638 declare undisclosed foreign assets


638 number of declarations have been received under the compliance window declaring undisclosed foreign assets amounting to Rs 3,770 crore under the Black Money (Undisclosed Foreign Income and Assets) and Imposition of Tax Act, 2015 (the Act). Biggest Govt const. agency headless due to inter cadre rivalry b/w Army, civilian cadres
Military Engineer Services (MES), the infrastructure arm of ministry of defence with a budget of more than Rs 12,000 crore per year today, is headless. After retirement of Lt. Gen. J Sikand on September 30, 2015, government has neither appointed a new head nor has it made any alternate arrangements to look after the charge. All Directors General have been asked to handle their work independently instead of entrusting this charge to the seniormost DG as was the practice in the past. The reason, it is learnt is, that the senior most DG happens to belong to the civilian GpA cadre whom the previous military cadre head Lt. Gen. Sikand did not wish to hand over due to inter cadre rivalry. In a major departure from the government directions of reporting to ministry of Defence directly, all DGs instead have been asked to report to vice chief of Army who has nothing to do with MES, which is an inter services organisation looking after all the three services as well as ordnance factories and DRDO, directly under ministry of Defence. It is reliably learnt that this has been done without clearance from the ministry of Defence and they are not aware of this arrangement. This has resulted in around resentment and all the civilian cadre associations and federations gave a protest call and are wearing black bands since last three days. This will have adverse impact on the planning and execution of infrastructure projects of ministry of Defence.

Pagri Sambhal Jatta

The travails of farmers had started at the advent of 20th century. As far back as 1907,the Pagri Sambhal Jatta movement highlighted the inhuman face of the government, which excessively charged land revenue, water- rate and brought about atrocious legislation ,which ensured non-vesting of proprietary rights on the farmers, who had left their house and hearth to make lands cultivable. S Ajit Singh, uncle of Shahid Bhagat Singh, led this movement and ultimately fighting against the British tyranny against the Indian masses, he had to flee the country.

Till 1930s the life of the farmers in Punjab had become a virtual hell. The money lenders had usurped lands by adopting inhuman usury tactics. Then appeared a Messiah in the form of Sir Chhotu Ram, who ensured the enactments of, "Punjab Relief of Indebtedness Act, 1934,''and, ''Punjab Debtors' Act 1936,'' the very firm implementation of which emancipated the peasants from the slavery and clutches of the money lenders and restored their rights on land and honour. His legend as saviour of farmers still lives on.

Till the year 1980s, some towering national leaders like Chaudhary Charan Singh and Devilal watched the interests of farmers and also saw the repealing of draconian Estate Duty Act. But for more than 30 years farmers do not have any towering leader to represent their cause at the national level. Affluent families, though own agricultural land do not till the land and are thus, unaware of difficulties of the peasants. Dynastic politics rules out entry of mass based leaders in national level politics. So the farmers have become political orphans.

Punjab has been facing suicides of farmers since 1995. The only time the government wakes up to the problem is when reply has to be filed in the court in any related PIL. The present plight of the farmers is the worst in last one century. Only serious effort has resulted so far in inadequate enhancement of relief for crop loss and loss of a farmer in distress. The larger questions are being laughed at, and subsidy to them in some areas is being frowned upon. Even if three crops of any farmer are destroyed consecutively because of natural calamity, the scale of relief will remain the same. They have been pushed against the wall. The governments of India and the state must act like statesmen to save the peasantry and the prosperity of rural India. The situation is grim. They should act wise and fast to save the saviours of the country.

India's induction as a permanent member of UNSC, is fraught with glorious uncertainties. Getting support of two-third majority in UNGA is mandatory in the first hurdle Secondly, a majority of 15-members in UNSC ( at least 8) must register its support for each aspirant. In third stage, approval of Veto-holding P-5 in UNSC, is crucial. India's financial contribution and supplying peace-keeping forces to the UN cannot be ignored. Stakes are high in favour of India in crossing the triple hurdles with greater ease than three others of G-4 partners despite uncertainties in stances of China and Russia. Pakistan's envy and fears are not baseless. But, that is immaterial.

Hats off to Modi's ceaseless efforts to garner support for India in the comity of nations. Let the Sonia-led Congress grow more desperate and frustrated.

Instead of OROP, ask for jobs

I agree that instead of OROP, Defence services should ask for jobs after retirement. It is reported that there are thousands of jobs like drivers, skilled workers etc. lying vacant all over the country. If all the state government/central government and other government institutions make sincere efforts, they will be able to provide jobs to thousands of trained persons. These retired persons should be paid salary in addition to their pension.

Information regarding the officials who were compulsorily retired

The Appellant sought information regarding the officials of the Aligarh branches of the bank, who were compulsorily retired or took voluntary retirement during the period January 2003 to December 2005. The information was denied by the Bank under Section 8 (1) (j) of the RTI Act. The Appellant made certain allegations of irregularities in the functioning of the Respondent Bank and stated that disclosure of the information sought by him is also a matter of larger public interest. The CIC noted that compulsory retirement is a punishment imposed on officials as a result of disciplinary proceedings. Referring to the Supreme Court judgment in Girish Ramchandra Deshpande vs. Central Information Commissioner & Ors. [http://www.rtifoundationofindia.com/dopt/SCDecision.pdf], the CIC ruled that information concerning disciplinary action against third party officials is exempt from disclosure in the absence of a finding of larger public interest. Observing that the information concerning those who obtained voluntary retirement is also their personal information, the CIC upheld the order of the bank and rejected the appeal..
