Foreign invasions in almost every country have always succeeded because
of the weakness of that country and the internal conflicts of its people.
Huge quantity of foreign, Nepalese & fake
currency seized in Bihar
In Bihar assembly elections, various agencies confiscated Nepalese,
foreign, fake and Indian currency in crores. According to official information,
agencies have seized more than 40 crore Indian rupees, about 2 crore
Nepali rupees, more than Rs 60 lakh fake currency and approximately
65 lakh foreign currencies of different countries.
Why prices of pulses are not coming down ?
Despite several steps taken including import of pulses, the prices
of pulses are going on rise. If sources are to be believed, many state
governments are not supporting Union government measures to control
price rise. The Government has taken several measures for increasing
the availability of pulses by banning export of pulses, extension of
zero import duty on pulses and also import of 5000 tonnes of pulses
from Price Stabilization Fund. Centre is said to be not happy with BJP
ruled states because they have not taken hard measures to bring down
prices.

Court judge Justice TS Thakur is all set to be next Chief Justice of
India (CJI). The present incumbent HL Dattu is due to retire on December
2, 2015.
Fate of 22 Additional Judges of HC to be decided
soon
Fate of 22 Additional Judges of the High Courts of Karnataka, Calcutta,
Andhra Pradesh, Telengana and Bombay is to be decided this week. Will
they be made permanent or get extension ?.
First appointment after SC verdict
This is said to be first appointment in the higher judiciary after the
Supreme Court verdict. Justice Tinlianthang Vaiphei, senior-most judge
of that Gauhati High Court, has been appointed acting Chief Justice
with effect from October 21.

Surana likely to face teething troubles for
HPCL, CMD post
No sooner was the name of M K Surana, CEO, HPCL, announced for the post
of Chairman-cum-Managing Director, Hindustan Petroleum Corporation Limited
(HPCL) by Public Enterprises Selection Board (PESB) on October 15, 2015
than some anti-forces swung into action to dig out his pitch, raising
questions on his selection as he lacks Board level experience. They
have queried as to how a GM level manager can be elevated to the post
of CMD, HPCL.
MHI seeks second runner up for Director (Fin),

The Ministry of Heavy Industry is reported to have sought the name of
second runner up from the Public Enterprises Selection Board (PESB)
for the post of Director (Finance), Bharat Heavy Electricals Limited

Rakesh Sinha though meritorious in studies, does not know India while
Sambhit Patra behaves like a fresh Higher Secondary passout. Both bright
students of our country should go for intensive exposure tour of India
& understand different parts around Indian periphery. India is great
with its diversity. Do both these gentleman even understand difference
in Hindu practices in northern India & Southern India, eating habits
of different parts of India. Simple training at home of respecting elders
& intellectuals is missing. Request all friends to undergo four
weak intensive course designed on India covering geography, social practices,
historical background, economics of region, agriculture practice - dairy
animals & Constitution of India. This would help them to become
worthy Atalji descendants and true Indians.

Need for foreign visits
This is ridiculous. When final report is ready for submission (as per
media reports), what is the necessity of these so called foreign visits
to study pay structure. It seems that government and 7th CPC are hand
in glove to derail the process of Independent pay commission. It is
time to be vigilant and voice our concerns against these acts.

By addressing the RTI annual symposium, the Prime Minister has clearly
shown his commitment for RTI. It is very good that they have surveyed
the credentials of the activists who are largely criminals. Of course
a country like India does not need criminals to implement the act. The
PM is right and correct. But the electronic media is giving wrong impression
to public.

Vacant post of Chairman, National Biodiversity Authority
It is really shocking to know in Modi government, the post of apex
body of biodiversity conservation i.e. the post of Chairman, NBA is
lying vacant since February 2014 approximately 20 months. To fill the
post they have advertised twice, second time interview was taken in
May 2015 but Minister, MOEF did not find time to sign one file in six
months and that too for an important post. The office is at Chennai
and person holding additional charge is at Delhi. Due to absence of
regular chairman the person holding the charge is not taking any interest
and he is just passing time. The minister was not aware of the consequences
of non implementation of Bio-diversity Act 2002. NBA is losing revenue
worth thousands of crores of rupees from bio resource industries every
year. NGT has given order to implement BD Act and new guidelines have
been notified by MoEF in Nov 2014 but it has not been implemented due
to regular Chairman. PMO should take speedy action.

RTP in CSSS
Regarding RTP in CSSS whereby PPSs were transferred, one more example
is that of Secretary, Panchayati Raj who has allowed his PPS to just
join in Coal Ministry and to return to him. Coal Secretary and Secretary,
Panchayati Raj have come to a mutual "working arrangement".
Secretaries to GoI are not following the orders of Prime Minister Modi.

Sensitive offices of Secretaries
While it is a fact that a vast majority of CSSS personnel are unable
to manage highly sensitive offices of Secretaries, there are a handful
of them who by virtue of their professionalism, sincerity, devotion
and above all their impeccable integrity have earned the appreciation
of senior officers. Only such persons are sought after by Secretaries
who after nearly thirty years of service have the ability to differentiate
between wheat and chaff.

Minutes of meeting
of Empowered Committee of State Finance Minister on GSTN
The appellant asked for the minutes of the meeting of Empowered
Committee of State Finance Ministers from January 2010 to till
date etc. The FAA directed the PIO to provide extracts of the
minutes of the Empowered Committee meeting pertaining to the GSTN.
The FAA clarified that the Empowered Committee had taken a decision
that the Minutes of the Empowered Committee meeting should be
treated as items covered under not open to disclosure under
section 8 of the RTI Act, 2005. It was argued that disclosing
the entire minutes of the Empowered Committee meetings will be
a breach of parliamentary privilege. The appellant contended that
the Empowered Committee is a registered Society and does not perform
any sovereign functions. The CIC noted that the Empowered Committee
(EC) is deliberating the issue of introduction of the Goods and
Services Tax (GST) in the country and that the discussions on
the same are intense, resulting in points of views, often, being
expressed in closed door meetings of the State Finance Ministers.
The PIO has also stated that the decision of the working groups
consisting of officers of both the Central and State Governments
have been formed to prepare a draft legislation of GST, business
process to be adopted in the GST regime and related issues. He
has categorically stated that any premature disclosure about the
future tax policies could have an adverse effect on the economic
interest. The CIC upheld the denial of information.
Comments
The introduction of Goods and Services Tax is heralded as the
major tax reform initiative. With the advent of participation
of the stakeholders in the statute making process, new ways and
means have to be found for constructively involving all in such
a manner that sharing of information does not itself become a
hindrance.
