Who will be new Secretary, Security in the Government of India ? Tie is said to be between two 1981 batch IPS officers Satish Chandra Jha and Malay Sinha. Though 1979 batch IPS officer Aruna Bahuguna also figures in the panel. Sinha and Jha are currently Special Director in IB.

Sword of honour for Neyveli Student (UPDATED)
E Mani Bharathi, received the Sword of Honour for All Round Best Assistant Commandant Probationer and Trophy for the Best in 'Indoor' from Rajnath Singh, Union Home Minister at the Passing Out Parade of the National Industrial Security Academy at Hyderabad. Mani Bharathi is the ward of R Elangovan, working as a Foreman in Mine of NLC. He is an alumni of Neyveli Jawahar Matric Higher Secondary School and secured engineering degree from College of Engineering, Guindy, Anna University, Chennai. He was selected for the Post of Assistant Commandant in Central Industrial Security Force(CISF), through All India Competitive Examination and underwent the basic training at the National Industrial Security Academy, Hyderabad, the premier Training Centre of CISF. After the successful completion of the trainee, he has now won the All Round Best Assistant Commandant Probationer in the passing out parade among 65 others. He is the First Officer from Tamil Nadu who won Sword of Honour in CISF Cadre. Rajnath Singh, Union Home Minister, participated as the Chief Guest of the passing out parade and honoured with Sword of Honour to E Mani Bharathi for having stood, All Round Best and the Trophy for best in Indoor. The Minister also presented certificates to all the other 65 Assistant Commandants / Executives and 459 Sub-Inspectors/Executives, who underwent the trainee in that batch.

M K Surana selected as CMD, HPCL (UPDATED)
M K Surana, CEO, HPCL, has been selected for the post of Chairman-cum-Managing Director, Hindustan Petroleum Corporation Limited (HPCL) at a Public Enterprises Selection Board (PESB) meeting held on October 15, 2015. As many as 13 persons were interviewed for the same.

Advisory to all PPS/Sr. PPS

Please upload following information on your Forum for Common Cause and in Public Interest for Good Governance of India:

Advisory to all the PPS/Sr. PPS- Not to Accept Loan Basis Transfer- Self Created Policy of Corrupt Secretaries:
1. Except DoP&T, no-one, even the Minister of other Department, is authorized to issue Order of Transfer/Posting to any Ministry/Department.

2. The Loan basis transfer is implemented by corrupt secretaries on VERBAL basis to fulfil vested interests not in public interest.

3. You all are UPSC qualified and should not permit any Secretary to get you transferred on loan basis.

4. If any Secretary threatens any PPS/Sr. PPS for enforcing loan basis transfer to you may send an e-mail to CSSS Association immediately along with documentary proof to enable the Association to file a vigilance case against under secretary/DS/JS/AS (Admn.) /Secy. concerned and the PPS / Sr. PPS who has resorted to this loan basis arrangement thereby acting against the Policy of the Government of India- Rotational Transfer Policy.

5. Can any Secretary act against the Reservation Policy of the Government? Think accordingly.

6. Individually, you have a fundamental right to lodge a complaint to Joint Secretary (AT & A) Ms Archana Verma in this case. JS(AT&A) would be very helpful.

7. Your posting/transfer as per Order dated 6.10.2015 is final and not negotiable by any Secretary on loan basis or otherwise.

Reduction in number of appeals to CIC

There are no data available to disagree with the submission of Nivedita (WIC, 13.10.2015) but she has overlooked one important aspect. Up to a few months back, there has been a delay of about one and half years in disposal of cases by CIC which discouraged appeals. Now, cases are being disposed fast, but the hearing is in the casual manner. For example, in a case, a public authority, after his retirement, has taken all the documents on a case with him. He had denied the information in the case under RTI using investigation clause without explaining as how the disclosure affects the presumed investigation. However, during appeal, the CPIO and FAA were allowed to consult and request the retired officer to know the circumstances of the refusal of the information. No action for unauthorised possession of public document was taken. The appeal was not decided on the basis of records available to the public authority, but on the basis of fresh submission of the retired officer (a private person) and the appeal was ultimately turned down. If this is the fate of the appeal, who will like to go to CIC?

Delay in bill payments

The contractors and vendors are forced to use the RTI Act as bills are almost cleared in time and 'efforts' have to be made to draw the payment. It would be proper for the administration to put all the bills in the public view like those which are not cleared within a particular time period. This would keep a proper check on those who delay the payment of bills.

Delay in payment of final bill

The appellant sought reasons for withholding the payment of final bill after completion of the work even though a period of 5 years elapsed and whether final EOT and RE is approved by General Manager's office signaling clearance of final payment of the bill. The Respondent stated that final payment is under process and the same was already intimated to the appellant. On a query by the Commission as to why the payment is not made to the appellant, Respondent stated that the work was awarded in 2005 for Rs. 2 crores and completed in 2008 but the minor works were pending which was completed in 2009. He further stated most of the payment has been made and now only a lumsum of Rs 10 lakh is due for payment. After hearing both the parties and on perusal of record the Commission directs the respondent to provide revised reply giving complete status along with reasons for withholding the payment to the appellant within one week of receipt of this order under intimation to the Commission.

Comments

For commercial disputes, the contractors are frequently using the RTI Act. The officials should be careful about timely processing of claims and the disposal of the bills.
