Deregulation of pricing has encouraged private players
The Government's initiative to deregulate pricing of diesel in and linked
it to market prices has encouraged private players like Essar, Reliance
& Shell re-enter the market and set up more than 3000 Retail Outlets
(ROs) across the country. Now, Oil Companies are pursuing network expansion
to ensure coverage of all significant points of consumption including
the remote areas. At present there are 53,800 retail outlets in the
country and estimated 32000 new Retail outlets are required over the
next 10 years to cater to the growing customer needs.

Two dozen 1982 batch IAS officers are waiting
in the wings to get posting as Secretary in the Government of India.
New DG, Indian Council for Cultural Relations (ICCR) appointed
Throwing all rules aside, Ministry of External Affairs has appointed
B Rajsekhar (IFS 1990) as Director General, Indian Council for Cultural
Relations. The post is Additional Secretary level with the two Joint
Secretary level DDGs reporting to DG. New occupant of DG post is still
a mid rung JS. Everyone is guessing the compulsions behind the appointment.
Goyal appointed J S, Budget
Prashant Goyal has been appointed JS, Budget. He is a UT cadre IAS officer
of 1993 batch.

Whispers impact - BHEL CMD's orders issued
It has happened for the first time in the recent past that CMD of a
Maharatna company - Bharat Heavy Electricals Ltd (BHEL) has been appointed
at least four months in advance. He was selected for the above post
at a PESB meeting on June 4, 2015. Later Whispers pointed out twice-
first on July 17 and then on Aug 27 - that "Will the BHEL's Director
(Power) Atul Sobti who has been selected for the post of company's next
CMD go the Prakash Chandra way? The case of BHEL's Haridwar unit's ED
Prakash Chandra, who was all set to become CMD but missed the chance
due to BP Rao's extension, is still afresh in the minds of people -
and at the end of the day on September 3, the orders for appointment
of Sobti, Director (Power), BHEL, as Chairman & Managing Director,
BHEL, were issued by the Government of India.

Central Control Order extended for one more
year (UPDATED)
The Union Cabinet has given its approval for extension of validity of
Central Control Order for a further period of one year, that is from
1st October, 2015 to 30th September 2016 in respect of pulses, edible
oils and edible oilseeds. This will enable States to regulate trade
of these essential commodities and to continue to take effective operations
under the Essential Commodities Act, 1955. They can impose stock limits/licensing
requirements etc. to curb unscrupulous trading, hoarding and profiteering.
The extension will also help the States in tackling the problem of ensuring
adequate availability of these commodities in the domestic market and
keep prices under control.
Karnataka Chief Secretary gets three months

Chief Secretary Karnataka Kaushik Mukherjee has been given 3 months
extension in service. State Government had sought four months extension.
Now in January with upcoming Global Investor Meet of February will he

Perform or perish
The government of India has recently formulated exit policy for the
officers. The governments have been making sporadic efforts since long
at national and state levels to weed out non performers from its ranks
. For this purpose, the premature and compulsory retirement rules were
promulgated. But the disease has grown exponentially in spite of the
administering of occasional medicine to cure it. The government of India
has , once again issued circular in this regard. There were times when
officers would be dismissed from service even if they even once claimed
wrong travelling allowance, misused their vehicles or made personal
calls from their official telephones. However there have been glaring
instances of victimization of efficient and honest officers for being
discreet and unbending on principles. There was an SDM, who did not
provide his official jeep to the relative of a divisional commissioner
for shopping. On this score, the renowned honest SDM got entry in his
Annual Confidential Report as an officer with Average Integrity. At
the time of review for extending service at the age of 55, that Commissioner
had become Chief Secretary. On the basis of one single entry of Average
Integrity the SDM, who had become ADC by that time was compulsorily
retired from service. The intentions of the government cannot be doubted,
yet safeguards to protect the efficient, the honest but uncompromising
officers, have to be in place alongside. It is also imperative to weed
out inefficient, non- performing, corrupt and those involved in criminal
activities first to lend credibility to the Government's intentions
and sincerity of purpose.

Mention was made by a viewer about IAS revenue secretaries being there
when the tax terrorism measures and retrospective laws were brought
in. Wasn't there a finance minister also at the helm at all these times.
But his pathological abhorrence against another service makes him forget
that. And it is no use saying that the tax department is just implementing
the laws passed by Parliament, as all these Draconian laws are formulated
by the tax officers in their own interest and riding roughshod over
the rights of the citizens and taxpayers. And talk of corruption when
tax officials high and low are being caught red-handed accepting hefty
bribes all over the country. And despite all the attempts made by the
godfathers to make the revenue service attract "50% officers having
ranks higher than the IAS"(questionable claim),why are so many
people in the tax departments taking VRS and quitting early?

People who are frauds normally are against anonymous complaints as they
fear they may get exposed and get caught. They try to see not to implement.
PM should implement anonymous complaint systems and as it will remove
the roots of corruption. As honest and sincere persons we should encourage
and support.

Insistence for OPOP unreasonable
I fully endorse the views expressed by N. Krishnan about the unreasonable
insistence for OPOP of retired defence personnel. This is a country
where farmers have to take the extreme step of committing suicide after
colossal financial loss due to failure of cultivation. Their loss is
not compensated. They have no organisation to fight for their cause
and do hunger strike nor do the elite media make any sensational news
items out of such tragedy. The continued agitation only exhibits the
greed of the retired army personnel. What a shame !

IAS and Group 'A' officers
Earlier the IAS and Group 'A' officers who used to come to centre under
Central Staffing Scheme were quite large hearted. However, today their
standard has gone down considerably. They do not apply themselves so
much, hanker for their perks & facilities, panic and misbehave with
their juniors. The main reason for misbehaviour may be because of family
problems . A number of Secretariat staff in the centre are waiting in
the wings for the 7th Pay Commission report come so that they could
pack up. The coming generation may one day thrash them up in the office.
'Araam se raho hai tauba machane ki kya jaroorat hai'. Further, high
time they realized that the British feudalism has gone.

Recovery from a deceased employee
The Appellant's husband was the Manager of a Branch of a Bank.
After he passed away, the bank recovered some money from the amounts
due to him on the ground that he had been involved in some frauds.
The Appellant sought information regarding the action taken by
the bank to recover some amount from the dues of her late husband
and related issues. The information about the deposits of third
parties in respect of which recoveries were made from the her
husband's dues, action taken against third party employees and
an inspection report of the bank was denied under Section 8 (1)
(e) and (j) of the RTI Act. The CIC noted that no departmental
enquiry was initiated against the deceased officer as he had already
expired when the fraud was detected. Had he been alive, he would
have got some of the information, in the course of an enquiry
that would have been conducted against him. The CIC held that
since his dues, which would have come to the Appellant as his
widow, have been adjusted against the amounts, allegedly misappropriated
by him, the Appellant should at least be given the information
about the basis on which the above action was taken. The CIC directed
the PIO to provide a certified copy of the notings / report(s)
of the bank leading to the recoveries from the dues applying severability
under Section 10 of the RTI Act.
Comments
Whenever any action is taken against an individual, an opportunity
of hearing should be provided to him. Unilateral action where
any benefit is denied to an individual or his dependent, is likely
to be challenged in a court of law.
