Amendment in Electricity Act proposed
Ministry of Power is in process of amending the Electricity Act 2003
to enable mandatory purchase of power generated from municipal solid
waste. Central Electricity Regulation Commission (CERC) is also working
on determination of generic tariff for waste to energy projects to enhance
financial viability of waste to energy plants in the country.
Proposals to be put before Cabinet
Ministry of Chemicals & Fertilizers will soon bring a proposal before
Cabinet to provide Market Development Assistance on sale of city compost
to farmers besides tagging of sale of compost with Urea to promote conversion
of municipal waste to compost. This is being done under Swachh Bharat
Abhiyan.

Post of DG, Defence Intelligence Agency is
vacant
The important post of DG of Defence Intelligence Agency is lying vacant.
Lt. Gen. Anil Bhalla who was holding the post has retired. Military
Secretary Lt. Gen. Rajiv Bhalla has also retired.
Maj. Gen. Singh is officiating DGMO
The current ADGMO, Maj. Gen. Ranbir Singh, has been asked to officiate
as the DGMO. The new appointment is yet to be made.
DG, Rashtriya Rifles retires
DG, Rashtriya Rifles Lt. Gen. Sandeep Singh has retired. New appointment
is yet to take place.
IA & AS officer joins Telangana govt
Mrs Anitha Balakrishna has joined the Government of Telangana on deputation
basis for a period of two years. She has been appointed Deputy Director
General in Dr. MCR HRD Institute. She is a 1999 batch IA & AS officer.

After promotion, Tripura cadre 1995 batch IPS officer Punit Rastogi
has been posted as IG, Eastern Frontier, ITBP, Lucknow. He was DIG there.

Ms Amongla Aiyyar has been deputed to the Government of India as Superintendent

Principal Secretary to the Chhattisgarh Chief Minister, Aman Singh has

VRS request of IRS-IT officer not acceded
The request of Shivaji Baban Ghode, Joint Commissioner of Income Tax,
Mumbai, for the acceptance of his Voluntarily Retirement Scheme (VRS)
has not been acceded by the Government of India.
PESB seeks applications for CMD, CONCOR
The Public Enterprises Selection Board (PESB) has invited applications
for the post of Chairman-cum-Managing Director, Container Corporation
of India Limited (CONCOR) falling vacant next year on October 1, 2016.
Those willing to apply can send their applications to the PESB before
December 2, 2015.
Average stay of officers in UP is four months
In UP administrative machinery is so much politicized that average stay
of an officer at one place is four months. Uncertainty and frequent
transfers are badly affecting development work and law & order in
state. Some retired bureaucrats opined that's the reason honest and
upright officers preferred to be on Central deputation.

CBI arrests SE of CPWD for demanding bribe
of Rs 33 lakh
The Central Bureau of Investigation (CBI) has arrested a Superintendent
Engineer of Central Public Works Department (CPWD) for demanding and
accepting an alleged bribe of Rs.33 Lacs near CPWD Guest House, Aliganj,
Jorbagh, Delhi from a Director (Project) of a Visakhapatnam based infrastructure
Company. The Director (Project) of the said private company was also
arrested.

E K Majhi has taken over as Principal Secretary (Election) and Chief
Electoral Officer (CEO) in Kerala. He is 1989 batch IAS officer of Kerala
cadre.

OROP stir in bad taste
The agitation for OROP by pot bellied retired generals jumping up and
down was not only comical but also atrocious and in very bad taste.
The greed of such people was clothed as fake concern for the jawan,
the disabled and the war widows. None of their concerns were met. Instead
the most privileged professional class among Indias professionals i.e.
the army officers, gave itself yet another privilege. As it is, army
officers get free rations over and above their monthly salaries. This
is often sold in the black market to the despised civilians by army
officers themselves for double the price. Similarly government subsidised
alchohal for army officers (Why only army officers? Can't they think
without being drunk?) is routinely sold to the sub-human civilians in
the black market at double the rate. They also have free domestic servants
as Orderlies. The Orderlies are supposed to help an army officer to
dress up and put on his clothes! He cannot, even as a 45-year-old, put
on his own clothes! The Orderlies are misused slaves for all types of
personal and demeaning domestic work which often leads to unreported
or under reported shootouts and mutinies. This has to stop. In fact
either the privilege of free rations or free servants should be withdrawn.
After retirement, not only the officer but his entire family as well
has a free run of Mess and canteen facilities all over India. I have
seen grown up sons of retired colonels staying in army messes in hill
stations having a gala time. It was a holiday on the cheap. This facility
too should be withdrawn. Because of time scale promotions up to the
rank of colonel most officers now retire well past middle age and the
army is poorly led by flabby and paunchy, beer barreled army officers.
We should revert to the older system of massive weeding of mediocre
officers from Major upwards. A poorly led army is responsible for military
defeats. Let us not forget the lessons of the 1962 war with China which
was lost because of poor leadership by pot bellied "political"
generals occupying key positions.

VIP racism
Again a case of VIP racism in the city of Chandigarh wherein a 90-year-old
retired army doctor was crushed by the driver of an IAS official who
was going to see a drama. This is not an IAS officer of exception. Almost
majority of them have 'feudalistic nature' even after 70 years of independence.
They misuse office perks and other facilities, which is much more than
their entitlement. None are ready to listen to what his/her junior says/advises
in office. Majority of funds under the Office Expenses head are utilized
by them in purchase of high class computers, tabs & mobile phones
and also renovation of their chambers. The chambers are renewed and
new furniture are purchase immediately into an office which might have
been renovated only a few years back. The Staff Car is misused by all.
They feel that whatever, they say is right and the other are fools.
People in Government are waiting in the wings to take voluntary retirement
once the 7th Pay Commission is implemented. Thereafter, they are going
to make the life of all the IAS officer miserable by making RTI applications
about their misdeeds. Subsequently, they will have to present themselves
before the Courts. Their future life is definitely going to be a nightmare.
USA is talking about setting right the bureaucratic hurdle in the country
and IAS officers are on the forefront. Still there is time. They can
mend their ways.

Information regarding the officials who were compulsorily
retired
The Appellant sought information regarding the officials of the
Aligarh branches of the bank, who were compulsorily retired or
took voluntary retirement during the period January 2003 to December
2005. The information was denied by the Bank under Section 8 (1)
(j) of the RTI Act. The Appellant made certain allegations of
irregularities in the functioning of the Respondent Bank and stated
that disclosure of the information sought by him is also a matter
of larger public interest. The CIC noted that compulsory retirement
is a punishment imposed on officials as a result of disciplinary
proceedings. Referring to the Supreme Court judgment in Girish
Ramchandra Deshpande vs. Central Information Commissioner &
Ors. [http://www.rtifoundationofindia.com/dopt/SCDecision.pdf],
the CIC ruled that information concerning disciplinary action
against third party officials is exempt from disclosure in the
absence of a finding of larger public interest. Observing that
the information concerning those who obtained voluntary retirement
is also their personal information, the CIC upheld the order of
the bank and rejected the appeal..
