ONGC observes vigilance awareness week 2015 (UPDATED)
ONGC is observing Vigilance Awareness Week – a weeklong campaign for employees, families and associates rededicating themselves to the mission of inculcating honesty and integrity in every aspect of business and personal dealings. The occasion has been planned to involve large section of society and stakeholders. ONGC also plans to hold debates across various collages and among university students in Delhi and other work centers along with activations at various public touch points like holding puppet shows with stories on vigilance awareness. At ONGC Delhi, the week-long events were inaugurated by former CVO-ONGC and DGP -UP Dr C B Satpathy along with CMD, Directors and CVO on October 26, 2015. CMD D K Sarraf in his inaugural address said every individual has to be vigilant throughout the year in all our activities - professional or personal; the Awareness Week is to remind us of that round-the-clock responsibility. He further added that the role of Vigilance department is immense and every one of 33,000 ONGCians must act like a Vigilance officer as per the pledge, to make ONGC a vigilant organization.

MRPL kicks off vigilance awareness week activities (UPDATED)
MRPL has rolled out a host of activities to spread awareness about "proactive vigilance" to prevent corruption and to enable better governance starting 26th October 2015 for a week ending 31st October 2015. As the nodal company entrusted with the task of spreading awareness, the Managing Director H Kumar, briefly summed up the radio, social media campaign and host of activities like debate, essay writing and elocution etc to spread the message of "Proactive Vigilance for Good Governance". At the Inaugural function held yesterday at MRPL, H Kumar underlined the need to simplify business processes and administrative processes to ensure transparency and to demystify governance. Speaking on the occasion, Y Ravindranath ITS, Chief Vigilance Officer, MRPL, exhorted one and all to renew their commitment to end corruption in the society and M Venkatesh, Directory Refinery said that one can work fearlessly if one is honest, sincere and competent and all should focus on these values.

Bureaucracy needs Flexi hours "

If PM Modi wishes that bureaucrats should spend more time with their families, let him introduce "Flexi hours" scheme in offices with suitable regulatory mechanism. The existing punctuality-based attendance is difficult to achieve due to traffic snarls leading to strain in family ties and fall in efficiency. Women are the worst sufferers as they have to attend to household chores before setting out.

Officers' postings


The Government should be rational in posting of officers at the Centre. A class one Civil Engineer of Ministry of Railways or CPWD could function very nicely in the Ministry of Urban Development when posted under the Central Staffing Scheme. An IRSME officer may function very well in the Ministries like Steel, Heavy Industry, Petroleum & Natural Gas. An IRSEE officer may work well in the Ministry of Power. An IRTS officer may work very well in the Ministries like Coal, Power, Steel etc. as he is day to day interaction with these sectors.

Hate speeches don't work


A small child of six tells his grandfather to bring toy for him, while he was going to the market. The grandfather forgets to bring it. The child remonstrates, catches his grandfather's hand and shows him the door to go away as he had not brought toy for him. The child does not know what he is doing. He wants his toy. A young man of 16 comes to his house late without informing his parents. When he comes back late, the mother opens the door and asks her son in anger, ''Kitthey marr gaya c? The boy tries to give some lame excuse, but the angry mother says,''Jey phir late aaya ttan mere ghar na warhin.(If you repeat this don't ever come here.'' But the mother's threat is for her son to be disciplined and she does not mean it.
Some Indian states have not been able to provide jobs and provide congenial environment to its people. They have made the administration captive leaving the population at the mercy of law-breakers. Drug-mafia rule the roost, shrinking land and failing crops have distressed farmers and triggered migration of people to foreign lands. The Constitution of India has provided the Right to Equality to all its citizens, but still some people have started thinking that they have got superior rights. Telling any citizen to perform certain acts, which the Constitution or law does not provide for to perform or leave India amounts to creating disaffection and deserves to be curbed with iron hand. Instead of causing animosity amongst the different religions, and making the air poisonous with hate speeches, effort should be made to improve the overall scenario for the Indians to prosper. During my college days, one of my friends, was disturbed by his father's attitude towards him. My friend always stood first, but still his father expected more. He appeared in the Indian Military Academy exam, but could not qualify. His father was so angry that he told him he would disinherit him from his property. Incidentally, they were refugees from Lahore and could manage their living with his father working as a clerk in transport department. They had two acres of land, which was also water-logged, they had a small house in a street in dirty area and that was all. In Lahore they had a very good living with transport business, agricultural land and a big house. His father did not get all he claimed from the rehabilitation department. But he continued to threaten his son. Finally my friend told me all about it. He told his father he did not care for any property and that he would show him how property was created. After that incident, his father never threatened him. My friend rose to become an IAS at a young age. He acquired the Mughalia saltanat of his father of course.

Minutes of meeting of Empowered Committee of State Finance Minister on GSTN

The appellant asked for the minutes of the meeting of Empowered Committee of State Finance Ministers from January 2010 to till date etc. The FAA directed the PIO to provide extracts of the minutes of the Empowered Committee meeting pertaining to the GSTN. The FAA clarified that the Empowered Committee had taken a decision that the Minutes of the Empowered Committee meeting should be treated as items covered under “not open to disclosure under section 8 of the RTI Act, 2005. It was argued that disclosing the entire minutes of the Empowered Committee meetings will be a breach of parliamentary privilege. The appellant contended that the Empowered Committee is a registered Society and does not perform any sovereign functions. The CIC noted that the Empowered Committee (EC) is deliberating the issue of introduction of the Goods and Services Tax (GST) in the country and that the discussions on the same are intense, resulting in points of views, often, being expressed in closed door meetings of the State Finance Ministers. The PIO has also stated that the decision of the working groups consisting of officers of both the Central and State Governments have been formed to prepare a draft legislation of GST, business process to be adopted in the GST regime and related issues. He has categorically stated that any premature disclosure about the future tax policies could have an adverse effect on the economic interest. The CIC upheld the denial of information.

Comments


The introduction of Goods and Services Tax is heralded as the major tax reform initiative. With the advent of participation of the stakeholders in the statute making process, new ways and means have to be found for constructively involving all in such a manner that sharing of information does not itself become a hindrance.
