My Driver is from Bihar and today on a long drive to Delhi I asked him about Bihar political scenario .... reproducing the conversation in English.

Me: Raju .... what will be the result in Bihar??

Raju: Sir ji iss time it will be in favor of Bihar .... I think this time Bihar is going to vote ...for Bihar!!

M: Matlab ...

R: Bihar ka band bajaane waale jaayenge... aur Bihar ki bachaane waale aayege...Mahaghatiyabandhan out ... BJP in!!

M: You feel Nitish rule was not pro Bihar!

R: Sir ji till BJP was there in the Sarkaar all was fine ...then BJP left and Nitish Babu bekaabu ho gaye !!

M: Bekaabu...

R: Aapa kho diya ....I recall elders in my village saying ... Nitish's ego is huge ....kehte hai yeh hai Shatrughan Sinha aur Laloo ka combination hai Nitish Babu.

M: And after his stay in Delhi I think he got a touch of Advani too... what about Laloo...

R: Sir ji abh kya bolloo... this man put Bihar back by 20 years ... max palaayan from Bihar took place in his rule ..aur yeh besharam bolta hai .... because of me you find Biharis everywhere ...

M: What was Jungle raj like during his rule like...

R: You were not safe in your own home ....stepping outside was like going out and not sure if one would come back... they taxed us ...was like to live we had to pay a tax... imagine they billed us for bijli paani ... and if we said bill was too high... bijli paani bandh aur pitayee alagh..

M: But you could have gone to the Cops .....

R: Sir it was the Cops who informed us of our bill ammount and collected money on behalf of Jungle Raaj waale .... despite having Bijli connection we got bijli via kundis ....

M: You told me about the case of Laloo's Doctor...

R: Jee ha Sir ....one of Laloo's personal Doctor's car went missing ... a few days later the Doctor was on a house call at Laloo's residence ... while entering he saw a car like his parked in a maze of cars ... he went closer and found it was his car ..the sticker on the windshield ... though number plates were missing... he told Laloo about this .. Laloo is his style called out to one of his guys and admonished him.... arre dekh ke yeh kaam karro... abh Doctor Sahib se kuch kumm leh ke gadhi wapas karr doh... Doctor paid 40000 to get his car back ...and as he left Laloo guffawed and said ...bahut shaitaan hai laddke..parr dill ke bahut achche!

M: Wow .... itni andher gardhi ....but now what do Biharis want ...

R: PRAGATI.... not DURGATI.... we want to be like Gujarat .... all our people who work there call it Desh ka Dubai ... Sir ji who wants to leave his home? Sir ji Insaan ki joon mein aaye hai parr jeethe hai kheedo ki tarah!

M: What is the feeling about Modi?

R: Sir ji TV dekho toh lagtha hai sabh ulta pulta hai ...parr loggo se baath karro toh lagtha hai abh Desh ko asli Leader milla hai.

M: Merri bhi yehi feeling hai ....

R: Sir ji ek request .... if BJP comes to power I will go back to Bihar as I am sure I will get work there ... apne ghar mein apne pariwaar ke saath jeena hee toh jeena hotha hai ...

NHRC disposes 95,563 cases

During the last year (October, 2014 to October, 2015) the National Human Rights Commission (NHRC) has registered 1,15,896 cases and out of these, it has disposed 95,563 cases. The highest number of cases have been registered in Uttar Pradesh followed by Odisha, Haryana, Delhi, Bihar, Rajasthan and Madhya Pradesh.

" Is CBI's clean chit to ex- PM, a cover-up operation ?"

Or may be Sonia's orders he did heed files for her to see…", should serve as wake up call to those who matter CBI's clean chit to MMS have raised suspicions in public mind.

(a)How could CBI ignore the Constitutional guaranteed Principle of Equality before Law? (b) What convinced the CBI that file notings and ex-PM's non-interference with screening committee's recommendations, did not suggest his complicity? Misplaced perception; (c) What precluded ex-PM from perusing files, applying his mind before approving illegal coal blocks allocations; (d) Did CBI interrogate MMS's top aides on their failure to advise ex-PM on the propriety of decisions taken ? Were they gagged by the political class? (e)Who is trying to save the wrongdoers? Is there any underhand political deal ?

Manmohan Singh's oft-repeated public statements like: " I have respect for judicial processes" … ; " I am open for legal scrutiny"… ; "Truth will prevail"… ; I will get a chance to put forward my case with full facts" … , are political rhetorics. These cannot absolve him from his responsibilities as ex- Coal Minister in deciding illegal allocation of coal blocks in Jharkhand to Navin Jindal group of firms. It was open secret that all decisions were taken by ex-PM under oral directions of 10-Janpath. He has now to pay for the sins committed by the "high command"

The public has faith in Judiciary. It trusts that the CBI is no longer the caged parrot ?

Good to know that six General Managers are being posted, and also empanelment of 25 names for promotion as GMs is underway. It is fervently hoped that the work will be completed expeditiously.

Delay in payment of final bill

The appellant sought reasons for withholding the payment of final bill after completion of the work even though a period of 5 years elapsed and whether final EOT and RE is approved by General Manager's office signaling clearance of final payment of the bill. The Respondent stated that final payment is under process and the same was already intimated to the appellant. On a query by the Commission as to why the payment is not made to the appellant, Respondent stated that the work was awarded in 2005 for Rs. 2 crores and completed in 2008 but the minor works were pending which was completed in 2009. He further stated most of the payment has been made and now only a lumsum of Rs 10 lakh is due for payment. After hearing both the parties and on perusal of record the Commission directs the respondent to provide revised reply giving complete status along with reasons for withholding the payment to the appellant within one week of receipt of this order under intimation to the Commission.

Comments

For commercial disputes, the contractors are frequently using the RTI Act. The officials should be careful about timely processing of claims and the disposal of the bills.
