Next President ?

Though it is too early to speculate as to who the next President of India - due in 2017 - would be, what has prompted to ponder over the likelihood of the candidature for the coveted office almost two years from now is the circulation of pages like - Lal Krishna Advani Next President of India - & - Mission 2017 Lal Krishna Adwani President of India – on facebook.

Given the fact that Advani’s aspirations to become PM always failed due to various circumstances in Indian politics which were unfavourable to him, the BJP may try to compensate that by offering him nomination for President of India from NDA, and grapevine has it that he has also been assured about the same after Narendra Modi’s (s)election for the post of Prime Minister.

Advani can be said to be one of the strongest candidate for the post, and perhaps the most likely one too not only because he is one of the founding Member of the BJP who is still active in Politics but also seniormost active politicians among big political leaders in India.

But honestly speaking, except Modi no one knows who the next President of India would be since one thing is certain that he would want to have some such person as President who would assist him and his acrimony with Advani is well known. .Who knows he may continue with the incumbent – Pranab Mukherjee !

However in case of any slip between the cup and the lips and incase Mukherjee - having an excellent rapport with the Prime Minister and others – is not repeated, the other probables could be the present Lok Sabha Speaker Mrs. Sumitra Mahajan and another BJP veteran Murli Manohar Joshi.

While Ms. Mahajan apart from having earned goodwill of all also has the advantage of being a female, Joshi is a Rashtriya Swayamsewak Sangh veteran known for his strong Hindu credentials.

Even as US President Barack Obama’s slip of the tongue – when he addressed PM Narendra Modi as ‘Mr President’ might have raised his aspiration to occupy the palatial Bhawan at Raisina Hill, but so far Modi’s turn for the coveted post is concerned, incase he wishes to be one, would come only after 2024.
During the first luncheon meeting with Mukherjee, in July 2014, after he took oath as Prime Minister, Modi reportedly evinced keen interest in seeing the Presidential palace and was thus taken around Rashtrapati Bhavan by the President's Secretary Omita Paul.
During the visit, Modi also spent some time in the 'Cabinet Room' of the Palace - , where the interim government headed by Pandit Jawaharlal Nehru used to meet – and Ms Paul explained to him the historical significance of the place.

(It was this Cabinet Room where Lord Mountbatten had his last meeting with Nehru, Mohammed Ali Jinnah, B R Ambedkar, Sardar Baldev Singh and Shyama Prasad Mukherjee before moving to Shimla for signing of the final Partition plan.)

Modi later also went to Ashoka Hall and Durbar Hall, the museum and the library before attending the lunch with the President.

R C Mishra is likely to be appointed Member of the Central Board of Direct Taxes (CBDT). He is 1979 batch IRS (IT) officer. Name of Mishra is believed to have been cleared by the CoS.

Post of Commissioner, Bureau of Civil Aviation Security( BCAS) is still vacant. Dr. A P Maheshwari who was ahead in the race for the said post now seems to be out of the race. He is UP cadre IPS officer of 1984 batch and presently posted as ADG,BSF.

Vipin Kumar Bansal appointed DIGF in GoI

Vipin Kumar Bansal has been appointed as Deputy Inspector General of Forests (DIGF), Ministry of Environment, Forest and Climate Change. He is a 1997 batch IFS officer of Assam-Meghalaya cadre.

Madras High Court quashes proceedings against TN cadre IAS officer Bajaj

In a unique case of relief to a victimized IAS officer, the Madras High Court quashed the proceedings against Jasbir Singh Bajaj, 1987 batch Tamil Nadu cadre IAS officer after a long period of 19 years. In a case registered against the officer in October, 1996, he was charge sheeted after 18 years in September, 2014 inspite of their own findings of being a case of "Mistake of Fact" where no loss was caused to the Government. On 29th October, 2015, exactly after 19 years of the FIR, the Madras High Court on a petition under section 482 Cr.P.C. quashed the proceedings against the officer on the grounds of inordinate delay of 18 years in the background of their own submission of being a case of Mistake of Fact causing no loss to the Government. It may be recalled that the officer had to get his due promotions to Selection Grade and the Super Time Scale through CAT and the same Madras High Court in the years 2009 and 2010 respectively in the backdrop of the same case. This can be a good case study for all the IAS officers, more particularly the Officer Trainees at LBSNAA, Mussoorie, who should know such horrifying situations they could be facing in their career in the service. More so the officer being one of the most academically sound IAS officer of the country with 5 Masters degrees including an MBA from IIFT, LL.M. and coveted MBL from NLSIU, Bangalore.

