An unbelievable story in the corridors of
power
Power play is said to be the preferred pastime in the corridors of
Delhi, and few can resist that temptation in everyday life. There are
exceptions, though like this eye witness account whispered to us by
a former civil servant who was at the CGHS dispensary in Motibagh, the
other day. An unassuming lady was patiently waiting in queue for appointment
with the CMO, a few places ahead of our witness. A senior staff of the
dispensary failed repeatedly in his attempt to persuade the lady to
be ushered in the Doctor's room. She politely turned down any attention
from the staff, took her turn and after consultations were over, came
out and joined the tail of rather longish queue at the pharmacy counter
without a fuss. Our curious witness got to know later that the simple
and unassuming lady in question was the wife of P K Mishra, Additional
Principal Secretary and a key figure in the PMO. No further proof is
required to show how careful Prime Minister Modi has been in hand-picking
self-effacing and honest officers in his team.

SBI to use Pinterest and Instagram to connect
with customers (UPDATED)
State Bank of India's (SBI) Chairman Mrs. Arundhati Bhattacharya inaugurated
SBI's official pages on two new social media platforms, Pinterest and
Instagram to connect and reach out to its valued customers. The bank
will use these platforms to promote and popularize its various products
and services and appeal to the aspirations of the young and digital

Arrival of Imported Pulses begins from Sept.
23
Government has started importing pulses to meet the growing demand.
2500 MT of the imported Tuar will arrive in three tranches at Chennai
Port and similar quantity of around 2500 MT of Tuar will arrive at JNPT
in four tranches beginning September 23, 2015. The entire consignment
of 5000 MT of Tuar would be received at the two ports by October 20,
2015. To further improve the availability, import of additional 5000
MT of Tuar has also been approve. Government sources claim that import
will bring down the prices of pulses in the country.

Special secretaries
As per the Central Secretariat Manual of Office Procedure the Special
Secretaries are the heads of wings like AS & JS. It is for the Minister
to distribute work between Secretary and Special Secretary.

This is regarding forged age certificates. After the issue came up
in WIC I have been told that a serving DGP and Secretary GoI are in
service thanks to forged certificates. What a shame!

Time for a relook
Since the new Government wants to bring in new ideas, it may start
with doing away with the system of IAS secretaries. This single cadre
has dominated the entire bureaucracy like a colossus since independence
and they have become a great interest group in themselves seldom allowing
any fresh air to come in. Old order changeth yielding place to new but
here old order never changeth and yields place to few.

The news is factually incorrect. Everyone from our 1979 batch congratulated
Goyal, because CMD, ITPO, is an equally important job. Further, Mehrishi's
wife Mira is from our batch!

CGHS - how to improve its services
All along last few months I have been reading comments against CGHS
dispensaries. However, many views have been expressed in (September
12, 2015) whispers giving the positives of CGHS and the doctors working
in its dispensaries. It has been argued that they are under tremendous
pressure (as they have to attend to 60-70 patients daily and the patients
waiting outside are desperate and disturb the doctor while he/she is
attending to another patient) but still the CGHS dispensaries are better
than private hospitals. It has also been argued that doctors in private
hospitals convert gastric pain case into bypass case to beef up revenue.
I have a different opinion altogether. The doctors in private hospitals
are more qualified (an ordinary MBBS doctor can never gain entry into
a private hospital) and more humane. Qualification-wise they are at
least MD or MS, whereas an ordinary MBBS can gain entry into CGHS. The
doctors in private hospitals are in equal demand and the care given
by all the staff of private hospitals (right from registration to the
examination by doctor) is hassle free. In CGHS dispensaries, you have
to face cruel behaviour (I am using the word "cruel" intentionally
because right from the registration clerk to the doctor and the pharmacist
behave as if they are superior to the patients). The doctor or the pharmacist
or the registration clerk in CGHS dispensaries is mannerless. They have
no idea as to how to speak with an ailing person or a relative of an
ailing person. They always feel that the patients are utilising free
services and treat the patients as a burden on them. It is generally
seen that before you fully explain your problem, the doctor would have
prescribed medicines already (in this way, the CGHS doctors are more
qualified than private hospital doctors, as they can "imagine"
the disease by seeing the face of the patient or even the face of the
relative of the patient, which a private hospital doctor can never do).
I think the CGHS doctors are not provided any refresher training including
behavioural training. This is need of the hour if the CGHS facilities
are to be improved.
I would also agree with the idea floated by Nick (Incentives for docs
- 12 September 2015) that there should also be award scheme both at
the national and state level. This will definitely boost the performance
of the doctors and those working in CGHS dispensaries. The performance
evaluation of the doctors should be done by the patients only.
I would also suggest that CGHS doctors should be available round the
clock in the dispensary because many times the patients require consultation
with doctors at midnight or after dispensary hours. The available doctors
in the dispensary can be put on rotation so that they are available
round the clock. This will also reduce the pressure on the doctors during
day time. It is not necessary that the patient will fall ill only during
dispensary hours.
I think the Pay Commission would have considered some measures for improving
the conditions of CGHS dispensaries and also their behavioral training
and refresher training of doctors and staff of CGHS dispensaries.

Recovery from a deceased employee
The Appellant's husband was the Manager of a Branch of a Bank.
After he passed away, the bank recovered some money from the amounts
due to him on the ground that he had been involved in some frauds.
The Appellant sought information regarding the action taken by
the bank to recover some amount from the dues of her late husband
and related issues. The information about the deposits of third
parties in respect of which recoveries were made from the her
husband's dues, action taken against third party employees and
an inspection report of the bank was denied under Section 8 (1)
(e) and (j) of the RTI Act. The CIC noted that no departmental
enquiry was initiated against the deceased officer as he had already
expired when the fraud was detected. Had he been alive, he would
have got some of the information, in the course of an enquiry
that would have been conducted against him. The CIC held that
since his dues, which would have come to the Appellant as his
widow, have been adjusted against the amounts, allegedly misappropriated
by him, the Appellant should at least be given the information
about the basis on which the above action was taken. The CIC directed
the PIO to provide a certified copy of the notings / report(s)
of the bank leading to the recoveries from the dues applying severability
under Section 10 of the RTI Act.
Comments
Whenever any action is taken against an individual, an opportunity
of hearing should be provided to him. Unilateral action where
any benefit is denied to an individual or his dependent, is likely
to be challenged in a court of law.
