World Bank report puts southern state 12th in ranking

It was ironic that even as Tamil Nadu was hosting a well-promoted Global Investors' Meet at Chennai, the world bank report on 'Ease of doing business' 2015-A vital parameter for investment decisions by corporate-put the southern state 12th in the rankings, way behind the states of Gujarat, Andhra Pradesh, Jharkhand, Chhattisgarh and Madhya Pradesh in that order which occupied the first five places. Was the GIM at Chennai, a case of much ado about nothing?

PMM: Namashkar ... Sat Sri Akal.. its my habit to wish whoever wishes me in his or her mode of greeting too!

Me: Sir ji how satisfied are you with the performance of your Government?

PMM: I think the question should be ... has your effort been 100% ..... and to this my answer would have been 100% .. its Indians satisfaction that matters and that we keep getting a feedback via various elections!

Me: Some say when will results start showing?

PMM: Fast food ka zamaana hai...let me explain it in food terminology.... first kitchen saaf hotha hai...kooda karrkat bahar fekkte hai ..you cannot let it remain in the kitchen....then kitchen ka samaan aatha hai...then khaana is kept for cooking ...parosa jaatha hai for you to eat...!!!

Me: Then at what stage is the Government ...kabh parosa jaye ga?

PMM: Viewing paucity of time we are doing things simultaneously...now you will say ..cooking in a dirty kitchen... nahi Bhai.... yehi toh kamaal karr rahe hai...safayee bhi ho rahi hai..khareeddhari bhi.. cooking bhi ... parosne ke liye thaali bhi taiyaar ho rahi hai... samajh gaye ki nahi!! Poorane waalo jaisi hawaabaazi nai.... gareebi hattaayge.....pragati laayege...

Me: That reminds me .... what was this hawalabaaz comment?

Modi: Woh kounsa gaana hai... anddar se bahar na ja sakke .. bahar se anddar na aa sakke ... jinn ke liye tha woh samajh gaye aur taddaf bhi liye!!

Me: Sir ji now Congress is cribbing on the stamps issue ...discontinuation of Indhra and Rajiv stamps has got Sonia livid .... I hear Rahul said .. 'at night early in the morning' Sonia came to his room and cried that this Government is trying to erase their family from India's history!!

PMM: Ek toh mujhe lagtha hai Madam ji ko bahut jaldi galath baatho pe ronna aatha hai... ask Madam ji ... did only Nehru Gandhi family fight for India's Independence ?? Seems for reasons best known to them they forgot to honor others and we are correcting this...and now the old series has been discontinued and replaced with Makers of India.

Me: They want to ban Mann ki Baat for the Bihar election!!!

PMM: Arre those who had no connect whatsoever what will they understand about this endeavour... it was not started with elections in mind..... but to keep in touch with people all the time...its more like a elder in the family talking to the family.... just because elections are there you cannot stop this connect!!

Modi: Abh kya huaa ???

Me: His no frisking privilidge has been revoked ....

Modi: Kabh hooa .... chalo it does not matter....its a non issue ... had it been political it would have been revoked after we formed Government ... its just outcome of continuous reevaluation ....and I was told he was eager this was done ... so what is all the noise about!

WAPCOS COMPLETES STUNG TASAL DAM IN CAMBODIA (UPDATED)
The completion certificate of the Stung Tasal Dam in Aoral District, Kampong Speu Province of Cambodia was presented in a ceremony by H.E. Bun Hean, Secretary of State, Ministry of Water Resources and Meteorology, Kingdom of Cambodia to R.K. Gupta, Chairman Cum Managing Director, WAPCOS Limited (A Government of India Enterprise under aegis of Ministry of Water Resources, River Development and Ganga Rejuvenation) in Phnom Penh on the occasion of visit of H.E. Mohammad Hamid Ansari, Hon'ble Vice President of the Republic of India to Cambodia accompanied by Sanwar Lal Jat, Hon'ble Minister of State, Ministry of Water Resources, River Development and Ganga Rejuvenation, Government of India, Members of Parliament, Secretary (East) Anil Wadhwa and Additional Secretary Mrs. Monika Kapil Mohta, Ministry of External Affairs, Government of India. The Stung Tasal Dam, a Concrete Faced Rockfill Dam is first of its kind in Cambodia built by state of the art technical expertise of WAPCOS, under dispersive soil conditions in the region. The Dam is 21 m high, 720 m in length with water storage of 140 MCM. The Dam will be instrumental in increasing the rice production and fish cultivation in the region with the increased surface water availability. The Dam will benefit command area of 10,000 hactares and has been built under Government of India Line of Credit of US Dollars 30 Million. The Phase - II of the project includes construction of canals for which the Kick-off meeting was also held on the same day. The Royal Government of Cambodia in the Completion Certificate have appreciated the professional approach of WAPCOS team. The Royal Government of Cambodia conveyed thanks to the Government of India on this occasion for supporting the construction of Stung Tasal Dam. WAPCOS which is also executing the Phase - II of this project is actively involved in various other developmental projects in Cambodia in the fields of Irrigation, Power Transmission, Ground water Development, Surface water Development and Trenchless technology for Drainage. The important projects presently being executed by WAPCOS include 230 KV Transmission Line from Stung Treng to Kratie, Master Plan for Siem Reap River Basin, Ta Prohm Temple Drainage Project, Supply & Installation of Hand pumps for Augmentation of Rural Water Supply, Study of Ground water Resources for two Districts of Kampong Spue Province, Redevelopment of India - Cambodia Friendship School. H.E. Bun Hean and Mr R.K. Gupta mutually agreed and committed to continuing technical co operation for water resources projects and to enhance friendly relations between the two countries.

