Ministry of Law and Justice has started to search for new secretary,

SAIL sweeps majority Vishwakarma Rashtriya
Puraskar (UPDATED)
In a function held at SCOPE, Steel Authority of India Ltd.'s (SAIL)
Director (Finance), Anil K Chaudhary, Director (Technical), Sh S.S.
Mohanty and Director (Commercial), Binod Kumar felicitated SAIL employees
who have won 15 out of the total 28 prestigious Vishwakarma Rashtriya
Puraskar (VRP) for the performance year 2013. Out of the total 132 awardees,
86 awardees are from SAIL, who claimed majority of the awards. The Vishwakarma
Rashtriya Awards are a public recognition of outstanding achievements
and innovations on the part of the workers in increasing productivity,
quality, safety, working conditions, etc. The awards are given to individuals
belonging to Industrial Undertakings both in the public and private
sector. Earlier Minister of State for Labour and Employment (Independent
Charge), Bandaru Dattatreya presented the Vishwakarma Rashtriya Puraskar
(VRP) to the awardees at a special ceremony held at Vigyan Bhawan on
September, 17, 2015. It is noteworthy that the estimated annual savings
resulting from implementation of the innovative works mentioned in SAIL's
award winning projects are approximately over Rs 117.12 crores (Recurring)
& Rs 86.39 crores (One time). Awardees of SAIL plants included employees
from Bhilai Steel Plant, Bokaro Steel Plant, Rourkela Steel Plant, Durgapur
Steel Plant and Salem Steel Plant. On this occasion, the SAIL Directors
lauded the award winners and said, 'SAIL believes that the talent of
its people is company's greatest asset. Each one of you has been reaffirming
this commitment to our innovative potential year after year." They
expressed happiness over SAIL employees winning 65% of VRP awards 2013,
which is a big achievement in itself. They congratulated all awardees
for their exemplary contribution and commitment. During the course of
the event, a booklet titled- 'Glimpse of Award Winning Projects' was
also released by the SAIL Directors and senior officials.

Shortage of docs
Shortage of doctors in the country has been estimated at around 2 lakh.
For MBBS, one has to pay around Rs 40-50 lakhs in all private institutions
as the examination is a sham. One can find touts sitting outside the
examination halls and they get you admissions on payment and normally
you are not allowed to pass. Fee is around Rs 10 lakh per annum, security
money is never returned. If you want to migrate after one year to any
other Govt. Hospital you are required to pay fee for complete course
of 5 years, i.e. around Rs 50 lakhs, if you want to do internship in
govt/other institution you pay Rs 2 lakh plus. For PG you pay 1-2 CR
according to choice of course and get admission straightway in any of
private institutions. MCI & Health Ministry know this game very
well and this all happens with their tactic understanding or by intentionally
closing the eyes. You appoint tainted chairman in MCI and members who
are corrupt. With these circumstance do anyone expect to improve the
intake of doctors and what he get in return, MBBS in 5400 grade and
PG in 6600 grade, you have to run to pillar to post to get a job in
Govt. despite acquiring these qualifications. Why not Govt. streamline
MCI & Medical education. Intake should be in exam basis even for
private institutions and fee can be different. Once a candidate is admitted
to MBBS he should continue to get admission till PG without exam and
internship can be dropped. Your interest is good doctors with quality
and quantity. If we implement this we get good quality doctors with
dedication. If hurdles mentioned above are removed there will be no
dearth of doctors. With sincerity someone has to bell the monster.

Anonymous complaints
This is with reference to Shashank's remarks in whispers dated 16.9.15.
CVC should withdraw its circular no. 07/11/2014 dated 25.11.2014 and
implement provisions contained in CVC circular no. 3(v)/99/2 dated 11.10.2002
permitting acceptance of anonymous complaints having verifiable facts.
Such complaints will ensure that corrupts are in JAIL, and do not occupy
high posts of the level of Additional Secretary and above. DOPT's Vig
circular dated 14.9.15 is a remarkable one. It is available on its website.

Stop migration among medical students
Medical College could also be attached to the major Army and Railway
Hospitals of the country. For the purpose bid ESI Hospitals and State
run Hospitals could also be considered. Further, the trend of people
studying medical course in the country and then subsequently migrating
to foreign countries should also stop, as the Government is spending
a lot of money on their course.

