Rajiv Mehrishi takes over as new Home Secretary

Rajiv Mehrishi, Secretary, Department of Economic Affairs, has assumed charge as new Home Secretary, Ministry of Home Affairs. Mehrishi, who belongs to a 1978 batch IAS officer of Rajasthan cadre, succeeded present incumbent LC Goyal.


Goyal is third secretary to be removed abruptly

Outgoing Secretary, Home LC Goyal is the third senior officer to have been removed by the NDA government abruptly before completion of their two-year tenure during 15 months. In January Sujata Singh, Foreign Affairs Secretary was first victim, Home Secretary, Anil Goswami was second and LC Goyal became the third such victim.


Why Goyal was removed?
The sudden departure of LC Goyal as Secretary, Home has stunned bureaucracy. Everyone in the corridors of power is curious to know why suddenly he was shunted out? Everybody is trying to find out the reason behind this move of the Government. If sources are to be believed during his period some decisions were not liked by the higher ups.

Every Institution was compromised!!
Even those like PM .. CBI… CAG.. Media …which in a Democracy are very prized!!

India was looked on as Ghoos Nation and underperformer No 1!!
Overseas they used to say how does India run (work)!!

Congress did some good work… but see the equation!!
What price in cash, blood and reputation has been paid by the Nation!!

One rank one pay- Some suggestions

There is a lot of discontent in the armed forces about the way they are being paid pension. The Government of India is worried about the pension out-go in case the OROP is made more gracious and naturally a way-out is required so that a solution emerges which affords a win-win situation for both.

2 -There are about 4 lakh vacancies in the Central police organizations and the State Armed Polices in the country.

3- Army-men retiring from defence forces every year are precious trained personnel. Government has spent a huge sum in training them in weapons and tactics and they are extremely useful not only for the CPMFs but also for the State Armed Police Reserve. There is no reason why they can't be absorbed in the vacancies already existing in these organizations in similar capacity as determined through their respective pay-scales and pay at the time of their demitting office from the army. There will be no need of retiring these army-men. State police can actually stop recruiting even for their district police and even these vacancies can be filled through the armed police man-power. This will require working out certain modalities but it is obviously very much possible. This will also help the CPMFs and state police to ensure that there are no vacancies in these organizations. I do not think that the state government will oppose this.

4- If we accept the proposal in the preceding para, it will not only take care of all the army-men upto the age of 60 yrs but also reduce the pension out-go of the defence services and afford a liberal OROP for all the personnel above 60 yrs and not worry the Govt. of India about the expenditure at all. Money saved can in fact be used for upgrading and strengthening the CPMF and state police. After this the applicable pension for Govt servants can take care of everyone above 60 yrs on same footing without any discrimination against any-one. I am sure the proposals merit serious consideration and action in national interest.

Appreciate issue of concern

I agree with one view expressed in whispers dated 31st August. Sincerely hope that the AF personnel take a pragmatic view instead of taking drastic measures unmindful of overall implications. They need to sit with the government with an open mind and understand and appreciate the issues of concern to government.

People should not get impression that they are just trying to play emotional card and take extreme steps.

Finally, hope they realize that they are not like immature students of FTII.

Regular recruits


In UP cadre, fresh regular recruits were initially attached to the Chief Secretary's office for training. Would that today be termed "Samajwadisation" of probationers? This way, there should be no change in the government because any change can be given the colour of saffronisation! If Regular Recruits of the IAS are attached to the Central Secretariat before going to the states, they will learn the functioning of Government properly. They will anyway learn how to hobnob with the politicians and suck up to them once they are in the states.

White elephants

Prasar Bharati is not the only White Elephant, there are several white elephants who failed to get the attention of the Central Government. There are schemes being implemented in collaboration with the State Governents on Matching Sharing of Funds and there are two offices -one run purely by the Central Government and the other by the State Government. But, the entire expenditure incurred by the State Government Establishment is reimbursed annually by the Central Government. It is utter stupidity. Moreover, since the grants reach the beneficiary through the State Government, they only listen to State Government Instructions. There involves massive corruption. Who is to be blamed? We cannot save this country from financial troubles when the so called policy makers and implenters don't love their country.