Indian power sector & NTPC shows impressive achievements amid challenges (UPDATED)
Indian economy, the Indian power sector and the largest Indian power company - NTPC have shown remarkable resilience by posting impressive achievements amid challenges said A K Jha, CMD, NTPC addressing the shareholders at the 39thAGM of the company today in New Delhi. The power sector has also shown a new vibrancy along the value chain in contributing to the economy through higher generation output and other performance indicators in line with the Government's upgraded mission of providing '24X7 power for all' by 2019. IMF and the global economic community are looking at India for supporting the turnaround of the global economy and IMF has stated that "India is a bright spot in the global economy" he added. U P Pani, Director (HR) , S C Pandey, Director ( Projects), K K Sharma, Director ( Operations), K Biswal, Director ( Finance) and Independent Directors of the company were present on the occasion. Highlighting the strong fundamentals of Indian economy Jha said that it is primarily driven by domestic demand and with Infusion of new direction and energy through programmes like 'Make in India', 'Digital India' and expediting of critical infrastructure projects 'PRAGATI' augur well for its growth. Speaking on NTPC's achievements he informed the shareholders that present installed capacity of the company is 45,548 MW and the company has made the single largest thermal capacity addition (8,445 MW) in the country during the 12th Plan so far and is well on course to exceed the target of 11,920 MW set by Government of India. In keeping with its stature as the market leader he said NTPC is marching towards its long term capacity addition target of 128 GW by 2032. The Company has over 23,000 MW capacity under construction and nearly 9,500 MW capacity is under bidding. Feasibility reports for about 16,600 MW have been approved. Talking of company's strategy for inorganic growth, he said company has signed an MoA with Government of Jharkhand to form a JV Company for performance improvement and expansion of Patratu Thermal Power Station (770 MW) with proposed capacity expansion of 4,000 MW.

In the backdrop of developments in the State and an ever increasing investor confidence, our Sub Editor Rikita Goyal talked to Karnataka's Commissioner for Industrial Development & Director of Industries & Commerce Gaurav Gupta.

Following are the excerpts :

Q: What is your mission as far as industrial sector in Karnataka is concerned ?
A: Karnataka is industrially most forward State. It is home for more than 700 MNCs. State is known for salubrious climate, excellent human resource, R & D base.
Government of Karnataka has decided to conduct Invest Karnataka - 2015 event from November 23 to 25, 2015 at Bangalore Palace grounds to showcase the investment opportunities in the State. This will help to attract investors across the globe to a great extent.

New Industrial Policy 2014-19 of the Government aims to build prosperous Karnataka through inclusive, sustainable and balanced industrial development thereby creating large employment opportunities. My mission is to place Karnataka at the top as most preferred destination in the country.

Q: How do you rate the overall performance of Karnataka industries ever since you assumed office?

A: Since 2013, we have approved 368 projects through single window mechanism with an investment of Rs.98,659 crores generating employment for 2.31 lakh people. This clearly shows that State is industry friendly and overall performance is quite satisfactory.

Q : Would you like to elaborate on few of your top priorities?
A: After assuming charge as Commissioner I was instrumental in bringing New Industrial Policy of the State. Our focus is on improving Ease of Doing Business in Karnataka. We facilitate investors to implement the project with least lead time. Now, we are working towards making Invest Karnataka - 2015 as a most successful event.

Q: Any pockets of stress ? And if so, what mechanism you have to curb it ?
A:No constraints. State Government is committed for industrialization of the State.

Q: What is your R & D strategy ?
A:We are creating an investor - friendly environment to ensure Ease of Doing Business in Karnataka. Like single window mechanism, on-line payment of prescribed fees and online approvals and clearances from other related Departments / Agencies also.

CAG raps steel major SAIL

The Comptroller and Auditor General of India has rapped state-owned steel major SAIL for poor implementation of its Rs 70,000 crore modernisation and expansion programme that not only resulted in delays and cost overruns but also pushed the company to dilute its market share and cede space to competitors. The best way to improve the services of the CHGS is to restrict its roll merely to dispense medicines and allow beneficiaries to approach any CGHS empanelled dispensaries. Further, to increase competition, enrol as many dispensaries as possible with carrot and stick like clauses to avoid any kind of abuse or misuse of the system.

