Is Ganga Hydrology changing?
Can unauthorized mining activities change any river's hydrology? Union
Water Resource and Ganga Rejuvenation Minister Uma Bharati has written
a letter to the Ministry of Environment, Forest and Climate change in
this regard and said that such activities are at very high in river
Ganga at Bijnore district in UP. These activities are resulting in soil
erosion and impinging upon the conservation of endangered aquatic species.
One page registration for MSME units
Under the ease of doing business, the MSME has introduced a simple one
page registration form Udyog Aadhar Memorandum. Credit Guarantee Trust
Fund has also been created by the Ministry to help MSME units. According
to official information about six lakh MSME units have been declared
sick by the RBI.

Review Committee clears name of empanelment
Names of 1982
batch IAS officers for empanelment to the rank of Secretary and 1985
batch IAS officers for Additional Secretary are believed to have been
cleared by the review committee.
Maximum JSs will be non- IAS officers
For the first time maximum Joint Secretaries in the Government of India
would be non- IAS officers. This time officers, in large numbers, from
various civil services are being appointed against vacant posts.
They are the favourites of NDA government !
The proposed appointment of three Indian Foreign Service officers Messrs
Harshvardhan Shringla, Gautam Bambawale and Syed Akbaruddin shows them
as future leaders of the diplomatic corps in the NDA government.

Modi government and Delivery Mechanism
Modi Government, a result of media hype and Congress failure to maintain
people's confidence in its leadership, is bound to fail because of inbuilt
fallacies in the delivery system. Modi received moderate success in
Gujarat because of its work culture and limited scope for the rivals
against Hindutva because of weak demographic profile of minorities and
limited scope of OBC movement against Modi, an OBC. Since Independence,
reliance on the Government Machineries alone for delivery has been a
failure. Modi effort to improve the efficiency of the delivery system
by using an e-mechanism will not succeed. He has to find a solution
to the attitudinal problem. For example, in railway, even a simple mechanism
of ticket delivery has been hijacked by the touts. Similarly, if we
go to meet any authority, high or low, in any department, we are treated
as a Praja (Subject) before a Raja (King). Unfortunately, this is true
even for authorities like CIC, CVC and Courts too.
Under unified command system of Modi government working through the
PMO, it has become more difficult to get justice against an erring superior.
Once targets are set for a Secretary, he becomes answerable only for
the targets and nothing else and hence he has a field day in the Ministry.
I can quote many examples, but that has the danger of localising the
global issue.
If Modi is really interested in improving the delivery system, he has
to create an open mechanism to address the grievances of insiders as
well as outsiders. He should note that the mechanism of Public Grievance
functioning through the Department of Administrative Reforms and Public
Grievances has been reduced to a mere post office.

Delhi no longer for the privileged
IAS officers are not joining Centre on deputation basis because city
of Delhi is no longer for the privileged in terms of education and medical
facilities. Other parts of the country have raised their level. Why
will they come to centre, when they are enjoying so much of privilege
at the State level ? These days the officers at the top echeleons have
all become impertinent and many of them misbehave. Why will they create
problem for themselves?

Media reports highlighted the remark of a respectable and efficient
Union Minister. Perform or take Voluntary Retirement. Don't sit on files.
A golden statement, which should not be taken lightly by the government
servants. But, he should start implementing this in his ministry first
and set examples for others to emulate. Anyway the Minister deserves
special congratulations for his outright statement which truly reflects
his assessment (resentment) about the efficiency of the present day
bureaucracy.

Civic sense does not prevail in any sphere at all. We are talking of
smart cities, how can you make smart cities when there are more than
5,000 unauthorized colonies in India's capital and the basic infrastructure
is missing? Government finds a real and long term planning for 50 years
in advance, for organized development.

Medico legal report
of self and others
The appellant suffered injury on his head in a clash which he
alleged to have been shown as 'simple' in the MLC and those of
his opponents were shown as 'grievous' even though they were simple
injuries. He claimed that as a result, the police filed criminal
case against him under section 308 IPC, attempt to murder. He
sought the MLC of himself and that of his neighbours in order
to fight his case in the court. The CIC directed to provide the
MLC report.
Comments
The CIC has been conservative in providing the MLC reports holding
them as personal information which may impede the process prosecution
of the accused. In most cases, it has been directed by the CIC
to obtain such reports through the court rather than taking up
the onus on itself to decide whether such information should be
given.
