7th Pay Commission report to be ready by the end of this month


Sources say that the 7th pay commission report is in its final stage and is likely to be ready by the end of this month. Since assembly elections in Bihar have been announced, submission of report would be delayed due to code of conduct.

PAC wants C& AG to be part of legislature

Public Account Committee (PAC) wants that it should be consulted before appointment of the C&AG and C&AG should be part of legislature like in UK and Australia. There is a need to amend the C&AG Act to this effect.

They went on a strike ...... they expected functioning of the Body to come to a standstill....tummy thought let me teach these fellows a lesson and tummy went on a strike .. the tummy stopped it's functions.... soon all the organs and limbs started suffering ...the brain and heart ...weakened by now.... started mediating ... the arms had no energy ..the legs wobbled and buckled... sight blurred. .. hearing dropped.

Moral of thr story .... nourishment is paramount ..even above security.

Interpose this on today's situation ...the Army represents legs, arms, eyes and ears ....the tummy the Farmer...

Faujis get pensions .. medical facilities .. subsidies ...are not that badly off that they have to contemplate suicide for financial reasons.

Farmer has no income surety ...does not know what pension is ...has no medical cover or canteen facilities ..and is one crop failure away from suicide (though now because of Modi these are changing)....and it's the Farmer who fights a war on the food front.

And it's the Faujis who want everything to be put on a hold for their pension.

Dharmendra Kumar with IB background is a strong contender for the post. 1984 batch IPS officer of UT cadre, Dharmendra Kumar is said to be a favourite of NSA Ajit Doval.


Name of Rajiv Gauba is also in circulation for Secretary, Steel !

Alongwith Aruna Sundarajan, name of Jharkhand Chief Secretary, Rajiv Gauba is also in circulation for the post of Secretary, Steel in the Government of India. Both are 1982 batch IAS officers.

Who will become Secretary, Drinking Water & Sanitation ?

In the power corridors name of three IAS officers are doing the rounds for the post of Secretary, Drinking Water & Sanitation. Tie is said to be between UP & Rajasthan cadre IAS officers.


NDA govt. is going by seniority

According to sources the NDA government at the centre is going by seniority in the appointment of secretaries. More than two dozen 1982 IAS have been empanelled as secretaries but seniority is being followed strictly.


Whether to congratulate Goyal or not ?

MoU signed between HUDCO and IDBI (UPDATED)
The Memorandum of Understanding was signed between Housing and Urban Development Corporation (HUDCO) and IDBI Bank Ltd. by Dr M Ravi Kanth, CMD, HUDCO and Kishor Kharat, MD & CEO, IDBI Bank Ltd. today in the presence of NL Manjoka, Director (Corporate Planning) HUDCO, B K Batra, Dy MD, IDBI Bank Ltd., Dr D Subrahmanyam, Sr. Executive Director, HUDCO and Hiranmoy Biswas, Chief General Manager, IDBI Bank Ltd. The MoU was signed to channelize the subsidy of Government of India under Credit Linked Subsidy Scheme (CLSS), a component of "Pradahan Mantri Awas Yojana (PMAY)" mission in order to provide Housing for All in the country. The Mission will be implemented through four verticals, which inter alia includes Affordable Housing through Credit Linked Subsidy Scheme. CLSS is an important component of the Scheme. Under this component, interest subsidy of 6.5 % p.a. is available on the housing loans upto Rs. 6.00 lakhs which may be availed by the beneficiaries belonging to EWS and LIG categories.

IAS officers must retire at 60

Interesting to read on new culture by Jaishankar. My view is that all IAS officers must retire at 60, there should be no relaxation and no re-employment. Instead, all IAS retired or even others who volunteer as free Consultants for the Government of India. After all you do not work for money. This is high time to give back to the Society.

I agree with Rakesh Tiwari that it is our paramilitary forces who are guarding our borders and protecting us. I think we should dismantle the army structure and put the complete armed forces under MHA. There is no need of two forces. But to keep these men fighting fit all should retire between 35- 40 years. In fact all officers of such a force should retire between 50-54 years of age. All facilities such as canteen CSD, liquor, travel, accommodation and so on are already there. All the operational plans should be made by IPS officers/DG of these forces who in their entire life have not fired a bullet and all generals should be sent home.

Internal enemies

It is a fact that CPMF like CRPF etc. are handling much more dangerous internal enemies like Maoists etc. They are losing more number of their men than Armed Forces. Their service conditions including pay and perks should be improved. Pay commission should do this.

Fight over

Now when ex-servicemen have got what they have been fighting for the last 42 years, they should gracefully accept the offer and not continue to be on stir on the issue of review after five years. Review after every two years as being demanded by them is not fair when on the civilian side it is after every 10 years when the new Pay Commission is appointed. As patriots they should also keep in mind the severe burden their stretched demands can have on the national economy. Incidentally they should also consider giving up their privilege of buying things from the army canteens where every item from toothpaste to cars is sold cheap being exempt from excise duty which also the country is forgoing. Their demand for OROP was justified but to continue their 'war' for period of review is not fair.

CPMF also bearing the brunt

CPMF are bearing the brunt in equal measure as the Army and hope the Govt recognises and rewards them equally with OROP without fuss. This will save the people of the country from hearing or reading unwanted remarks from the son or daughter of any former chief of any of the CPMF and also save as the spectacle of demos at Jantar Mantar.

Fresh air must

If Revenue Secretary from other than IRS brings a breath of fresh air to the Revenue Department and relieves the Department from the straitjacketed thinking of Indian Revenue Service officers, then instead of Secretaries from the IAS in all the departments of Government of India, we should have Secretaries from the Corporate world. They would bring in a whiff of fresh air in all the Departments, including Revenue. What is good for the goose is also good for the gander!

Reviving sick units

There are a number of industrial units lying closed in many cities of the country on prime lands, mainly of PSUs. Instead of hankering for Land Acquisition Act, the PM and his team should request the captains of the industry for either reviving them or setting a new green field project. The title deed should be transferred by paying some stamp duty amount to the States/UTs.

I fully agree with Vimal. The Prime Minister must intervene in MoEF where a few people are acting like a mafia and have finished the forestry institutions and committing white collar crimes against the honest officers. They do not belong to any service but a group of selfish people who use their service and cadre to get support to commit white collar crimes. Very soon a senior officer is going to expose them.

Whispers dated September 9 has given details of many bureaucrats appointed as "Special Secretaries" in various ministries. As a layman, can anyone advise what is the significance of appointing such special secretaries and why and where do they fit into the hierarchy?

Proactive disclosure by public authority

The appellant filed an online complaint with the CPIO, Rajya Sabha Secretariat seeking information on compliance by Public Authority through a specific reply on certain points regarding the DoPT's guidelines dated 15.04.2013 in respect of the implementation of the Section 4 of RTI Act (Proactive disclosure by public authority - Link http://www.rtifoundationofindia.com/dopt/Suo_moto_disclosure-15042013.pdf). The appellant sought the action taken report on the compliance of the guidelines of DoPT along with URL link. The CIC directed the CPIO to provide a copy of the Action Taken Report on the compliance of the guidelines of DoPT OM dated 15.04.2013 to the Commission as well as to the complainant.

Comments

Many public authorities are not aware of the DoPT guidelines regarding the pro-active disclosure and as a result, the provisions of section 4 of the RTI Act remains to be implemented till date.
