Unique programme in Madhya Pradesh
A bicycle rally was flagged off by Member of Parliament from Bhopal Alok Sanjar and Principle Secretary, Small Scale Industries and Horticulture, Pravir Krishn at 7.30 am on Tuesday from Subhash School to T T Nagar Stadium covering about 10 kms. An IAS officer of 1987 batch, MP cadre Pravir Krishn is quite renowned for his passion and dedication in whatever assignment he is involved in. The city of lakes witnessed extraordinary zeal among adolescents, youth and senior citizens of Bhopal who actively participated in "Jai Udayan, Jai Krishn" cycle rally to create awareness and promote horticulture in Madhya Pradesh. MP Alok Sanjar, PS Pravir Krishn and Retd. IAS Satya Prakash also rode cycles all through and about 500 cyclists followed them. Slogans were raised in support of promotion of horticulture in the state. The rally concluded with Pravir Krishn saying 'yeh to sirf ek jhanki hai, abhi sara Madhya Pradesh baqi hai…

Four transfers in five months -Santosh Yadav ?
Santosh Yadav, a 1995 batch UP cadre IAS officer has been transferred four times in five months. He was posted as CEO, Yamuna Expressway Industrial Development Authority ( YEIDA) but was suddenly transferred on Monday and kept on waiting. The Union Cabinet chaired by the Prime Minister Narendra Modi, has approved the creation of four posts of Directors for four new National Institutes of Design (NIDs) at Kurukshetra (Haryana), Bhopal (Madhya Pradesh), Jorhat (Assam) and Vijayawada (Andhra Pradesh).

In the backdrop of developments in the State and an ever increasing investor confidence, our Sub Editor Rikita Goyal talked to Karnataka's Commissioner for Industrial Development & Director of Industries & Commerce Gaurav Gupta.

Following are the excerpts :

Q: What is your mission as far as industrial sector in Karnataka is concerned ?
A: Karnataka is industrially most forward State. It is home for more than 700 MNCs. State is known for salubrious climate, excellent human resource, R & D base.
Government of Karnataka has decided to conduct Invest Karnataka - 2015 event from November 23 to 25, 2015 at Bangalore Palace grounds to showcase the investment opportunities in the State. This will help to attract investors across the globe to a great extent.

New Industrial Policy 2014-19 of the Government aims to build prosperous Karnataka through inclusive, sustainable and balanced industrial development thereby creating large employment opportunities. My mission is to place Karnataka at the top as most preferred destination in the country.

Q: How do you rate the overall performance of Karnataka industries ever since you assumed office?

A: Since 2013, we have approved 368 projects through single window mechanism with an investment of Rs.98,659 crores generating employment for 2.31 lakh people. This clearly shows that State is industry friendly and overall performance is quite satisfactory.

Q : Would you like to elaborate on few of your top priorities?
A: After assuming charge as Commissioner I was instrumental in bringing New Industrial Policy of the State. Our focus is on improving Ease of Doing Business in Karnataka. We facilitate investors to implement the project with least lead time. Now, we are working towards making Invest Karnataka - 2015 as a most successful event.

Q: Any pockets of stress ? And if so, what mechanism you have to curb it ?
A:No constraints. State Government is committed for industrialization of the State.

Q: What is your R & D strategy ?
A:We are creating an investor - friendly environment to ensure Ease of Doing Business in Karnataka. Like single window mechanism, on-line payment of prescribed fees and online approvals and clearances from other related Departments / Agencies also.

OROP demand by Railwaymen

OROP is being demanded by Railwaymen. Railways run for 24 hours. The employees there also work in harsh condition. They also do the movement of the bulk commodities of Defence Forces. The Defence forces although have got OROP, have behaved in the most irresponsible manner having repurcussions on the economy. They have now to give reply to the demand of OROP, who may also go on hunger strike at Jantar Mantar. In order to please them, the Government will again dole out money having huge repurcussions on the economy. Then there will be mobocracy in the country.

Passport Sewa Project

Mukesh Kumar Pardesh, Director, Ministry of External Affairs, in his presentation on "Passport Sewa Project" in Vigyan Bhawan on Sept. 11, 2015 had stated that their project was unprecedented and better than of Railway reservation as in the latter case only once action takes place and the person boards the train. He also stated that under the Passport Sewa Project one crore passports are made every year. Both the Passport project and railway reservation project of CRIS (a society under Ministry) have got PM/e-Governance award. But what is to be stated is how the official boasted of achievements. Two crore passenger travel on Indian Railways every day. If 50% is reserved one then it will be one crore per day. The e-Governance activity for Railway reservation starts 4 months in advance and lasts up to posting of the reserved list on the passenger coaches on the day of journey. In between there is cancellation and upgradation. Further Passport Sewa project is with the help of TCS. The effort of CRIS is totally internal.

Remember Kargil episode

Further to the comments dated 9thSept. 2015 regarding OROP I would like to invite attention of my brethren from Defence Forces to the Kargil episode. I have no hesitation in saying that the area manned by BSF in Kargil could never be intruded by the Pakistanis because the BSF troops unlike Army never withdrew from those heights in spite of extremely adverse climatic conditions. It is the area that was manned by Army that was captured by Pakistani forces.
The BSF troops fight shoulder to shoulder with Army personnel and a fallacy is being spread that BSF withdraws as soon as the first bullet is fired. It is the BSF which has boldly reacted to the unprovoked fire from Pakistan during recent past.
I am also disappointed at the ignorance of our media about the identity of various agencies deployed on the borders. They always say that Army has retaliated, whereas it is the gallant BSF personnel who are at the forefront. I think the media also needs to properly understand the role of each organisation before trying to give expert comments.

Shortage of docs

Talking of doctors (the forum today dwelt on this subject) there is an acute shortage of doctors in the country. Some put the figure at two lakhs. Government needs to concentrate on this problem. One step could be to make it mandatory to have a medical college as well as a nursing training institute attached with every hospital being set up whether by Government or a private entity.

Anonymous complaints

The views supporting anonymous complaints are logical as well for country safety. History says corruption and frauds are two vicious elements that allowed invaders to rule this country. It is the time to arrest these two elements i.e. corruption and frauds in government and PSU's. It is time to introduce anonymous complaint system and request PM to encourage anonymous complaint system for safety of this countrymen and remove the barrier of sending complaints to PM.

Recovery from a deceased employee

The Appellant's husband was the Manager of a Branch of a Bank. After he passed away, the bank recovered some money from the amounts due to him on the ground that he had been involved in some frauds. The Appellant sought information regarding the action taken by the bank to recover some amount from the dues of her late husband and related issues. The information about the deposits of third parties in respect of which recoveries were made from the her husband's dues, action taken against third party employees and an inspection report of the bank was denied under Section 8 (1) (e) and (j) of the RTI Act. The CIC noted that no departmental enquiry was initiated against the deceased officer as he had already expired when the fraud was detected. Had he been alive, he would have got some of the information, in the course of an enquiry that would have been conducted against him. The CIC held that since his dues, which would have come to the Appellant as his widow, have been adjusted against the amounts, allegedly misappropriated by him, the Appellant should at least be given the information about the basis on which the above action was taken. The CIC directed the PIO to provide a certified copy of the notings / report(s) of the bank leading to the recoveries from the dues applying severability under Section 10 of the RTI Act.

Comments

Whenever any action is taken against an individual, an opportunity of hearing should be provided to him. Unilateral action where any benefit is denied to an individual or his dependent, is likely to be challenged in a court of law.