Declining steel prices, major shutdowns for upgradation impact SAIL Q2, FY'16 (UPDATED)
In H1 2015-16, SAIL registered a growth in hot metal and crude steel production of 8% and 5% respectively over CPLY. However, SAIL has incurred net loss of Rs 1378 Cr in H1, FY16 which includes a net loss of Rs 1056 Cr during the 2nd quarter. SAIL's financial performance has suffered mainly due to lower sales realisation which dropped by 24% in Q2, FY16 over same quarter last year (corresponding to around Rs.7500 per tonne) and a decline in sales by 6.7%. Although the sales in the long product segment registered a robust growth of 20% over CPLY, the sales of flat products declined by around 15% primarily due to the 75 days shutdown of the Hot Strip Mill at Bokaro for its upgradation. SAIL incurred an additional expenditure of Rs. 280 Crore towards contribution to District Mineral Fund (DMF) under MMDR Amendment Act - 2015. There has also been an increase in interest & depreciation related charges with commissioning of the new facilities under the on-going modernisation and expansion plan. The Company's performance is set to improve in H2, FY16 with completion of the upgradation of the Hot Strip Mill at Bokaro. This upgradation which includes installation of a new reversing roughing mill and heat shields would not only, increase the capacity of the Hot Strip Mill from 3.9 mtpa to 4.2 mpta but would also improve the quality of the product. Further, with the completion of capital repairs of one blast furnace during the quarter and ramping up of production gradually from the new units there would be substantial increase in production of saleable steel. Indian domestic prices have registered steep decline due to impact of lower priced steel imports especially from China, Japan, Korea and CIS countries. Domestic and International Steel Market continues to pose challenges to the Indian steel makers. Government of India's support in the form of imposition of safeguard duty has given some relief to the industry. However, the industry will have to bear with low cost imports for some more time and may look for some more support. Speaking on the occasion, Secretary, MSME and Chairman SAIL, Dr A K Pujari said, "SAIL is focused to ramp up production from the modernized facilities along with renewed thrust on production of value added steel and cost reduction which will bolster its performance during the balance period of the current fiscal."

SBI stands alone results (UPDATED)
The State Bank of India (SBI) has announced its Q2 FY16 results. Ms. Arundhati Bhattacharya, Chairman, SBI along with the Bank's top management announces Q2 FY16 results during a press conference in Mumbai, highlights: Net Profit increased by 25.12% from Rs.3,100 Crores in Q2FY15 to Rs.3,879 Crores; Operating Profit increased by 20.60% from Rs.8, 512 Crores in Q2FY15 to Rs. 10,266 Crores; Non Interest Income increased by 35.58% from Rs. 4,571 Crores in Q2FY15 to Rs. 6,197 Crores;. The major contributors were growth in Profit on sale of investments and recovery in w/o accounts: Net Interest Income increased by 7.37% from Rs. 13,275 Crores in Q2FY15 to Rs.14,253 Crores; Operating Income increased by 14.59% from Rs. 17,845 Crores in Q2FY15 to Rs. 20,450 Crores in Q2FY16; Gross NPA ratio is down by 74 bps to 4.15% in Q2FY16 as against 4.89% in Q2FY15.Profitability: Total Interest Income increased from Rs. 37,263 Crores in Q2FY15 to Rs.40, 658 Crores in Q2FY16 (9.11%YOY growth); Interest Income on Advances increased from Rs. 27,869 Crores in Q2FY15 to Rs. 28,982 Crores in Q2FY16 (3.99%YOY growth). The lower growth is due to reduction in base rate twice by 15 bps each in April andJune 15; Interest Income on Resources Operations increased from Rs.8, 788 Crores in Q2FY15 to Rs.10,745 Crores in Q2FY16 (22.26%YOY growth); Total Interest Expenses increased from Rs.23, 988 Crores in Q2FY15 to Rs. 26,405 Crores in Q2FY16 (10.08%YOY growth); Interest Expenses on Deposits increased from Rs.22, 072 Crores in Q2FY15 to Rs. 24,746 Crores in 2FY16 (12.12 %YOY growth) Operating Expenses increased from Rs. 9,333 Crores in Q2FY15 to Rs.10, 184 Crores in Q2FY16 (9.12 %YOY growth).

No transparency in education loan

It is sometimes very difficult to know about the exact terms and conditions of the loan offered to the students and there is very little transparency in the matter. All banks should put up their schemes on the web so that it is easy for comparison. A customer should have the information so that he can choose the scheme which is best suited for him.

Interesting defence by IAS fraternity

Interesting defence by IAS fraternity to protect their turf. Some one put IRS(IT) as inefficient as tax base is low in India. By same logic, all IAS officers are in charge of Health and Maternal mortality and IMR too is very bad in India. Who is responsible ? All IAS officers therfore should vacate Health Department and Health Ministry posts by the same logic. Am I right?

Stories being planted against SAIL's CMD designate


Several stories are being planted by recently retired CMD of SAIL and few sitting directors of the same company against a person designated as CMD of SAIL only to save themselves from going to jail for the scams they have been doing in the company. SAIL is in bad shape financially just because of several scams that have happened even CAG report on SAIL has unearthed few such scams. SAIL was negative in first quarter and now in second quarter too its continuing negative growth. Plants like Bhilai which were always profit making are nose diving financially for the bad management. Isn't there an end to plight of this steel major by punishing those guilty of fraud??

Information about educational loans

The appellant sought copies of circulars applicable to the education loan granted by bank and delivered to the wards of general public. The Public Information Officer (PIO) informed the appellant that education loan to the wards of staff was sanctioned on the same terms and conditions as prescribed for public except a few relaxations. The PIO further informed that the bank’s internal guidelines/circulars as required were of commercial confidence the disclosure of which would harm the competitive position of the bank, hence exempt under the provisions of section 8(1)(d) of the RTI Act. During hearing before the CIC, the appellant’s representative stated that the circulars issued by the bank were in the interest of the customers, disclosure of which may not harm in any way the competitive position of the bank. The Commission directed the PIO to provide copy of circulars of 2001 and latest circulars of 2012 which are issued for disseminating information for grant of education loan to the ward of the general public to the appellant.

Comments

Educational loans are being increasingly used by students from various walks of life and it imperative that information relating to grant of such loans should be suo – motu put in public domain.
