Modi's intelligent analogies (I-way etc) went over their heads ...Laloo's crass illogical comical analogies were understood and oddly accepted!

Do not know who gave Modi the feedback that in Bihar power is 'a guest'...... fact is Bihar has power for 15-18 hrs.. the real problem is Transmission and Distribution losses...so when Modi said ...how bad is the power situation in Bihar ..he got a muted response. Modi should have let Laloo and gang hit him... above belt ..below belt ..and stuck to development and maintained a stoic silence on the 'hits'!!! Public loves the guy who takes 'crap' in his stride and sticks to what is good for them.

Their worry is now ..delivery of Modi's promises will start reaching Ground Zero.. so now the only way is to form an alliance that covers all stratas of Society...this Bihar experience has got them hopeful....they feel now they have the knowhow to take on BJP! Nitish's swearing in will be a grand show of strength by anti Modi lot. They'll show off this new found strength in Parliament too. Media that's in their corner too is going to become very vociferous. So for some time ..unless BJP has some ace up its sleeve ...fortitude in the Mantra !

Competition drives Performance: Urgent Need for Civil Service Reforms

After 68 years of independence, India as a nation is still 'developing'. Though successive governments adopted various policies to provide Good Governance for the people of our country, it miserably failed in reality. The results are grass-root level corruption, indiscriminate exploitation of natural resources, unabated pollution, poor law enforcement, uncontrolled population, poverty, illiteracy, ill health and so on. The primary reason for this mess is poor governance and lack of non-partisan Civil Services. Could anyone dispute this fact?

People's confidence on the Government machinery is completely lost as the public services delivery system particularly in States failed miserably in all respects. Who should be held responsible for this mess? Could we blame only the politicians? Certainly, the Civil Administration driven by IAS officers need to take responsibility.

Interestingly IAS Association wants to maintain 'supremacy' over other services and demand higher pay in the 7th Pay Commission. IAS could definitely claim to be 'supreme' in case the Governance is provided as per law, public service delivery is efficient and the development is equally distributed and effective. Also if tahsildars and the BDOs execute the schemes of the Government without any discrimination, pilferage, wastage and corruption. One cannot understand how such a demand for 'supremacy' could be made in an open market economy where competition drives performance.

Every aspirant of civil services puts IAS as priority only for the main reason that it provides an opportunity to serve the people directly and get the recognition for good work, whereas the performance of other Central services do not directly impact the public lives and therefore do not get the recognition.

We can certainly say that there are many upright IAS officers whose contribution to Governance has been outstanding. But, at the same time we also find many mediocre IAS officers who occupy very critical positions and do nothing or only self serving. Many PSUs/ Autonomous bodies were ruined and became charities for self-serving employees because of such officers. Just because someone secured better rank in civil services examination does not mean that he/she enjoys the best of opportunity in occupying important posts in Govt. (without optimum performance) which the civil services provide throughout his/her career. In the present circumstances, even the good IAS/ IPS officers are not given important position in many States as they do not go hand in hand with the political bosses. In fact, many of posts of District Collectors and other important postings are given to the officers recruited through State PSCs. In many states, bureaucrat-politician nexus has already damaged the neutrality of functioning of the Govt. Thus the leadership provided by IAS for the delivery of public services has failed to perform as it is completely outdated and needs urgent reforms.

As an urgent measure de-cadre at least 30% posts (including DC) of IAS both in State and Central Govt. and fill up these posts by the officers of other Central Services or Experts. This will promote healthy competition for improving the performance and neutrality. Unless there is a competition to perform, the country will never have good governance in near future. Equal opportunity should be given for all the services in GoI as well as in State level postings. Keeping the national interest in mind, the decision makers at the top should dispassionately view the existing caste system in civil services and decimate the same once for all to give Good Governance.

Conclave on Higher Education

The current deliberations in Rashtrapati Bhawan ought to consider and compare the facilities for study and research in humanities and social sciences with those in IITs/IISc etc. Many ills afflicting society in the country currently emanate from lack of attention to social science and humanities studies and research.Do teachers in these two streams not require computers for official work with broadband facility? How many enjoy it? Even private schools (misnomer Public Schools) provide these facilities to their teachers and students whereas many universities and most colleges don't provide it to their teachers, much less to the students. How can higher studies be possible in such a restrictive environment? Even creative writers will produce literature worthy of national awards, unlike the poor quality for award wapsi.

Suggestion regarding Pension - 7th Pay Commission


The present system of pension to existing pensioners needs revision. At present the pension is 50% of last pay drawn. As per Department of Pension OM No. 38/37/08-P&PW(A) dated 2.9.2008 when the pensioner attains the age of 80 years, 20% of revised basic pension is provided as additional quantum of pension. Similarly, when the pensioner attains the age of 85 years, 90 years, 95 years and 100 years, 30%, 40%, 50%, 100% of revised basic pension is provided as additional quantum of pension.

It is suggested that the following rates of pension should be followed: At the time of retirement on superannuation: 60% (instead of existing 50%). After every 10 years, i.e. 70 years, 80 years, 90 years and 100 years, the pension should be 70%, 80%, 90% and 100% of last pay drawn. This will not only simplify the procedure, but will also help superannuated Government servants financially.

Privatisation of IDBI Bank


If FM and PM can't even manage the best Public Sector Bank, which has highest employee productivity then how will they manage the country. Any fool can privatise a profit making PSU. Government should realize that such endeavours will not go well with the public. If they want to privatize, there are many loss making PSU's which need management change and where tax payers money is being wasted. They should start from AIR-INDIA.

Duplicate degree

The appellant sought for the enrollment number & roll number of a student who was enrolled for the BA course in the year 1993 & passed 3rd year in 1995. The information was denied claiming that it is very difficult to manually search for the old record as computerization has been done from 2006 onwards. The appellant submitted that the degree certificates of the student were snatched and destroyed by her stepmother. The CIC directed to search the relevant record and provide the information along with the duplicate certificates.

Comments

Many cases have been brought to the public notice where students are running from pillar to post for getting copies of the old records. It is the duty of the public authority to ensure proper upkeep of the documents in its control.
