Given the stakes, Bihar polls are not only expected to be most prestigious but also most expensive state elections in the history of democratic India.

Which is the most powerful Ministry?

For most high-flying Government officers the answer surprisingly was not Ministry of Finance but Ministry of External Affairs. Over the years, MoF has become a bit more rational while MEA can refuse to give political clearance for a foreign trip without assigning any reason. The procedure was designed to avoid excessive number of government officials going to sensitive areas like Israel and Taiwan but is used to grant personal favours.

Name of Karnail Singh is also in circulation for the post. The only question is whether 1984 batch IPS officer Singh would like to join as Delhi CP. He is already holding the coveted post of Director, Enforcement.

Odisha Chief Secretary to be CIC ?
Odisha Chief Secretary GC Pati is being tipped for new Chief Information Commissioner in the state. 1979 batch IAS officer Pati is scheduled to retire in November.

Goyal set to be JS, Budget
Prashant Goyal is all set to be appointed as JS, Budget in the Ministry of Finance. Though he has started looking after budget desk but formal orders are likely to be issued in a couple of days. He is a 1993 batch AGMUT cadre IAS officer. After the departure of Rajat Bhargava, the post has been lying vacant.

Misinformation about Central Para Military Forces

A lot of misinformation about Central Para Military Forces is being posted on this forum, I think by Defence Services Officers for the reasons that are obvious. Through this post I want to ensure our Defence brethren that we have no issue with OROP. What we are trying to do is to project our claim/case for OROP. People are denigrating the CPMF and spreading misinformation to deny our claims.

Firstly, the CPMF personnel like Army personnel retire early. The CPMF personnel retire at the age of 57 if they do not get promoted beyond that rank. It would be interesting to note that none of the Army Officers retire before attaining the age of 54. It is the PBOR who retire early and who are in actual need of this facility. But alas they will be benefitted only marginally. It is the Commissioned officers who are going to be undeserving beneficiary of this at the cost of PBOR.

Secondly, they are falsely claiming that the CPMF are getting NFU which compensates for OROP!!!. Totally incorrect. None of the CPMF is getting benefit of NFU since the GOI has refused to recognise us as an Organised Service. Most of the Officers of CPMF will retire at the rank equivalent to that of a Lt Col. In the pay band 3. Whereas the Defence Forces Officers of that rank are in PB4!!!!

The contribution of CPMF to the war effort is similarly sought to be undermined by these people. I wd like to remind them that the BSF played a very important role in 1971 war in training and carrying out operations in the then East Pakistan along with the liberation forces. It is these preliminary ops that played havoc with the Pakistanis and facilitated early victory on the East. Don't take my word for this. Please go through the war history available with the relevant directorate of the Army.. Fourthly, even on the western front the BSF personnel acquitted themselves admirably and were awarded several Galantry medals including Mahavir Chakra.

So, please ask for your OROP. Don't denigrate or undermine the contribution and capabilities of these gallant CPMF who are fighting the militants everyday and proving their metal.

I agree with Ravi regarding excellent quality of Government doctors. My view is for diagnosis one must go to Government doctors/hospitals, once diagnosis is done, go to private doctor/hospital for treatment on those lines.

This is with reference to Aditya Singh's views regarding Army and CAPFS. The officers of CAPFS may get NFU., but what about poor lower ranks who retire at the age of 57 only.

ICPE Slovenia - a sham

I have been to ICPE Slovenia for Green Industry MBA. It is a sham institute. Leave any training of any sort. It does not have any infrastructure. During my tenure there I made a complaint against ICPE with DOPT and the then Ambassador after which long term training for Civil services officers was stopped. Don't know how it managed to start. In the end it is a sham institute. We are wasting hard earned tax payers money for training in ICPE. Please find any other institute. It might have been good in times of Yugoslavia but as of now it is very very poor with not even proper desktops or any computers worth its name. No salary for its staff.

Recording APARs

The present Government or 7th CPC should innovate more fruitfulness of recording APARs of the Govt. servant. For this the DOPT should ask for Feedback Report in respect of the Reporting Officers from the Subordinate Staff, then the recording APAR will be worthy to consider.

DATE WITH RTI

Proactive disclosure by public authority

The appellant filed an online complaint with the CPIO, Rajya Sabha Secretariat seeking information on compliance by Public Authority through a specific reply on certain points regarding the DoPT's guidelines dated 15.04.2013 in respect of the implementation of the Section 4 of RTI Act (Proactive disclosure by public authority - Link http://www.rtifoundationofindia.com/dopt/Suo_moto_disclosure-15042013.pdf). The appellant sought the action taken report on the compliance of the guidelines of DoPT along with URL link. The CIC directed the CPIO to provide a copy of the Action Taken Report on the compliance of the guidelines of DoPT OM dated 15.04.2013 to the Commission as well as to the complainant.

Comments

Many public authorities are not aware of the DoPT guidelines regarding the pro-active disclosure and as a result, the provisions of section 4 of the RTI Act remains to be implemented till date.