"CGHS - How to improve its services"
I totally agree with the suggestion made by AK Saxena (Whispers: 17
September 2015) that there should be surprise checks at dispensaries
and zonal offices by Health Ministry officials. If this is implemented
in true spirit, this can definitely bring the change. But it is also
a fact that in India monitoring is very weak, the visits may be frequent
in the initial months/ year, later on the officers will find some excuse
not to visit. If the doctors and staff of the dispensaries are given
behavioral training, their outlook towards the patients visiting their
dispensaries will change totally. The patients will leave dispensaries
completely satisfied. Based on the feedback by patients, the award system
(the idea floated by Nick (Incentives for docs - 12 September 2015)
can work. I am sure these doctors and staff of dispensaries may not
want to face similar behavior when they visit other Government departments.
A word of courtesy by doctors and staff can bring at least some satisfaction
to the patient and to those escorting him.
I am sure the Pay Commission must be looking into these suggestions

"Reverse Gear : Maximum Government , Minimum Governance "
Referring to downsizing bureaucracy for better governance, PM Modi had
made a clarion call : " Minimum Government , Maximum Governance.
" Did he measure up to the stated policy ? Here is the reality
check. Was the dead wood chopped off ? Was intake into the oversized
bureaucracy truncated? Inaction has made the bureaucratic structure
take the shape of an inverted pyramid- Top heavy with a bulging middle
and effete base to stand on. Too many bosses to supervise too few subordinates
, is a common sight. A joke in digital age, PM Modi is so passionate
about.
DoP&T (Cadre Review Div), pushed by PMO, tenaciously pursues the
mandate of ' Cadre Restructuring of organized services ' on quinquinnial
basis. Motive: Faster promotions at top echelons. The functional necessity
and workload requirement behind creating higher level posts by abolishing
posts at lower rungs ( to achieve matching savings and make the cadre
review proposal budget- neutral ) is never checked through M/Finance's
SIU . Illogical and simplistic. Earlier, such proposals were shelved
after notification of successive Pay Commissions.
Appointing "Consultants " by re-employing retired officers
(on contract) is a scam going on in Ministries/PSUs/ Autonomous bodies
etc. Payment of huge emoluments in addition to pension is a drain on
tax payers' money. Existing dispensation ( PM and FM) is a mute spectator
of the profligacy initiated by P. Chidambaram in UPA regime. PM Modi
is blissfully unaware. At least, so it seems. His top bureaucratic aides
have much to explain.

CGHS mess
Many of us have been complaining about the mess in CGHS and the harassment
the beneficiaries specially the retired seniors face in the so-called
wellness centres of CGHS. The death of two innocent children Avinash(whose
parents also committed suicide after losing him)and Aman from dengue
after hospital after hospital refused to admit them 'for want of a bed'
reveals the dismal state of health infrastructure in the country. While
the Government hospitals are short of facilities and overwhelmed by
unmanageable numbers of patients, the private hospitals are focussed
on sheer commercialisation.For them ethics of medical profession is
non-existant. A patient who reaches there should have a huge pocket
to fleece upon.For them Avinash and Aman and their parents were persons
non-grata being not with deep pockets. It is high time the Government
should concentrate on health care for all and build necessary infrastructure
to cope with such requirement so that children like Avinash and Aman
do not die for want of proper treatment.

Recovery from a deceased employee
The Appellant's husband was the Manager of a Branch of a Bank.
After he passed away, the bank recovered some money from the amounts
due to him on the ground that he had been involved in some frauds.
The Appellant sought information regarding the action taken by
the bank to recover some amount from the dues of her late husband
and related issues. The information about the deposits of third
parties in respect of which recoveries were made from the her
husband's dues, action taken against third party employees and
an inspection report of the bank was denied under Section 8 (1)
(e) and (j) of the RTI Act. The CIC noted that no departmental
enquiry was initiated against the deceased officer as he had already
expired when the fraud was detected. Had he been alive, he would
have got some of the information, in the course of an enquiry
that would have been conducted against him. The CIC held that
since his dues, which would have come to the Appellant as his
widow, have been adjusted against the amounts, allegedly misappropriated
by him, the Appellant should at least be given the information
about the basis on which the above action was taken. The CIC directed
the PIO to provide a certified copy of the notings / report(s)
of the bank leading to the recoveries from the dues applying severability
under Section 10 of the RTI Act.
Comments
Whenever any action is taken against an individual, an opportunity
of hearing should be provided to him. Unilateral action where
any benefit is denied to an individual or his dependent, is likely
to be challenged in a court of law.
