Rise in investments in infrastructure & irrigation
India is utilizing the regime of lower oil and commodity prices to increase
investments in infrastructure and irrigation. The country is also undertaking
comprehensive subsidy rationalization and has successfully rolled out
the largest financial inclusion initiative in the world under which
around 185 million bank accounts have been opened. Funds are being transferred
under flagship schemes directly into the accounts of the beneficiaries.

A multi-talented 1980 batch Madhya Pradesh cadre, former IAS officer
Dr. Pukhraj Maroo is now a lawyer. Apart from IAS, Dr. Maroo is highly
educated with three Bachelors, five Post Graduate and two PHds. Besides
he is also a teacher, a folk singer with B+ All India Radio grade, a
heritage conservationist (Convener, INTACH Bhopal) a writer (six books
to his credit), a global traveller, an agriculturist, a philanthropist
and a social activist. Currently he is working on the subject of river
valley heritage of MP. His two works on Chambal and Betwa have been
published.
Post of CMD, NTPC advertised
The Ministry of Power has advertised for the post of Chairman-cum-Managing
Director, National Thermal Power Coronation (NTPC) Limited. The post
fell vacant on September 1, 2015 after the retirement of Arup Roy Choudhury
and will be filled by the person selected by the Search-cum-Selection
Committee. The Ministry has sought applications before November 7, 2015.

Administration (HIPA)
Former IAS officer SP Gupta has been appointed new DG of the Haryana
Institute of Public Administration (HIPA). He succeeds former DGP, RS
Dalal. Gupta has served the GoI and the Haryana Government on important
positions. He had been Administrator of HUDA in Gurgaon. HIPA is expected
to undergo total overhauling under leadership of Gupta.

Corrupt should go behind bars
125 corrupts will go home' wic 8.10.15- A really bold step by PM Modi,
but instead of sending them graciously home, they should be sent to
jail. Please inform non-corrupt PM.

Max JSs are non-IAS officers
'Maximum JSs are non-IAS officers' wic 9.10.15: PM Modi is doing great
justice to non-IAS Group A services by appointing them as JS and making
them eligible for AS, Secretary and Cabsec posts. Engineering service
1995 batch officers are yet to be empanelled as JS, although IAS 1995
batch has been empanelled. PM has directed DOPT to empanel them before
Dec 31, 2015. A bold step by a bold, selfless and non-corrupt PM. Hope
PM rewards honest and hardworking officers with key assignments.

Babus irked- May affect Bihar Elections
There is a very strong undercurrent against the Union government in
AIS and Central Government officers and employees feeling let down firstly
by no relaxation by GoI, in filing declaration of movable assets of
self and family members under the Lokayukta Act despite anomalies in
law and clear violation of the rights of the woman to not to disclose
their 'Streedhan" and secondly due to proposal to retire after
33 years of service in Seventh Pay Commission. Both issues have turned
not only the officers but their families and specially women in their
families against the Union government. Though no one is openly saying
anything in social media due to conduct rules, but this is surely going
to impact the popularity and prospects both with likely impact on elections.

PMO couldn't have got better
Absolutely true. I know AK Singh very well as I worked as CVO, NHAI
for 5 years till June 2015 and can vouch that PMO could not have got
a better person. He will sincerely work for PM's agenda without fear.
He is a rare commodity today who has the guts to call a spade a spade,
unlike other contenders who were in the fray. Best wishes to him and
NHAI.

On grievance redressal
Bharat Jee, you are an outsider that's why you making the comment. The
mandate of Department of Administrative Reforms & Public Grievances
is to frame policy on grievance, forward the grievance received to the
concerned for disposal under intimation to the applicant and review
disposal of cases in terms of numbers on periodic basis. It has not
been given the mandate to settle the grievance. In this country there
are a number of people who think there illegal demand is grievance.
They make representation from Secretary to Assistant down below. After
sometime they will a similar exercise through their father, mother and
spouse. Even courts cannot settle somebody's grievance with perfection.
If you are rule minded, patient and ready to stand in queue there will
no grievance of yours.

Delay in payment
of final bill
The appellant sought reasons for withholding the payment of final
bill after completion of the work even though a period of 5 years
elapsed and whether final EOT and RE is approved by General Manager's
office signaling clearance of final payment of the bill. The Respondent
stated that final payment is under process and the same was already
intimated to the appellant. On a query by the Commission as to
why the payment is not made to the appellant, Respondent stated
that the work was awarded in 2005 for Rs. 2 crores and completed
in 2008 but the minor works were pending which was completed in
2009. He further stated most of the payment has been made and
now only a lumsum of Rs 10 lakh is due for payment. After hearing
both the parties and on perusal of record the Commission directs
the respondent to provide revised reply giving complete status
along with reasons for withholding the payment to the appellant
within one week of receipt of this order under intimation to the
Commission.
Comments
For commercial disputes, the contractors are frequently using
the RTI Act. The officials should be careful about timely processing
of claims and the disposal of the bills.
