NIA to have its own building
Six year old National Investigation Agency (NIA) will have its own building
soon. The construction of this proposed office complex is scheduled
to be completed within a time frame of 18 months. The MHA has sanctioned
Rs.35.13 crore for this project. This project has been assigned to National
Building Construction Corporation (NBCC) Ltd. Union Home Minister Rajnath
Singh laid foundation stone for NIA Headquarters Office Complex, at
Lodhi Colony in Delhi.
IT Department's e-enabled services, a big
hit
In the Financial Year (F.Y.) 2015-16, the IT Department has received
2.06 crore returns on the e-filing portal till Sept 7, 2015 which is
an increase of 26.12% over the corresponding period. The peak filing
rate in the F.Y. 2015-16 touched 3,475 returns per minute as compared
to 2,901 returns per minute in the F.Y. 2014-15. 32.95 lakh e-returns
have been verified through Electronic Verification Code, EVC. As on
07.09.2015 Central Processing Centre had processed 45.18 lakh returns
relating to the A.Y. 2015-16 and issued refunds to 22.14 lakh tax payers
who had claimed refunds for the A.Y.2015-16.

Govt docs vs pvt docs
Surely Government doctors are, if not better then definitely equivalent
to private sector doctors. Only facilities are not matching the patient
load in government hospitals like RML, Safdarjung and wards don't have
AC, patients are more than beds, waiting places are not thought of when
these were constructed.

Positive side of CGHS docs
Everybody looks at the negatives of CGHS. Look at the positives too.
Doctors in CGHS attend to 60 - 70 patients on an average. Every patient
wants to go and consult the doctor immediately. In the queue, they peep
through the curtain if the doctor takes more than 3-5 minutes with a
patient otherwise they start crying foul. In such conditions what will
the doctors do? These doctors are far better than others in private
as suggested in today's post. Otherwise why should the retired officers
come to dispensaries in Gole Mkt, SN, Laxmibai Nagar etc. from Gurgoan,
Ghaziabad or Sonepet?

Valid point on CGHS
Yogesh has a valid point. Private sector doctors try to convert gastric
pain case into bypass case to beef up revenue. CGHS can come with a
system of online appointment, back up specialists on contract when regular
incumbent retires/on leave etc. Other due diligence is not out of place
before referring to panel hospital. The process needs to be simplified.

Incentives for docs
When the JS & AS level officers start standing in queues in Government
Hospitals, then only they will realize the problem and come out with
suggestion for increase in number of government hospitals and number
of Doctors. The setting up of Government Hospitals across the country
should not be on political consideration rather based on the distribution
duly verified by Space Technology. The number of Post Graduate seats
in the Medical Colleges should be increased substantially. The Government
should also set up medical Research Institutions. In order to meet the
costs, there is no harm in charging some amount from people who belong
to upper strata. There should also be Awards scheme both at the National
and State Level in which PM & CM should grant awards to the Government
doctors who perform in an excellent way. These steps are an incentive
for the Doctors to perform.

Proactive disclosure by public authority
The appellant filed an online complaint with the CPIO, Rajya Sabha
Secretariat seeking information on compliance by Public Authority
through a specific reply on certain points regarding the DoPT's
guidelines dated 15.04.2013 in respect of the implementation of
the Section 4 of RTI Act (Proactive disclosure by public authority
- Link http://www.rtifoundationofindia.com/dopt/Suo_moto_disclosure-15042013.pdf).
The appellant sought the action taken report on the compliance
of the guidelines of DoPT along with URL link. The CIC directed
the CPIO to provide a copy of the Action Taken Report on the compliance
of the guidelines of DoPT OM dated 15.04.2013 to the Commission
as well as to the complainant.
Comments
Many public authorities are not aware of the DoPT guidelines regarding
the pro-active disclosure and as a result, the provisions of section
4 of the RTI Act remains to be implemented till date.
