SIT report on Companies has created flutter in the corridors of power. Report has hinted that some retired bureaucrats and political bosses were found directors in many co's. It is said that some companies are only on papers. There are indications that the govt may go for thorough enquiry in this matter.

DoPT denies, Uttarakhand Government appoints


Despite denial of extension to Chief Secretary Rakesh Sharma by the Government of India, the Uttarakhand Government has given re-appointment of three months to 1981 batch IAS officer. Now the DoPT has raised an objection on his re-appointment. One can now wait and watch ?

Next President ?

Though it is too early to speculate as to who the next President of India - due in 2017 - would be, what has prompted to ponder over the likelihood of the candidature for the coveted office almost two years from now is the circulation of pages like - Lal Krishna Advani Next President of India - & - Mission 2017 Lal Krishna Adwani President of India – on facebook.

Given the fact that Advani’s aspirations to become PM always failed due to various circumstances in Indian politics which were unfavourable to him, the BJP may try to compensate that by offering him nomination for President of India from NDA, and grapevine has it that he has also been assured about the same after Narendra Modi’s (s)election for the post of Prime Minister.

Advani can be said to be one of the strongest candidate for the post, and perhaps the most likely one too not only because he is one of the founding Member of the BJP who is still active in Politics but also seniormost active politicians among big political leaders in India.

But honestly speaking, except Modi no one knows who the next President of India would be since one thing is certain that he would want to have some such person as President who would assist him and his acrimony with Advani is well known. .Who knows he may continue with the incumbent – Pranab Mukherjee !

However in case of any slip between the cup and the lips and incase Mukherjee - having an excellent rapport with the Prime Minister and others – is not repeated, the other probables could be the present Lok Sabha Speaker Mrs. Sumitra Mahajan and another BJP veteran Murli Manohar Joshi.

While Ms. Mahajan apart from having earned goodwill of all also has the advantage of being a female, Joshi is a Rashtriya Swayamsewak Sangh veteran known for his strong Hindu credentials.

Even as US President Barack Obama’s slip of the tongue – when he addressed PM Narendra Modi as ‘Mr President’ might have raised his aspiration to occupy the palatial Bhawan at Raisina Hill, but so far Modi’s turn for the coveted post is concerned, incase he wishes to be one, would come only after 2024.
During the first luncheon meeting with Mukherjee, in July 2014, after he took oath as Prime Minister, Modi reportedly evinced keen interest in seeing the Presidential palace and was thus taken around Rashtrapati Bhavan by the President's Secretary Omita Paul.
During the visit, Modi also spent some time in the 'Cabinet Room' of the Palace - , where the interim government headed by Pandit Jawaharlal Nehru used to meet – and Ms Paul explained to him the historical significance of the place.

(It was this Cabinet Room where Lord Mountbatten had his last meeting with Nehru, Mohammed Ali Jinnah, B R Ambedkar, Sardar Baldev Singh and Shyama Prasad Mukherjee before moving to Shimla for signing of the final Partition plan.)

Modi later also went to Ashoka Hall and Durbar Hall, the museum and the library before attending the lunch with the President.

Atulesh Jindal to be new CBDT Chairman ?
The CoS is believed to have recommended the name of Atulesh Jindal for the post of Chairman CBDT. He is 1978 batch IRS (IT) officer. Present Chairperson Anita Kapoor is retiring by this month end.

Has A K Jain lost to Atulesh Jindal ?

Has the senior most Member in the CBDT A K Jain lost the race for the post of Chairman CBDT ? Member (Personal and Vigilance ) Jain will get only two months if he is appointed Chairman. In case he is appointed he would get two months extension in service in view of the Budget beginning February 1. Decision of the PMO would only be known on December 1.

Justice T S Thakur to be new CJI

Justice T S Thakur would succeed Justice H L Dattu On December 2 as the next Chief Justice of India. Notification of Justice TS Thakur according to known traditions, for appointment as Chief Justice of India was to be made on November 2. Normally the notification is made just one month prior to the superannuation of the CJI.

Flexi-hours idea, not practical


Howsoever commendable the flexi-hours idea may be specially to ease the traffic snarls as also helpful for lady employees it is not practicable.In doing Government job one has to interact with employees of other departments and if they are not available in office when you are sitting and working the work may suffer. Same if the workers in your own department are also not available when you need them to discuss or do some job.Yes in isolated offices this may work though considering the safety problems in places like Delhi women may not like to leave late for home.But if they come late to office they will have to sit late.So we just do not have an environment conducive to flexihours.

The departments in the ministry or the specific wing of the ministry should be encouraged to implement paperless office and ministry of IT should certify this. Once it is declared the staff and officers of that wing may be allowed to work from home atleast for two days in a week. This would reduce the traffic, consumtion of Fuel, water and light bills in office,they can attend some domestic responsibility. On emergency cases they may be on call.They should undertake to work from home with good bandwidth emails,online office etc.

System to judge bureaucrat's competence required

A system similar to the API score devised for Professors to judge their competence with respect to various parameters needs to be put in place for bureaucrats which would judge the competence of an officer as an individual rather than the service he/she belongs to. Everyone knows that the claim to superiority of the IAS is based on myths and one-sided arguments which more often than not justify this superiority by speaking about tradition rather than any logical arguments. Further, everyone knows that that after a certain no. of years in service all bureaucrats are the same whether IAS or otherwise. There is no reason why a non-IAS officer who has performed well at the Dy. Secy level cannot do so at the Jt. secy/Secy level. It is just that the IAS officers are able to take bold decisions because they are protected by the political class and minor mistakes in their decision-making are overlooked whereas an IRS officer would have to face a frivolous decade-long Vigilance inquiry for a genuine mistake of similar or less gravity.

SAIL headless, who is at fault ?


SAIL is the steel maker to the nation !! But pity, it is headless for more than six months.... Every functional Director is fighting to be the top boss, leaving the organization deteriorating day by day...

Calling for interview, recommending for selection and then saying two months later that the selected candidate did not meet the requirement of the post. It is so surprising to know that PSEB did not know who were meeting the requirements of SAIL Chairman post. Does this make sense? Does this not smell a rat in the selection procedure ? Somebody in the PSEB should be punished for this.

Information about educational loans

The appellant sought copies of circulars applicable to the education loan granted by bank and delivered to the wards of general public. The Public Information Officer (PIO) informed the appellant that education loan to the wards of staff was sanctioned on the same terms and conditions as prescribed for public except a few relaxations. The PIO further informed that the bank’s internal guidelines/circulars as required were of commercial confidence the disclosure of which would harm the competitive position of the bank, hence exempt under the provisions of section 8(1)(d) of the RTI Act. During hearing before the CIC, the appellant’s representative stated that the circulars issued by the bank were in the interest of the customers, disclosure of which may not harm in any way the competitive position of the bank. The Commission directed the PIO to provide copy of circulars of 2001 and latest circulars of 2012 which are issued for disseminating information for grant of education loan to the ward of the general public to the appellant.

Comments

Educational loans are being increasingly used by students from various walks of life and it imperative that information relating to grant of such loans should be suo – motu put in public domain.
