It is widely believed that the Congress and the Mamta Banerjee's Trinamool Congress will not support the fresh move of the NDA Government about the NJAC in the Parliament. The Government is in a mood to pass a new act. An all party meeting is to be convened soon.

This week ED and other investigating agencies have unearth approximate Rs 11,000 crore in financial bungling. The capital power galleries are abuzz that this money belongs to some politicians and bureaucrats. Guess the name if you can ?

Enforcement Director Karnal Singh is likely to get three months extension beginning November 21. He is 1984 batch IPS officer of UT cadre.

SC Collegium to meet next week ?
Supreme Court Collegium headed by CJI Justice H L Dattu is expected to meet next week for recommendation of the appointment of new High Court Judges. The three-member collegium consists of Justice T S Thakur and Justice A R Dave.

Six IPS officers retiring in Oct

Jain to be MD and CEO ?

Vigilance clearance is believed to have been accorded to Mahesh Kumar Jain, ED of the Indian Bank, for the appointment as MD and CEO of a nationalized bank. Jain who was interviewed on September 16 is currently holding additional charge of MD and CEO of the Indian Bank.

"Appeal to PM: Do not mollycoddle Bureaucracy"

DoP&T's circular dt Sept 30,2015 advises all ministries to create gyms at work places to de-stress bureaucrats and overcome threats of " frustration, low productivity, absenteeism, sedentary jobs, increasing workload, image makeover of offices by creating a positive and energetic work force , help in effective discharge of official duties etc."

DoP&T's pearls of wisdom or plebian arguments. Insiders reveal on condition of anonymity that suggestion for gyms came from a few top bureaucrats to burn their calories. Juniors do it, anyway, travelling by public transports. Why can't seniors emulate their subordinates and eliminate VVIP racism? Have they forgotten Modi mantra: Swachh Bharat Abhiyan. Sweeping would surely keep them healthier and happier.

Consider logistics. Shortage of office space in Delhi and outside is well known. Scouting for additional office space in the open market would be costly. Private gyms have sprouted at every nook and corner. Why not avail of these facilities instead of creating duplicate infra-structure. The cascading effect on the States has not been visualized ? Expenditure running into thousands of crores of rupees. This could be utilized on projects/schemes to help the less fortunately circumstanced. People are getting increasingly disillusioned. GOI must get its priorities right. Sooner ,the better.

National Literary Audit Authority


There is an urgent need to create a National Literary Audit Authority. Literature is Soft Power of a nation. If undeserving people run away with awards from the Academy, spew venom in their writings as Academy awardees and create trash of literature, it dents the image of a nation proud of its epics and priceless literature. The Authority should scrutinize each and every awarded work and poem to tell society of the literary content and beauty of expression. If the awardees had written even a good/inspiring poem, the nation would have celebrated it. What are the themes they are writing about? There is literature from 24 languages. Enough production to be recognized internationally. Are our writers known pan India or internationally? Time to reassess our national soft power strengths and weaknesses. Generally the Academy has been ruled by retired bureaucrats, who also call themselves poets.

Bihar and UP benighted states ?


Why are Bihar and UP such benighted states? Indeed, why is it that these states together pull India down to such an extent that the development of the rest of India is dragged down? Many are the avowed reasons for this. The main reason though, which may be unpalatable to the denizens of these parts of the country, is that these regions are ungovernable. In other parts of the country, the Rule of law does prevail, if it breaks down, it does so temporarily. In these parts, it has never taken root. Kidnappings, murder, loot, rape, you name it, newspapers in these parts are full of ghoulish incidents of this ilk, day in and day out. These states are ruled by the criminal-politician nexus. Even the ordinary man on the street is very happy to talk about the leading criminal belonging to his caste or religion. These states are absolutely casteist/ communal. They do not believe in development. Education, health, electricity, business and industry just cannot develop in these lawless parts. They have no need for development. They must dominate, though it might lead their states to the middle ages. Chauvinistic to the core, my caste or religion, right or wrong, is their mantra. The result is that a vast ocean of humanity resides in these parts, ill educated, under developed, without the basic necessities of life, but ready to do anything for their caste or religion. These parts are totally mediaeval in their approach and modern India is an anomaly there. Now, Bihar has an election. It is unlikely to bring about any change, the jungle needs its raj.

Minutes of meeting of Empowered Committee of State Finance Minister on GSTN

The appellant asked for the minutes of the meeting of Empowered Committee of State Finance Ministers from January 2010 to till date etc. The FAA directed the PIO to provide extracts of the minutes of the Empowered Committee meeting pertaining to the GSTN. The FAA clarified that the Empowered Committee had taken a decision that the Minutes of the Empowered Committee meeting should be treated as items covered under “not open to disclosure under section 8 of the RTI Act, 2005. It was argued that disclosing the entire minutes of the Empowered Committee meetings will be a breach of parliamentary privilege. The appellant contended that the Empowered Committee is a registered Society and does not perform any sovereign functions. The CIC noted that the Empowered Committee (EC) is deliberating the issue of introduction of the Goods and Services Tax (GST) in the country and that the discussions on the same are intense, resulting in points of views, often, being expressed in closed door meetings of the State Finance Ministers. The PIO has also stated that the decision of the working groups consisting of officers of both the Central and State Governments have been formed to prepare a draft legislation of GST, business process to be adopted in the GST regime and related issues. He has categorically stated that any premature disclosure about the future tax policies could have an adverse effect on the economic interest. The CIC upheld the denial of information.

Comments


The introduction of Goods and Services Tax is heralded as the major tax reform initiative. With the advent of participation of the stakeholders in the statute making process, new ways and means have to be found for constructively involving all in such a manner that sharing of information does not itself become a hindrance.
