Prime Minister Narendra Modi spoke recently during his foreign trip that administrative reform was his top priority and that he was all for transparency and accountability in administration. He had also been pushing very hard for foreign investment. All these would require that the bureaucracy listens to what he desires them to do. Has he been successful in that direction so far? Views of readers are solicited, after their going through the following which is based on true events. Modi's first approval just after taking over as PM and ACC head,f or a case related to Ministry of Railways, was for appointment of Additional Member(Stores), a post in 75500-80000 grade and his approval was received on the retirement day of the recommended officer as the Ministry of Railways had deliberately delayed sending of DPC recommendation to ACC. Even after receipt of ACC approval, the officer was not promoted, though he was discharging the complete responsibility of the post of Additional Member(Stores) as Adviser in 67000-79000/- grade for two years,on the ground that Hon'ble Minister of Railways (MR)approval could not be taken on his retirement day. DOP&T and PMO have accepted that there was no need to obtain MR's approval after ACC approval. PMO (Political) has also written to the Ministry of Railways as to why the concerned officer should suffer on account of the default of the Min. Of Railways but the officer is yet to get his promotion as approved by ACC even after 15 months, though there have been numerous appeals to PMO. Does not the above case demonstrate that there is little change in the previous and the current regime? The employees, whether working or retired, used to seek intervention of Courts of law for getting relief in cases related to administrative injustice in the earlier regimes and they have to do the same in the current regime as well. The bureaucrats used to rule the roost earlier and they continue to rule even now as there is no accountability and transparency. Appeals and representations against the administrative injustices are dealt with even today in the same rotten manner as they were earlier. Complaints/appeals/representations to PMO, about which an impression appears to have been created that they are acted upon in a result-oriented manner, are routinely marked back to the same ministries/departments who have been instrumental in inflicting the injustice in the first place, with the hope that they will deliver justice now. How can that be? Can't a new system of marking appeals/representations/complaints be introduced wherein appeals etc of one department is referred to on random basis to other department for examination etc. This will introduce transparency and will expose the bureaucrats of the department to which the appeals etc. refer to, if any legally unacceptable action has been taken earlier and justice can be given to the suffering employee (working or retired).This will also result in sharp drop in no. of service matter cases with which our CATs and other Courts are today saddled with for giving judicial redress, which can otherwise easily be given by administration itself.
