Orange Juice at 4 A.M.
Imagine this happening during the peak days of militancy, a true experience
of bureaucratic mindset, whims, and nadirshahi instincts.
I had just come back from the badly marooned villages, when a police
constable brought me a TPM of deputy commissioner's tour of the sub-division
for two days. He was to come at 11 a.m., the following day. So the tehsil
officials had to be informed about the usual drill of making all arrangements
of boarding and lodging and expected tour of the marooned villages.
Almost entire night was spent on making arrangements. By 10 p.m. Next
day I was awfully tired less by the physical exertion, but more by the
tantrums and unusual requirements of the deputy commissioner and his
wife. It was a great relief to us all that the General manager of the
textile mill had arrived at 7 pm along with his wife to relieve some
of our stress. After they left around 10.15 pm, I also sought leave
and hoped to have some sound sleep. No sooner had I gone to bed, when
my peon informed me that Tehsildar sahib had come. Naturally I had to
reluctantly attend to him with fear that he might have come with some
avoidable but acute problem. I was right. He told me that the deputy
commissioner had ordered that he should be served orange juice at 4
am. He was in apparently panicky. He very respectfully said, ''Sir,
it is the month of July, orange season has been over for months, and
at this moment of night, where would we go to find out oranges and the
machine?'' I was thinking that do not the senior officers think about
the possible things and the convenience of their subordinates? On many
occasions earlier also, we had been put to such horrible situations.
However I asked,''Tehsildar sahab, how DC sahib has come across this
idea of orange juice at mid-night?'' He replied, ''Janab, I had asked
his PA, he told me that, Sahib was much impressed with the pink skin
of the general manager. He asked him the secret of his rosy skin and
the GM had told him that he regularly took orange juice at 4am.'' Tehsildar
was a very seasoned officer. Before coming to me he had explored all
possibilities of arranging orange juice. He also tried to meet the general
manager, but his security did not allow him to meet him. He said, ''Janab,
we should go to general manager and tell him to make arrangement only
fortomorrow morning.'' I gave thought to it since there was no other
way to wriggle out of this imbroglio, as no reasoning would ever work
with the deputy commissioner.
Since Tehsildar could not meet the GM, in spite of his serious effort,
I called my gunmen and we proceeded to highly fortified GM's house.
He got up after many attempts by his security. But he was extra-courteous
even at that odd hour. I said, ''Sehgal sahab, why have you put us in
this dilemma, fully knowing the nature of our sahib? ''It appeared from
his face that he had understood the situation, but still said in surprise,
''What happened sir jee? ''Hardly had I said orange juice, when he put
both his hands on his head. I told him the entire story. Embarrassment
was writ large on his face. He said, ''Sir jee, honestly speaking, I
am allergic to oranges and have not taken orange or orange juice for
thirty years, I realize your position, I have lied to him, but sir jee
please do not tell him. ''Our problem was accentuated further. Suddenly
a flash of courage went through my spine. I told Tehsildar to go to
sleep in peace and also assured the GM not to worry. At 4 am next morning,
I had to hear harsh words, but I told the deputy commissioner that oranges
were not available in July and only seasonal fruit was beneficial. However
my sermons earned me and the Tehsildar lukewarm annual confidential
reports.

offer list for Directors, no IAS has applied, as on 5.10.15. (http://persmin.gov.in/offerlist/offerlist.asp).
If an IAS has not served as Director in GoI, he should not be considered
eligible for JS, AS and Secretary posts. Why officers of non-IAS services
are not considered for JS and above Posts? PMs directive to DOPT to
empanel officers of all 27 non-IAS organised services as JS by 31.12.2015
shall go a long way in crushing the monopoly of one British service
created during Indian slavery.

No benevolence of govt.
Yes. Col. Gupta is right. I got excellent employment after I left the
SSc. I got it by my own merit and not because of any benevolence from
the government. But what about the lakhs of Jawans and others in the
non-officer category who were sent out from the army at their prime
age and subsist working as low paid watchmen and even as Rikshaw pullers.
I would have appreciated their employment was made a prime demand by
the leaders of OROP agitation.

Head of MES is E-in-C, a Lt. Gen. who is the technical head of 70 Nos
Engineer Regiments also. How can a civilian be made the head? Sky is
not going to fall if E-in-C post remains vacant. Is MES more important
than DGMO? Civilian MES officers mislead people by such comments. (Incidently
I had 3 tenures in MES in senior positions)

Medico legal report
of self and others
The appellant suffered injury on his head in a clash which he
alleged to have been shown as 'simple' in the MLC and those of
his opponents were shown as 'grievous' even though they were simple
injuries. He claimed that as a result, the police filed criminal
case against him under section 308 IPC, attempt to murder. He
sought the MLC of himself and that of his neighbours in order
to fight his case in the court. The CIC directed to provide the
MLC report.
Comments
The CIC has been conservative in providing the MLC reports holding
them as personal information which may impede the process prosecution
of the accused. In most cases, it has been directed by the CIC
to obtain such reports through the court rather than taking up
the onus on itself to decide whether such information should be
given.
