CBDT signs 11 Unilateral Advance Pricing Agreements
In a major push towards providing certainty to foreign investors in
the arena of transfer pricing, the Central Board of Direct Taxes (CBDT)
has entered into 11 more unilateral Advance Pricing Agreements (APAs).
These APAs were signed with Indian subsidiaries of foreign companies
operating in various segments of the economy like investment advisory
services, engineering design services, marine products, contract R&D,
software development services, IT enabled services, cargo handling support
services, etc.
India's oil import dependence will increase above 90%
World Energy Outlook 2015 have come across some very interesting observations
and trends. According to its reports India's oil import dependence will
increase above 90% by 2040. And by 2040, India's energy demand will
be close to that of the United States, even though demand per capita
will still remain 40% below the world average .

capping is wrong as this is enabling Bill .....quantum of taxation should
not be mentioned in the Constitution as it is...yes Government can give
assurance that for a certain period the GST would be frozen...other
issues I hear were already agreed upon when FM met Sonia and MMS ...
but I am sure there are other issues which Sonia wants resolved/or assurances
...and of course credit for GST...so Government will have to concede
1 of the 3 points for Congress to indulge in patting it's own back!
M: Think she'd be fine if they renamed Bill as Rajiv Gandhi GST ....
why they can even rename the Land Bill ..... Indhra Gandhi Land Bill!!
S: Ha ha .... see bottom line is Congress wants to regain power ...
and so the lines are clearly drawn.....extreme pain and yearning within
Congress on loss of power .... Congress feels it's getting a bad name
by stalling Nation ... so it'll go in for 2 in 1 deal.... agree with
one modification to grab credit .... and get some extraneous issues
resolved ....
M: What's your take on the Secularism issue that HM raked up ....
S: Secularism is a done issue in any thriving Democracy ... that's why
it was not included in the preamble by our Constitution Forefathers
..but it's now metamorphosed into Pseudo Secularism ....appeasement
in the name of Secularism.... its now Votes motivated Secularism......Congress
in its craftiness saw the benefits of including Secularism when Indhra
was PM ... but here actually credit /discredit goes to a Babu ...he
advised Indhra Gandhi.... don't ask me for his name!!
M: Okay Sir .... but what Secularism is this ... when appeasement is
so blatant ...like take Haj ... do other religions get this subsidy???
And UPA literally went overboard ... MMS saying Muslims have first right
to India's resources etc...
S: Poor MMS ... he said what he was ordered to say ... I wonder ..in
his Autobiography will he try to clear his name ... if I were in his
place I would be itching to clear my name ... I think Madam would be
keeping very close tabs on the progress of his Autobiography...
M: I feel now Modi needs to change gears and become Statesman like...
talk like a Elder in the family ...let others in the Party take on Opposition...
S: For years and years Modi faced allegations ...rants ... insults ...
above belt ..below belt ... I would have thought he is not human if
he did not vent his spleen ..I think he's got a lot of it out of his
system ... he will change gears ...and silently enjoy Opposition's woes.
.desperation ... you will now get to see Statesman Modi !!!
M: Yup his speech in the Parliament indicates this ....
S: Soon if Congress too does not change track ...it'll be Statesman
Modi.. Childish Congress..... stuck on clothes shoes and nitpicking!
M: Sir today as Modi spoke in Lok Sabha the camera time and again showed
Rahul ..... he was laughing ...looked least interested in Modi's speech
...in one shot he looked he was day dreaming ...
S: Sad .... because Modi's changing gear and Rahul's gear seems to be
stuck ....reverse gear!!

SGK Pandit, Member of Central Water Commission (CWC) and Chairman, Kaveri
River Management Board (KRMB) in Hyderabad, is superannuating in December.

34% posts of Deputy Directors are vacant in CWC
If sources are to be believed, Central Water Commission (CWC) is facing
staff crunch at various levels. At present CWC has shortage of about
34% Deputy Directors. At present the Commission has only 163 Deputy
Directors against the sanctioned post of 248 Deputy Directors. Many
DDs have been given additional charge of various divisions and sanctions.
Sanjay Gupta gets additional charge
Sanjay Gupta, who is presently working as Director (Operations and Commercial),
Konkan Railways has been entrusted with the additional charge of the
post of Chairman and Managing Director of Konkan Railways.
Two books of D V Guruprasad released
Two books written by D V Guruprasad, former DGP of Karnataka have been
released recently. The book 'Crime Reporting' in Kannada language published
by Karnataka Media Academy was released by CM of Karnataka last week.
It will be used as a textbook for journalism students. Another book
'Police Administration' released earlier is being used as a textbook
for students of Criminology.

The book 'China:Behind the Miracle,' written by 1991 batch IAS officer
of AP cadre Sumita Dawra based on her learnings on the Chinese economy,
as an Indian diplomat posted in China from Feb 2011-July 2014 is being
released on November 30 at the Times Lit Fest Delhi on 30 Nov 2015,

for road safety" by GoI
Bhopal Traffic police was awarded by the Union Ministry of Urban Development
for "Best initiative for road safety". The award was given
by Minister of State for Urban Development at the culmination of Urban
Mobility annual conference in New Delhi. The award was received by Yogesh

IAS officers fit only for administration
The IAS officers are fit only for general administration and not as
Deputy Governor, RBI. Their knowledge of monetary policy and banking
rules is a big zero. Except Dr. YV Reddy, an IAS officer and renowned
economist, none could make a niche as Governor, RBI.

Disclosure of the name of the whistle blower under PIDPI
The appellant filed a complaint related to malpractices in purchase
of medical material like Fumy floor solution, Multipurpose cleaning
solution etc. to the CVC. He stated that after the receipt of
the complaint, the CVC had sent a letter to him seeking the identity.
The envelope containing that letter was superscribed as "Public
Interest Disclosure & Protection of Informer Resolution (PIDPI)".
In spite of this, the envelope was opened by the then Medical
Superintendent because of which his identity and name was unnecessarily
revealed. He sought to know whether the confidential letters in
favour of any doctor/employee can be opened by the medical superintendent
of the hospital and related information. The CIC issued a show
cause to the PIO to show-cause why penalty should not be imposed
on him for not furnishing the information within the prescribed
period and why compensation should not be awarded to the appellant.
Comments
The PIDPI requires the Competent Authority to conceal the identity
of the complainant and the documents or information furnished
by him, for the purposes of enquiry under this Act. Hence, the
officers and staff should be careful about which envelopes to
be opened and by whom.
