UPA, Modi govt. working same

The functioning of UPA and Modi government seems to be same. For example, the issue of arbitrary functioning of Indian Council of Forestry Research and Education (ICFRE), the only R&D council of MoEF & CC has been flagged at PMO and MoS level. But everything is in vain. Present DG and Secretary, ICFRE are working only to protect the IFS officer then the Research. An amount of 2-2.5 lakh per IFS is to be recovered towards excess transport allowance, but in-spite of Ministry of Finance order. This is the fate of the government machineries.

Will Modi win or lose in Bihar?

Will Modi win or lose in Bihar ? Will 2014 be repeated? Maybe. But what are the possible reasons it won't be? Once, in 2014, the perception of Modi was shasak nahi, sevak. He was the son of a poor man, an OBC to boot, he had sold tea on railway platforms in his youth and had travelled as a mendicant all over India. In 2015, many have started counting him as arrogant. In 2014, there was consolidation against minority politics indulged in by various political parties. In 2015, by cleverly raising issues of freedom of expression and engineering returning of literary prizes etc, the same parties have sought to prevent consolidation against minority politics. The minority vote was always with these parties, these parties are still pushing that vote bank to good effect, but they have muted their style and are simultaneously raising doubts in the minds of the liberal majority. In 2014, the lower government servants were totally with Modi, in 2015, they have reservations. To compound matters, the RSS, instead of talking about the OBC Modi, in 2015, started talking of a possible review of reservations. Now, in Bihar, which is the land of Jarasandh, Chandragupta Maurya, Ashoka etc, all Emperors who would today have counted themselves as OBC, that is political hara-kiri. In Bihar, the rulers and Emperors have belonged, for thousands of years, to castes that are called OBC today. They are dominant and aggressive, apart from being populous. Those who get the benefits of reservation, deservedly or otherwise, are unlikely to let go of the same for the next five thousand years. In 2014, Nitish and Lalu, the two Chanakyas who are the principal opposition in Bihar were arrogant and sure of their vote banks, in 2015, they have learnt their lesson. In 2014, Modi was not seen to be an itinerant PM with a fab dress sense, in 2015, he is. For Bihar, though, in anticipation of Jungle Raj-II, it is a pity.

PM's advice

The Prime Minister in his speech made on the Civil Services day held on 21st April, 2015 had advised the Civil Servants not to indulge themselves in the files all the time and that they should spend some constructive time with their family members. But what is happening these days that the IAS officers are not interested to come to centre on deputation. The main problem is the insane behaviour of senior level officials. They have their own problems, which they vent on their juniors. Gone are the days when only Delhi had all the facilities, because of bigger families and consequent financial issues. These days the other cities of the country have developed. The family members have reduced, there adequate medical facilities, educational level has also improved and they can now afford the expenditure of their children in hostels. The most important is that mobile helps them communicate with their family members freely. Why will they come to Delhi to bear the brunt of their impertinent and illogical bosses at the centre who are themselves incompetent and raise tension?

Minutes of meeting of Empowered Committee of State Finance Minister on GSTN

The appellant asked for the minutes of the meeting of Empowered Committee of State Finance Ministers from January 2010 to till date etc. The FAA directed the PIO to provide extracts of the minutes of the Empowered Committee meeting pertaining to the GSTN. The FAA clarified that the Empowered Committee had taken a decision that the Minutes of the Empowered Committee meeting should be treated as items covered under “not open to disclosure under section 8 of the RTI Act, 2005. It was argued that disclosing the entire minutes of the Empowered Committee meetings will be a breach of parliamentary privilege. The appellant contended that the Empowered Committee is a registered Society and does not perform any sovereign functions. The CIC noted that the Empowered Committee (EC) is deliberating the issue of introduction of the Goods and Services Tax (GST) in the country and that the discussions on the same are intense, resulting in points of views, often, being expressed in closed door meetings of the State Finance Ministers. The PIO has also stated that the decision of the working groups consisting of officers of both the Central and State Governments have been formed to prepare a draft legislation of GST, business process to be adopted in the GST regime and related issues. He has categorically stated that any premature disclosure about the future tax policies could have an adverse effect on the economic interest. The CIC upheld the denial of information.

Comments


The introduction of Goods and Services Tax is heralded as the major tax reform initiative. With the advent of participation of the stakeholders in the statute making process, new ways and means have to be found for constructively involving all in such a manner that sharing of information does not itself become a hindrance.