CGHS has problems too

CGHS is having its own problems. There is shortage of doctors and retired doctors are working as Consultants. The question of having doctors on emergency basis has been ended on account of shortage of doctors and also fact that in emergency one can go to any CGHS recognized hospital. The problem is not with the Doctors and Staff. The main problem is the increase in the number of patients on one side and no improvement/increase of infrastructure on the other side. The shortage of doctors is going to worsen in future. These days the children do not opt for Biology group. In DPS, RK Puram there are only 25 students against a class of 45 in 11/12th Class.

OROP stir has gone too far

The OROP agitators have gone too far in prolonging their agitation. Within the confines of financial liability, government has given them a reasonable settlement. Instead of accepting the government proposals and also accepting the government's offer of leaving the minor contentious points to a committee, the agitation leaders carried away by the doting press and the government's failure to publicly narrate their point of view are going on to unreasonable heights. It is a fact that only non-officers retire below 40 years. Many of the superceded officers opt out after minimum terms of service. Even now a time scale Lt. Col. gets a pension around Rs.30,000 and a Brigadier 55,000. Added to this is the facilities like Canteen and re-employment.

The defence forces have not faced a single war in the last 43 years and even the battalion level skirmish in Kargil was due to the failure of the Army in detecting the invaders. Young officers directly from the academy were given ranks of Captain and pushed to attack well entrenched Pak forces with catastrophic effects. Everyone knows that story would have been different if Israelites had not helped us. No senior officer has been called to book for this failure. The agitating leaders should ponder about the plight of farmers and BPL people in our country. They also should understand that they will lose public sympathy if they continue with the agitation.

Rly officers get OROP on NFU basis

All Railway officers are getting OROP on NFU basis since 1/1//2006! File an RTI and check. All railway men serve till 60 and then retire. Armed Forces jawans retire at 35 years of age. The difference in total earnings is Rs 60 lakhs ! Yes Rs 60 lakhs , as they superannuated after full earning life. Armed forces jawans were not given this option by Sixth Pay Commission. All Railwaymen / police / civil services / CAPF / BSF / CRPF / IRS / IAS / Ifs / Forest service and more volunteered to serve till 60 and get 4 Pay Commissions in their earning life! A jawan of the Armed forces gets ONE Pay Commission benefit in his 15 years of service. Let's get our facts complete. The PM and his cabinet is totally aware of this and more.

Different training schedule

This year Department of Personnel and Training , Government of India, has brought about some laudable drastic transformation in the training schedule of the directly recruited IAS probationers. They have been deputed in the different departments in government of India for learning at national level hands down, before going to the respective states allocated to them for requisite revenue and field training etc. This change in schedule is likely to broaden the horizons of thinking of the young brilliant men, many of them eager to serve the people, as they will be acclimatized with the people, many of whom live humble life like ordinary citizens, even after reaching the pinnacle of their long and illustrious careers. The district training at the very outset has been instrumental in bringing chinks in the impressionable minds particularly with regard to probity of some feeble personalities as they are offered king-size hospitality during that period. During academic training at Lal Bahadur Shastri National Academy of Administration Mussoorie, the questions of probity, ethics, integrity, strength of character, self-effacement, self-sacrifice are never conclusively answered and left with propositions like, how to deal with corruption? How to deal with politicians etc? The administration in India has been subjected to revolutionary transformation with new world order and open mind legislation. The training of all All India and Central services should come to terms with the fast changing world and India. Let IAS training be completely modernized to produce the toughest bureaucrats to take on pirate politicians, even at the risk of their careers.

Recovery from a deceased employee

The Appellant's husband was the Manager of a Branch of a Bank. After he passed away, the bank recovered some money from the amounts due to him on the ground that he had been involved in some frauds. The Appellant sought information regarding the action taken by the bank to recover some amount from the dues of her late husband and related issues. The information about the deposits of third parties in respect of which recoveries were made from the her husband's dues, action taken against third party employees and an inspection report of the bank was denied under Section 8 (1) (e) and (j) of the RTI Act. The CIC noted that no departmental enquiry was initiated against the deceased officer as he had already expired when the fraud was detected. Had he been alive, he would have got some of the information, in the course of an enquiry that would have been conducted against him. The CIC held that since his dues, which would have come to the Appellant as his widow, have been adjusted against the amounts, allegedly misappropriated by him, the Appellant should at least be given the information about the basis on which the above action was taken. The CIC directed the PIO to provide a certified copy of the notings / report(s) of the bank leading to the recoveries from the dues applying severability under Section 10 of the RTI Act.

Comments

Whenever any action is taken against an individual, an opportunity of hearing should be provided to him. Unilateral action where any benefit is denied to an individual or his dependent, is likely to be challenged in a court of law.
