awards ....they have kept the award money!!

A: No ..no.... its my career and business interests .... taking time to decide ..
M: So that means at present career and business are winning over safety...

A: All is well.... All is well...... All is well...
M: What happened all of a sudden ..are you unwell and psyching yourself that you are well...

A: No ..no ..in arguments when I get worked up I chant this 3 Idiots Mantra to calm down. ..
Me: To me it looks more like ...when you do not have an answer !!

No recommendations

It is really unfortunate that the 7th Central Pay Commission did not recommend anything aimed at welfare of employees. Grade Pay systems should have been abolished.

Siva Kumar

7th CPC recommendations

On the one side the Seventh Pay Commission recommends 24% increase in Pension for the existing pensioners, on the other side it recommends OROP for them. While the fine print of the report is yet to be seen, on the face of it the recommendations appear to be contradictory. Uptil now as per the previous Pay commissions the pensioners' revised pension was fixed at 50% of the pay of the rank in which they retired. By recommending 24% increase in the current pension, are the Pensioners not being short changed. To illustrate a retired secretary now receives a basic pension of 40000. Add 24% and the increase is Rs,
9600 only while apex scale now being recommended is over 2 lakhs. That means a secretary retiring in future would get basic pension of over one lakh while the one already retired gets less than 50000.This is overturning the existing practice. Where is one rank one pension? There appears to be some confusion. Will any of your surfer clarify it?

" Bure din for Bihar bureaucracy "

Swearing-in ceremony in Bihar is over. Considering compulsions of coalition government , governance in Bihar may not be a cakewalk. With his politically immature son as Dy CM, Lalu Yadav as leader of the largest party will constantly interfere with decision making resulting in friction. Pre-election bonhomie may not lead to post election good governance. The Congress party will also demand its pound of flesh. Do not forget, Nitish Kumar and Rahul Gandhi perceive themselves as the Prime Ministerial aspirants in 2019 General election. Absence of Mulayam Singh and UP,CM, is baffling. With multiple centres of power in the political Executive , the Bihar bureaucracy will be the worst sufferer.

Intolerance

Is it that in India, there is a problem of intolerance, as much as it is made out to be? Unfortunate incidents have taken place. Some authors, actors, activists are returning awards and raising concerns. Political parties are out to get political mileage, one way or the other (including the latest entrant in the ring). The roots of all these problems lie in the Cr P C amendment of 1973. The Executive Magistracy today, though responsible for maintenance of law and order has little wherewithal to do so. They are an emasculated lot. For the maintenance of law and order, now, the Police and the political executive are solely responsible. The Judicial Magistracy has no direct role in maintenance of law and order, but power has been transferred to them. It is a classic case of power without responsibility and responsibility minus power. These problems can abate in no time, if only the status quo ante as prevalent before 1973 be restored. Let the power of cognisance be vested in the Executive Magistracy again. Let the Judicial Magistracy confine itself to trying cases. It will have a salutary impact on law and order, it will also help the Judicial Magistracy in dealing with their unconscionable pendency (2 crore cases are pending in the Courts in India for generations altogether).

Disclosure of the name of the whistle blower under PIDPI

The appellant filed a complaint related to malpractices in purchase of medical material like Fumy floor solution, Multipurpose cleaning solution etc. to the CVC. He stated that after the receipt of the complaint, the CVC had sent a letter to him seeking the identity. The envelope containing that letter was superscribed as "Public Interest Disclosure & Protection of Informer Resolution (PIDPI)". In spite of this, the envelope was opened by the then Medical Superintendent because of which his identity and name was unnecessarily revealed. He sought to know whether the confidential letters in favour of any doctor/employee can be opened by the medical superintendent of the hospital and related information. The CIC issued a show cause to the PIO to show-cause why penalty should not be imposed on him for not furnishing the information within the prescribed period and why compensation should not be awarded to the appellant.

Comments

The PIDPI requires the Competent Authority to conceal the identity of the complainant and the documents or information furnished by him, for the purposes of enquiry under this Act. Hence, the officers and staff should be careful about which envelopes to be opened and by whom.
