Three secretaries in GoI from Kerala & two from MP cadre
Once a powerful bureaucratic lobby at the
centre, now only three Kerala cadre IAS officers Ms Aruna Sundarajan,
V. Somsundaram of 1979 batch and Amitabh Kant of 1980 batch are posted
as secretaries in GoI. Two MP cadre IAS officers- Rajan S. Katoch from
1979 batch and PD Meena of 1980 batches are also posted as secretaries
in GoI.
Srinivasan gets six-month extension
CMD of New India Insurance G Srinivasan has been given an extension
in service for six months.

This is not justified
It is true that 7th PC tried to give some relief and good recommendations,
as appeared in news. But truth is half revealed when you consider other
services particularly professionals in GoI/ Ministry. I myself happen
to be a victim of the attitude/ circumstances of British Raj legacy
after 30 years of government service through UPSC starting at Under
Secy. level as most professionally qualified Engineer in 1986 and so
far, could climb only director level+ in 2012 through UPSC time and
again as compared to Administrative/ other services guys once selected
through same UPSC and those are, now, waiting for Addl Secy./ Secy level
promotion. It is not that I never tried for getting my due share of
pie but deliberately debarred from getting it in usual course or circumstanced
to stop from getting it on some or other pretext. Is it not legitimate
right of an officer to get his/her due share when every officer in GoI
is performing to his/her best capability for the development of the
country?.

Indian Telecommunication Service- A group A Service
Some people seem very biased against ITS cadre and they are spreading
rumours that ITS is not a service. I do not know what vested interests
these type of people have in spreading negativity in any organisation/instution/service/people.
For those who want to know about all group A service, I advice them
to go on DoPT site and see CSS empanelment page. All services including
telecommunication Service are mentioned there. Further I also request
Swaraj and Ajay to tell which cadre/service they belong to and what
is the level of their knowledge about the subject.

7th pay commission recommendation
Revised pension as on 1/1/2016 can be determined not by adding 24% to
anything (24% is only the total additional financial impact on revision
of pensions as assessed by 7 CPC) by (i) first multiplying the present
basic pension by a factor of 2.57 and (ii) then computing 50% of the
minimum of revised scale of pay as increased by number of increments
earned in the pre-revised original scale of pay. The higher of (i) and
(ii) will be the revised pension. It will be Rs 112,500 p.m. in case
of a secretary to GoI (50% of revised scale of pay of Rs 225,000 -fixed-
being higher than Rs 102,800 arrived at by multiplying existing basic
pension of Rs 40,000 by 2.57).

Disclosure of the name of the whistle blower under PIDPI
The appellant filed a complaint related to malpractices in purchase
of medical material like Fumy floor solution, Multipurpose cleaning
solution etc. to the CVC. He stated that after the receipt of
the complaint, the CVC had sent a letter to him seeking the identity.
The envelope containing that letter was superscribed as "Public
Interest Disclosure & Protection of Informer Resolution (PIDPI)".
In spite of this, the envelope was opened by the then Medical
Superintendent because of which his identity and name was unnecessarily
revealed. He sought to know whether the confidential letters in
favour of any doctor/employee can be opened by the medical superintendent
of the hospital and related information. The CIC issued a show
cause to the PIO to show-cause why penalty should not be imposed
on him for not furnishing the information within the prescribed
period and why compensation should not be awarded to the appellant.
Comments
The PIDPI requires the Competent Authority to conceal the identity
of the complainant and the documents or information furnished
by him, for the purposes of enquiry under this Act. Hence, the
officers and staff should be careful about which envelopes to
be opened and by whom.
