Though it is too early to speculate as to who the next
President of India - due in 2017 - would be, what has prompted to ponder
over the likelihood of the candidature for the coveted office almost
two years from now is the circulation of pages like - Lal Krishna Advani
Next President of India - & - Mission 2017 Lal Krishna Adwani President
of India on facebook.
Given the fact that Advanis aspirations to become PM always failed
due to various circumstances in Indian politics which were unfavourable
to him, the BJP may try to compensate that by offering him nomination
for President of India from NDA, and grapevine has it that he has also
been assured about the same after Narendra Modis (s)election for
the post of Prime Minister.
Advani can be said to be one of the strongest candidate for the post,
and perhaps the most likely one too not only because he is one of the
founding Member of the BJP who is still active in Politics but also
seniormost active politicians among big political leaders in India.
But honestly speaking, except Modi no one knows who the next President
of India would be since one thing is certain that he would want to have
some such person as President who would assist him and his acrimony
with Advani is well known. .Who knows he may continue with the incumbent
Pranab Mukherjee !
However in case of any slip between the cup and the lips and incase
Mukherjee - having an excellent rapport with the Prime Minister and
others is not repeated, the other probables could be the present
Lok Sabha Speaker Mrs. Sumitra Mahajan and another BJP veteran Murli
Manohar Joshi.
While Ms. Mahajan apart from having earned goodwill of all also has
the advantage of being a female, Joshi is a Rashtriya Swayamsewak Sangh
veteran known for his strong Hindu credentials.
Even as US President Barack Obamas slip of the tongue when
he addressed PM Narendra Modi as Mr President might have
raised his aspiration to occupy the palatial Bhawan at Raisina Hill,
but so far Modis turn for the coveted post is concerned, incase
he wishes to be one, would come only after 2024.
During the first luncheon meeting with Mukherjee, in July 2014, after
he took oath as Prime Minister, Modi reportedly evinced keen interest
in seeing the Presidential palace and was thus taken around Rashtrapati
Bhavan by the President's Secretary Omita Paul.
During the visit, Modi also spent some time in the 'Cabinet Room' of
the Palace - , where the interim government headed by Pandit Jawaharlal
Nehru used to meet and Ms Paul explained to him the historical
significance of the place.
(It was this Cabinet Room where Lord Mountbatten had his last meeting
with Nehru, Mohammed Ali Jinnah, B R Ambedkar, Sardar Baldev Singh and
Shyama Prasad Mukherjee before moving to Shimla for signing of the final
Partition plan.)
Modi later also went to Ashoka Hall and Durbar Hall, the museum and
the library before attending the lunch with the President.

ONGC sensitizes young minds during vigilance awareness week
"Preventive Vigilance is the utmost requirement in the corporate
life in order to have clean and transparent Corporate Governance",
said D K Sarraf, CMD, ONGC. Addressing the valedictory function of Vigilance
Awareness Week today, he emphasized the need to ignite the young minds
in order to inculcate the importance of good governance. ONGC has observed
the weeklong campaign about preventive vigilance and the need for good
corporate governance which started from October 26, 2015. For the first
time ONGC went to premier schools and colleges to create awareness amongst
the younger generation about preventive vigilance and good corporate
governance. Premier Business School like MDI, Gurgaon also evinced keen
interest in corporate governance and preventive vigilance. Renowned
colleges - Shri Ram College of Commerce and St. Stephen's College witnessed
an overwhelming response and active participation during the debate
competitions. Under the stewardship of CVO, ONGC Dr A K Ambasht, ONGC
conducted the weeklong campaign about preventive vigilance and transparent
corporate governance. 'This time it was a conscious decision to involve
students from schools & colleges to educate them about preventive
vigilance' said Dr Ambasht. He had also visited various workcentres
of ONGC to drive this campaign across the country. While saying that
India's rank has improved in this direction, he added that integrity
& success can go hand in hand and enhance transparency in an organization.
Debates, Guest lectures, puppet shows, elocution and poster competitions
were organized across ONGC work centers and ONGC colonies as well.

