CPWD organises seminar on 'Preventive Vigilance as a tool of Good Governance'
(UPDATED)
The Vigilance Commissioner, Central Vigilance Commission, Rajiv on Tuesday praised the efforts made by the Vigilance Unit of CPWD towards implementing various preventive vigilance measures to bring about more transparency and accountability in the organisation.
He was speaking as a Chief Guest at a Seminar cum interactive session organized for all seniors officers of CPWD focusing on the main theme of the Vigilance Week "Preventive Vigilance as a tool for Good Governance" held at Nirman Bhawan, New Delhi.
Rajiv has also emphasized the importance of creating the right environment in the organisation which is conducive for honest and sincere working besides inaugurating the upgraded web page of the Vigilance Unit provided in the CPWD web site.
CPWD is observing the Vigilance Awareness Week from Oct 26 to Oct 31, 2015 in the Directorate and in all the field offices spread across the country.
M.R. Krishna, CVO, CPWD give a detailed presentation of various preventive vigilance measures implemented by the Vigilance Unit. He also explained in detail various systematic improvements implemented by the Vigilance Unit. Digital technology and information technology are being leveraged to a large extent to bring transparency in the procedures and systems.

Collegium vs NJAC

I feel neither the NJAC nor the present Collegium system answer all the ills.

Our constitution already has an in-built provision for an All India Judicial Service.

It has not seen the light of the day so far owing to a clash of interests. If we are interested in quality inductions in the Judiciary even the Collegium under its auspices could get an all India exam conducted for the aspirants of the higher judiciary and get able people shortlisted.This will also uphold the primacy of the judiciary.Once the all India Judicial Service comes into being we may not require even the Collegium.

One should compare the good things such as development, cleanliness, education, genuine date of birth certificates, genuine qualification certificates etc. There is 2G scam, but system is there to catch, but simultaneously a rickshaw puller has got mobile. One should know about railways, steel, coal, fertilisers, etc . They are downgraded.

Why this sudden change ?


Suddenly, there is a lot of brouhaha on reservations in the media. All the leftists, Nitish Kumarji, Lalu Prasadji etc are talking of reservations. Suddenly, Sahitya Akademi award winners have started returning their awards (strange, that conscience emanates from a residential location in Janpath Street in New Delhi!). Suddenly, Nitish Kumar has found political savvy in Rahul Gandhi. Suddenly, Laluji has become a paragon of virtue for Nitish Kumar. What Jungle Raj? Laluji is the voice of the poor and downtrodden, avers Nitishji. What fodder scam? Whoever raised this issue? Not Nitish Kumar, goes the refrain.

What has caused all this? Is there a pattern to all this? There is a clear and obvious pattern. It is against one man, Narendrabhai Damodardas Modi. Keep him at bay in Bihar, by hook or by crook. Narendrabhai has a vision of development. If the public gets a taste of development, they will kick the Lalus and Nitishs out for ever. Keep the public ill educated, ill-informed, away from the fruits of development. Sing the old casteist and minority vote bank songs. Sell reservations in a new avatar. Keep society divided. What if criminals have a field day. What if more and more scams, fodder or others, occur. What if kidnappings, murders, rapes, looting become the norm again in Bihar. Let Bihar go behind the rest of the country by a thousand more years.

Minutes of meeting of Empowered Committee of State Finance Minister on GSTN

The appellant asked for the minutes of the meeting of Empowered Committee of State Finance Ministers from January 2010 to till date etc. The FAA directed the PIO to provide extracts of the minutes of the Empowered Committee meeting pertaining to the GSTN. The FAA clarified that the Empowered Committee had taken a decision that the Minutes of the Empowered Committee meeting should be treated as items covered under “not open to disclosure under section 8 of the RTI Act, 2005. It was argued that disclosing the entire minutes of the Empowered Committee meetings will be a breach of parliamentary privilege. The appellant contended that the Empowered Committee is a registered Society and does not perform any sovereign functions. The CIC noted that the Empowered Committee (EC) is deliberating the issue of introduction of the Goods and Services Tax (GST) in the country and that the discussions on the same are intense, resulting in points of views, often, being expressed in closed door meetings of the State Finance Ministers. The PIO has also stated that the decision of the working groups consisting of officers of both the Central and State Governments have been formed to prepare a draft legislation of GST, business process to be adopted in the GST regime and related issues. He has categorically stated that any premature disclosure about the future tax policies could have an adverse effect on the economic interest. The CIC upheld the denial of information.

Comments


The introduction of Goods and Services Tax is heralded as the major tax reform initiative. With the advent of participation of the stakeholders in the statute making process, new ways and means have to be found for constructively involving all in such a manner that sharing of information does not itself become a hindrance.