Dynasty rule

NDA Government invoking provisions of section 8(1)a) before CIC to deny declassification of Netaji files on the ground that it will affect our relations with a foreign country proves that the dynasty ghost is still ruling this country. Several reports have already emerged about the last days of Subhash Chandra Bose as a Russian prisoner in Siberia and the connivance of the then Indian leadership in this macabre act that happened almost 70 years ago. Why is Modi government which has come to power highlighting the misdeeds of the dynasty controlled UPA now taking such a dubious stand that also even when the Russians themselves have repudiated Stalinism. Similarly is their attitude towards release of papers on our 1962 Chinese debacle. Even after 50 years, 1962 files are lying in the archives as confidential files. While one can understand the compulsions of UPA government in not releasing the papers, why is Modi government also following the same path?

Relook Prasar Bharti experiment

Prasar Bharti created bad publicity to all good work done by Doordarshan and AIR just for personal reason, not only that the lack of knowledge of members in Prasar Bharati created confusion and tried to harass the good performers in the organization. The big culprit is also Ministry of I & B who played second fiddle to these elements and ruined the good work and also tried to malign those Director Generals who toiled hard for getting repute to organization. Its time, such false issues are snubbed and the experiment of Prasar Bharati gets a relook.

Retirement age in Central government & CPSE's

It is gross injustice to the employees who did 10+2+5/11+1+5 or 10+2+3/11+1+3 education where 10 plus age is compulsory for sitting class board or 16Plus for class 11 board till 1980 should be given 1 grace period for retirement. It is due to non uniformity of education system. And they cannot reach even in top position and even not compete the board level. There are universities who accept the age false affidavits and allow to complete graduation/ engineering at 116 years/17 years of age are serving more years and occupying the top position and made the system to corrupt and fraud. They made system regional /caste oriented. it is the time to change the rules and make it one India. Government should look into it.

CGHS services

I am writing about CGHS services in Gurgaon particularly in D-92 dispensary. This dispensary is example of dedicated service by all concerned staff where they ensure satisfaction to one and all. There may be stray incident of dissatisfaction but one can rate this wellness centre as one of the best. For this, thanks to Dr. Shalini Agarwal and her complete team. Perfect oiled machinery. Thumbs up!

Pensioners' woes

I fully agree with Ms Arti Khosla regarding CGHS dilapidated conditions especially for pensioners. I contributed towards CGHS for almost 41 years I worked for the Government. I am already 66 and have never used CGHS for medication except annual check-up after retirement. Unluckily my wife is a heart patient and gets medicine from CGHS which normally is my duty. As a healthy person the amount of pain I have to undergo to get medicines/blood tests etc for my wife it is beyond bearance. I find many aged, infern, handicapped suffering this infinite pain. Things are taking a bad shape as medicine quality is deteriorating. Government must do something to help the retired at least above 65 so that they can directly go to Panel Hospitals/Diagonotic centers. Are authorities listening ?

Recognition of institutions by AICTE

Information was fought by an applicant regarding the basis of according approval to B.Tech. Civil Engineering course by the All India Council of Technical Education (AICTE). The respondent officer explained that the Universities can start the technical courses without any prior approval of the AICTE, at their own risk as per Supreme Court's decision inBharatidasan case. However Universities are under obligation to conform to the standards and norms laid down by the AICTE. Being autonomous there is no bar for the Universities to start technical courses. Students have to check about the approval or standards of the course. If they face any difficulties because of lack of AICTE approval for the course, the AICTE will not be responsible. He said the UGC is the appropriate authority to give recognition to the Universities and to advise to seek approval of AICTE for their courses. The CIC noted that the AICTE is vested with statutory authority for planning, formulation and maintenance of norms and standards, quality assurance through accreditation, funding in priority areas, monitoring and evaluation, maintaining parity of certification and awards and ensuring coordinated and integrated development and management of technical education in the country. The CIC noted that the MK Kaw panel had recommended converting the AICTE into a statutory constitutional body and suggested ending the affiliation system of technical schools in the next 10 years. More than 11,000 professional schools, including engineering and management schools, fall under the purview of the AICTE. The CIC observed that there is a strong need for the AICTE to inspect the deemed universities and institutions offering technical courses and ascertain if they are maintaining standards, and if concluded they are not, their names should be published in official website, so that students are informed about courses and standards. AICTE can use its recommendatory power to inform the people about the standards of the courses in Universities. The CIC directed the AICTE to inform the appellant how many institutes are inspected by its teams and how many Universities/institutions are found to be conforming with the standards and norms laid down by AICTE, within one month from the date of receipt of this order.

Comments

There are many students who get duped by colleges who offer courses not recognised by the AICTE. There is an urgent need for segregating such institutions to prevent gullible students from falling into their trap.
