At my favorite Coffee Shop and in walks a writer who I know has just returned his award and who I rank right at the very top of my list of Pseudos.

Me: How are you?
Writer: Better than you can fathom!
M: Boy.... why this attitude!
W: Bas mood hai to be rude !
M: First what will you have ??
W: Coffee and a Sandwich in take away glass and plate!
M: Not sitting .. taking it and going ..
W: Sitting. .. sitting ...but I cannot be seen enjoying a beverage or food here ....so later I'll have these in my car!
M: You returned your award ...why!
W: Dadri matter really affected me and then PM's silence!
M: Did you react to the mass killings that have taken place in the past .... leave returning your award ...to the best of my knowledge you did not even protest!
W: I am an Artist I keep on inventing ways to express myself ...then I had gone on a Fast of Silence!
M: Achcha...then toh you could not have voiced your protest ...but there are other ways to protest ... wear black ...carry a placard ..pen a article!
W: My hunger strike left me drained ... and Dadri is not the only reason ..no freedom of expression ..Kalburgi murder!
M: Did you protest Dhabolkar murder??? Or Joseph whose hand was cut off for writing something anti Islam! There was a Congress Government in Delhi and State when Dhabolkar was killed ....and in Kerala a UDF Government ...maybe this is why you kept mum!!
W: Bullshit ...Dhabolkar time I cried for 7 days .....my voice went so bad I could not speak...and Joseph time I tied a cloth on my mouth for 7 days...
M: What got you to return your award in protest?
W: Dhadri.... and this time my mood was to do this... why is PM chup?
M: Dhadri took place in UP where there is SP Government and murder is nothing new in UP...and Home Minister has already regretted this murder..
W: We want PM to respond ....
M: Worse indents took place during UPA and MMS did not speak ...did you object then?
W: I wrote a 32 page letter to MMS on this ....
M: Did he respond ?
W: I was told he is going through my letter ...and then UPA was voted out of power !
M: The feeling is you guys are doing this to embarrass Modi!
W: Democratic Country ...I can choose when ..how ..why and against whom I protest !
M: So ... you have returned the award ....and are you returning the Award money!
W: Why ..... we have returned the Award ...that should be enough!
M: Then its symbolical. . technically the award is yours still...like if you fight with your wife and in protest you leave your home ..does not mean you have relinquished your ownership of the home? So retirn of award would be if you return the award money!!
W: Bullshit ...who the hell are you to demand this ..... we have done what we wanted to do ....we are artistes ... we are not answerable to anyone! And I know you have a soft corner for BJP (looks around and in a hissing tone) .. we hate BJP and we identify with Congress ...
Me: QED.... a Pseudo will identify with a Pseudos ....now please take your sandwich and coffee and go and hide and enjoy it ...do you see your Pseudoism even in this ...

Central Victim Compensation Fund set up

The Ministry of Home Affairs has introduced Central Victim Compensation Fund (CVCF) with initial corpus of Rs. 200 crores to enable support to victims of various attacks. States have been requested to suitably modify the State Victim Compensation Schemes to reduce disparity in quantum of compensation amount notified by them and claim financial support from the Central Victim Compensation Fund Scheme.

When Mr. Modi won the 2014 election, he was a hero

With unprecedented hike in prices of essential commodities, the poor and middle class are suffering. Simple food like dal and other essential food items are going beyond their purchasing capacity thus making the PM a total zero. It may be mentioned that price of dal has risen by 150 percent approximately. The reason for this increase they say is natural calamities which is hard to believe. Certainly, the common man by this time have understood that traders have been given a free hand to loot and make money. The media though aware of this, does not make this an issue.

So the common man has concluded that Mr. Modi is becoming a zero. It is a pity that only salaried class are always targeted for paying tax.

Resident verification

Registrar General of India (RGI)is again carrying out an exercise for verification of residents. On one side, we are talking about Digital India and on the other hand the RGI is bothering poor government employees. Why can't this inforamtion be taken online? Fraudsters in any case will give wrong information even on personal verification. If we take online we will be more assured. If somebody makes false declaration, there are enough provision in the Indian Penal Code to punish the person. The residents sometime use foul language with female enumerators.

Jungle raj in Bihar

Jungle Raj might be back in Bihar. Despite all efforts by Modi, the electorate, divided as it is on caste lines, might just decide to vote en bloc in the name of caste and religion. If that happens, it will rob the state of at least two more decades.

Transfers and postings

Recently under RTP a lot of transfer & postings has been carried out of PPS & Sr. PPS. The point raised in WIC about transfer on loan basis is being implemented curdle by vested interests in connivance with Secretaries to GoI. Some of the instances are Secretary, Environment & Forests has got the person back from Agriculture, who had been in the same Ministry for over 27 years. Kusum Sharma Sr. PPS has been taken on loan basis from Home to Secretary Economic Affairs office, Secretary. There are a large number of instances in GoI of taking officers on loan basis conveniently sidelining the RTP despite the fact that there is no policy of Govt of India on this issue. This is a situation like police officers taking their pet juniors with them throughout their service to their place of posting for managing the ill gotten money. Why is DOPT sitting silent on this issue, who is responsible for this state of affairs? DOPT have a policy that one office is allowed to work with Minister/Secretary office to a maximum of 10 years but most of these rogue staff have been with high offices for over 20 and still continuing. DOPT can indicate against these offices that they have already spent this much of time at this level and hence should not be posted at X or Y sensitive places. Most of the officers who have been at powerful places i.e. PPS/Sr. PPS have been able to manage to back with their earlier places under the garb of loan basis in connivance with Secretaries to GoI.

Delay in payment of final bill

The appellant sought reasons for withholding the payment of final bill after completion of the work even though a period of 5 years elapsed and whether final EOT and RE is approved by General Manager's office signaling clearance of final payment of the bill. The Respondent stated that final payment is under process and the same was already intimated to the appellant. On a query by the Commission as to why the payment is not made to the appellant, Respondent stated that the work was awarded in 2005 for Rs. 2 crores and completed in 2008 but the minor works were pending which was completed in 2009. He further stated most of the payment has been made and now only a lumsum of Rs 10 lakh is due for payment. After hearing both the parties and on perusal of record the Commission directs the respondent to provide revised reply giving complete status along with reasons for withholding the payment to the appellant within one week of receipt of this order under intimation to the Commission.

Comments

For commercial disputes, the contractors are frequently using the RTI Act. The officials should be careful about timely processing of claims and the disposal of the bills.
