Reshuffle in MHA on the cards ?
After change of guard rumour is rife that minor reshuffle is on the
cards in MHA. At least 2 JS and 3-5 directors are to be shunted.
Order of 40 Directors to be issued soon ?
After transfer /postings of 15 Additional Secretaries and 20 Joint Secretaries,
now its turn of Directors. According to sources, about 40 transfer and
posting orders pertaining to Directors are likely to be issued this
week.

Anthony J.C. de Sa
Chief Secretary Anthony J.C. de Sa seems to have started a new culture
in Madhya Pradesh which is being widely appreciated. Any Chief Secretary
going to see off the retiring officials in their respective offices/rooms
is something unheard off but perhaps for the first time in the history
of India's 'babudom', Anthony J.C. de Sa did it. Throwing a surprise,
he went to the respective offices of the retiring officials on the last
day of their working, appreciated services granted by them, thanked
them for the same and wished them a happy retired life.

Outgoing Secretary Indian Overseas Affairs Prem Narain has been appointed
Member, National Consumers Dispute Redressal Commission (NCDRC). He

Again a non-IRS Revenue Secretary
It's really unjust that once more a non IRS officer is taking over as
the Revenue Secretary. It's like making Sachin Tendulakar as the coach
of football team. It is time that the IRS gets its due. In what respect
is it inferior to the IAS ? Anyone can vouch that the IRS is far more
sincere than the IAS with an imperial mind set.

7th Pay Commission !
Is government really pushing pay commission to delay the report submission.
As per media report, Chairman 7th Pay Commission wanted one month extension
for submission of report but Cabinet has reportedly approved four months
extension. Can someone analyse the extension and know the mood of government.
At least Pay Panel would have submitted its report, then it is up to
government when to implement the recommendations. After submission of
report a Committee will be constituted to examine the report and put
up the recommendations for acceptance by the Govt. of India. Ministry
of Finance will further do the impact analysis before implementation.
It is long drawn process and will continue another eight to twelve months
before it is really implemented.

Short-listing of candidates by PESB for maharatna PSUs
It is need of hour to change the rules .other wise honest sincere, qualified
and dedicated candidates who do not have lobby, who do not have any
godfather, who are not related to politicians and babus are not eligible.
The rules are not framed for such candidates and they are belong to
British Raj. PM may kindly look into it and scrap all the selections
and bring the honest and sincere persons with high caliber for top positions
of PSU's.

Government not wanting to protect Whistle Blowers ,how can an insider
make complaint about corruption in the organization ? If an anonymous
complaint has verifiable facts, it should be investigated .Every organisation
should have a committee of middle level officers to scrutinise all the
complaints and recommend appropriate action .It is worth spending time
and manpower for this work which would be beneficial to the organisation
.

Having to pay to put your own signature!!
You never had to pay anyone to put your own signature in any document
in the good old days.
In this digital age when emails are free, facebook and twitter are free,
you have to pay from your pocket Rs 2745 for putting your own signature
in your income tax return form. Why can't they introduce a simple way
for everyone to put his signature on the IT form without having to approach
a commercial firm and pay it year after year, or the involved and complicated
methods of Aadhar verification which do not work for a large majority
of taxpayers. That is why so many still resort to the comparatively
easier method of sending the paper form of ITR-V which is the lesser
of the ordeals in practice.

Do away with this caste based reservation
Patel agitation is more than that meets the eye.It is born out of frustration
of the non-reserved class against present day caste based reservation.70
years of reservation has put a large number of citizens in an unequal
playing field.This type of reservation is not going to stop as long
as we have voting and democracy since no political party is going to
stop it. This is inspite of the opinion of that doyen of SCs that reservation
should be only for ten years. So the only way left for the non-reserved
c;lasses is to get into reserved class by agitating. In the coming days
more anmd more castes are going to carry out such agitations. If the
nation has to remain strong there is an immediate necessity for doing
away with this caste based reservation.

Recognition of institutions by AICTE
Information was fought by an applicant regarding the basis of
according approval to B.Tech. Civil Engineering course by the
All India Council of Technical Education (AICTE). The respondent
officer explained that the Universities can start the technical
courses without any prior approval of the AICTE, at their own
risk as per Supreme Court's decision inBharatidasan case. However
Universities are under obligation to conform to the standards
and norms laid down by the AICTE. Being autonomous there is no
bar for the Universities to start technical courses. Students
have to check about the approval or standards of the course. If
they face any difficulties because of lack of AICTE approval for
the course, the AICTE will not be responsible. He said the UGC
is the appropriate authority to give recognition to the Universities
and to advise to seek approval of AICTE for their courses. The
CIC noted that the AICTE is vested with statutory authority for
planning, formulation and maintenance of norms and standards,
quality assurance through accreditation, funding in priority areas,
monitoring and evaluation, maintaining parity of certification
and awards and ensuring coordinated and integrated development
and management of technical education in the country. The CIC
noted that the MK Kaw panel had recommended converting the AICTE
into a statutory constitutional body and suggested ending the
affiliation system of technical schools in the next 10 years.
More than 11,000 professional schools, including engineering and
management schools, fall under the purview of the AICTE. The CIC
observed that there is a strong need for the AICTE to inspect
the deemed universities and institutions offering technical courses
and ascertain if they are maintaining standards, and if concluded
they are not, their names should be published in official website,
so that students are informed about courses and standards. AICTE
can use its recommendatory power to inform the people about the
standards of the courses in Universities. The CIC directed the
AICTE to inform the appellant how many institutes are inspected
by its teams and how many Universities/institutions are found
to be conforming with the standards and norms laid down by AICTE,
within one month from the date of receipt of this order.
Comments
There are many students who get duped by colleges who offer courses
not recognised by the AICTE. There is an urgent need for segregating
such institutions to prevent gullible students from falling into
their trap.
