Ministry of I & B has proposed a new set of 11 IIS officers to be
considered as Prasar Bharti Special Correspondents at Kathmandu, Dubai
and Colombo. They are Mssrs Prabhawati B. Aakashi, SN Pradhan, S. Pantole,
RP Saroj, D.Murli Mohan, Anupama V. Ahandra, Shubhra Gupta, S.Srinivasan,
SN Chadhaury, Dinesh Kumar and Pallve Chinya. Earlier ministry had given
offer to 36 IIS officers but no one had sent his willingness. It is
said that MEA has stopped giving foreign allowances to PB Spl Correspondent

ITDC chairman gives Rs 18.88 cr dividend cheques to Tourism Minister
Chairman & Managing Director of India Tourism Development Corporation
(ITDC) Umang Narula, on behalf of India Tourism Development Corporation
(ITDC) and Kumarakruppa frontier Hotels Pvt. Ltd., handed over two cheques
amounting to Rs 18.88 crore to Union Tourism Minister Mahesh Sharma
today, towards dividend payment to the Government of India for the year
2014-15. Present on the occasion were Secretary - Ministry of Tourism
-Vinod Zutshi, Joint Secretary, Suman Billa, Ministry of Tourism, V.P.
(Finance), P K Aggarwal, ITDC along with other Sr. officials of MOT
& ITDC. The ceremony took place at Minister's office at Transport
Bhawan, New Delhi. The decision for the payment of Dividend was taken
during ITDC 50th Annual General Meeting held at the Group's flagship
hotel, The Ashok, New Delhi. It may be noted that ITDC, a PSU under
the administrative control of the Ministry of Tourism has declared a
dividend of 20% amounting to Rs.17.15 crore for 2014-15, the highest
ever in terms of amount and the highest since 2007-08 in terms of percentage
and Kumarakruppa Frontier Hotels Pvt. Ltd., another PSU under the Ministry
of Tourism has declared a dividend of 450% amounting to Rs.4.39 crore
for 2014-15. For the financial year 2014-15, ITDC posted a robust performance
registering the Net profit of Rs.38.95 crore on a turnover of Rs.504.19
crore, the highest since 2007-08. Of the overall performance, the Hotel
Segment i.e. the Core area of ITDC achieved an impressive turnover of
Rs.283.90 crore with a profit of Rs.10.81 crore. Besides Hotels, the
other segments dealt by ITDC are Tours & Travels, Events Division,
Institute of Hospitality & Tourism Management, Consultancy &
Engineering Services, and International Trade Division all under the
brand of Ashok. During 2014-15, the Events Division of ITDC hosted "India-US
CEO Forum" [ chaired by the Prime Minister of India & His Excellency
The President of USA];"India-US Business Summit" [ chaired
by the Prime Minister of India & His Excellency the President of
USA]; besides many other prestigious events organized by the Government
of India.

No recommendations
It is really unfortunate that the 7th Central Pay Commission did not
recommend anything aimed at welfare of employees. Grade Pay systems
should have been abolished.

7th CPC recommendations
On the one side the Seventh Pay Commission recommends 24% increase
in Pension for the existing pensioners, on the other side it recommends
OROP for them. While the fine print of the report is yet to be seen,
on the face of it the recommendations appear to be contradictory. Uptil
now as per the previous Pay commissions the pensioners' revised pension
was fixed at 50% of the pay of the rank in which they retired. By recommending
24% increase in the current pension, are the Pensioners not being short
changed. To illustrate a retired secretary now receives a basic pension
of 40000. Add 24% and the increase is Rs,
9600 only while apex scale now being recommended is over 2 lakhs. That
means a secretary retiring in future would get basic pension of over
one lakh while the one already retired gets less than 50000.This is
overturning the existing practice. Where is one rank one pension? There
appears to be some confusion. Will any of your surfer clarify it?

Swearing-in ceremony in Bihar is over. Considering compulsions of coalition
government , governance in Bihar may not be a cakewalk. With his politically
immature son as Dy CM, Lalu Yadav as leader of the largest party will
constantly interfere with decision making resulting in friction. Pre-election
bonhomie may not lead to post election good governance. The Congress
party will also demand its pound of flesh. Do not forget, Nitish Kumar
and Rahul Gandhi perceive themselves as the Prime Ministerial aspirants
in 2019 General election. Absence of Mulayam Singh and UP,CM, is baffling.
With multiple centres of power in the political Executive , the Bihar
bureaucracy will be the worst sufferer.

Jalan good choice
Mr. Jalan will be an excellent choice, officer full of action and very
hard working who can easily achieve all targets given to him without
any fuss. I sincerely wish government appoints more such officers in
key Ministries.

Doctors in govt. hospitals
Please see the working condition of government doctors in big government
hospitals like RML and Safdarjung. In one room, 3-4 doctors sit. No
peon and no water they have to carry their own water and any
one can shout at them any time.

Intolerance
Is it that in India, there is a problem of intolerance, as much as
it is made out to be? Unfortunate incidents have taken place. Some authors,
actors, activists are returning awards and raising concerns. Political
parties are out to get political mileage, one way or the other (including
the latest entrant in the ring). The roots of all these problems lie
in the Cr P C amendment of 1973. The Executive Magistracy today, though
responsible for maintenance of law and order has little wherewithal
to do so. They are an emasculated lot. For the maintenance of law and
order, now, the Police and the political executive are solely responsible.
The Judicial Magistracy has no direct role in maintenance of law and
order, but power has been transferred to them. It is a classic case
of power without responsibility and responsibility minus power. These
problems can abate in no time, if only the status quo ante as prevalent
before 1973 be restored. Let the power of cognisance be vested in the
Executive Magistracy again. Let the Judicial Magistracy confine itself
to trying cases. It will have a salutary impact on law and order, it
will also help the Judicial Magistracy in dealing with their unconscionable
pendency (2 crore cases are pending in the Courts in India for generations
altogether).

Disclosure of the name of the whistle blower under PIDPI
The appellant filed a complaint related to malpractices in purchase
of medical material like Fumy floor solution, Multipurpose cleaning
solution etc. to the CVC. He stated that after the receipt of
the complaint, the CVC had sent a letter to him seeking the identity.
The envelope containing that letter was superscribed as "Public
Interest Disclosure & Protection of Informer Resolution (PIDPI)".
In spite of this, the envelope was opened by the then Medical
Superintendent because of which his identity and name was unnecessarily
revealed. He sought to know whether the confidential letters in
favour of any doctor/employee can be opened by the medical superintendent
of the hospital and related information. The CIC issued a show
cause to the PIO to show-cause why penalty should not be imposed
on him for not furnishing the information within the prescribed
period and why compensation should not be awarded to the appellant.
Comments
The PIDPI requires the Competent Authority to conceal the identity
of the complainant and the documents or information furnished
by him, for the purposes of enquiry under this Act. Hence, the
officers and staff should be careful about which envelopes to
be opened and by whom.