NLC disburses a final dividend of Rs 150.99

The share holders of the company at the 59th Annual General Meeting
held on September 16, 2015 have declared a final dividend at the rate
of 10% for the financial year 2014-15 in addition to 18% interim Dividend
paid during March 2015, aggregating to a total dividend of 28%(Previous
Year 28%).The total dividend payout (including distribution tax) for
the year 2014-15 amounts to Rs. 566.70 crore. Taking in to the account
the interim Dividend of Rs. 271.79 crore paid during March 2015, the
total dividend paid to Government of India for the Year 2014-15 was
RS. 422.79 crore. With this amount, the total contribution made to ex
chequer (Central+ State) will be Rs.2099 crore during 2014-15. The Final
Dividend amount of Rs.150.99 crore on the share capital held by the
President of India was handed over today to Piyush Goyal, Minister of
State for Power ,Coal, New and Renewable Energy (Independent charge)
by S K Acharya ,Chairman and Managing Director ,NLC Limited, in the
presence of Anil Swarup, Secretary Ministry of Coal, GoI and Rakesh

The Central Bureau of Investigation has registered a case against then

and 13 (2) r/w 13 (1) (e) of PC Act, 1988 on the allegations that then

were in possession of huge movable/immovable assets in their names which
were disproportionate to their known sources of income.

the Vigilance Awareness Week from October 26 to 31, 2015. As part of
the week long programme, an on- the -spot essay competition was organized

Governance' declared by the CVC which was well participated by the officials

Integration of States v/s Creation of Jagirs
While Sardar Patel is being celebrated today for integration of states,
an example of the Tyranny of the Elected has established a new order
of the Maharaja, Raja, Nawab, Zamindar & Jagirdar. These Neo- Maharajas
have also created a new segment of loyalists in addition to the caste/community
varna structure. This class of neo-jagirdars amounts to social-stratification
& segmentation with disastrous consequences in the country. These
developments flow from the Tyranny of the Elected. They are privileged,
but keep adding new privileges. Elected offices stand converted to pensionable
jobs (talk no more service). They used to allot a certain number of
telephones when the black contraption ruled the roost; they allotted
gas connections, petrol pumps, school admissions and enjoyed several
other privileges to rule the common man. They were privileged to allot
2 admissions in Kendriya Vidyalayas, which now has been increased to
10. There are more than 1000 such superior quality schools in the country.
There are 750 MPs, which means appx. 7500 seats at their discretion.
There are about 3000 MLAs in the country who too enjoy similar privileges
in their states. There are about 100000 municipal/panchayat elected
members. In due course a colony of loyal soldiers will be produced to
carry out the biddings of the politicians (Gen Sahab aangutha paa diyenga
kind: WIC: SSS). Giving up subsidized gas for lucrative school admissions
is anytime better. The mere 572 princely states are not even gaumutra
in comparison to 750+3000+500000 States of Modern Socialist Secular
Democratic Republic of India. I am concerned at the numbness of the
writers, poets, scholars, historians, scientists, film makers , journalists
and civil society member who have neither risen in protest against these
new Jagirdars or the Jagirdari system nor dared to return their awards.
7500 children of the ordinary citizens without political connections
will be deprived of their right to quality education in the Kendriya
Vidyalayas. So they will have to remain content with third class schools,
which have neither a building nor a teacher and remain below poverty
line forever! My conscience revolts against all forms of discrimination.
Perhaps no MP will publicly refuse to avail of this privilege and denounce
it. Perhaps, Minister Kapil Sibbal tried to abolish this privilege but
was taught his lessons soon and increased the number to 5 from 2 he
wished to abolish. The privy purses of a small number of Princes were
abolished, only to be replaced by a larger number of privy purses for
the Neo-Nawabs.

Delay in Chairman, National Biodiversity Authority's appointment
Central government has announced that appointment for the post should
not be delayed beyond 6 months from the advertisement, but the post
is vacant since 20 months and after second time advertisement in March
2015 and interview in May 2015, appointment is being delayed by six
months. PMO should take note of delay by MoEF and due to that NBA is
losing thousands of crores of rupees every year which has been levied
from MNCs doing business in India in bio resources of India. First PMO
should tighten the ministers responsible for the delay.

Postings
Easier said than done, the mischief in postings of misfits is an old
phenomenon. Several hundred telecom officers surrendered by MTNL and
BSNL drew pay without posting. They could work in Doordarshan electronics
science & technology, CSIR technical education, DGET and several
other departments.

Information about
educational loans
The appellant sought copies of circulars applicable to the education
loan granted by bank and delivered to the wards of general public.
The Public Information Officer (PIO) informed the appellant that
education loan to the wards of staff was sanctioned on the same
terms and conditions as prescribed for public except a few relaxations.
The PIO further informed that the banks internal guidelines/circulars
as required were of commercial confidence the disclosure of which
would harm the competitive position of the bank, hence exempt
under the provisions of section 8(1)(d) of the RTI Act. During
hearing before the CIC, the appellants representative stated
that the circulars issued by the bank were in the interest of
the customers, disclosure of which may not harm in any way the
competitive position of the bank. The Commission directed the
PIO to provide copy of circulars of 2001 and latest circulars
of 2012 which are issued for disseminating information for grant
of education loan to the ward of the general public to the appellant.
Comments
Educational loans are being increasingly used by students
from various walks of life and it imperative that information
relating to grant of such loans should be suo motu put
in public domain.
