As many as six Secretary level officers in
Government of India are retiring on September 30, 2015. They are: Rajiv
Takru (IAS: 1979 of Gujarat cadre); Rakesh Singh (IAS: 1978 of Punjab
cadre); C B Venkataramana (IAS: 1982 batch of Telangana cadre); R Vijaykumar
(IAS: 1978 batch of Tamil Nadu cadre) and Rajalakshmi Ravikumar(IRAS:
1978 batch).
Yudhvir Singh Malik appointed Additional Secretary,
NITI Aayog
Yudhvir Singh Malik has been appointed as Additional Secretary, NITI
Aayog. He is a 1983 batch IAS officer of Haryana cadre.
Ms Kavita Gupta appointed Textile Commissioner
Ms Kavita Gupta has been appointed as Textile Commissioner at Additional

CVC yet to clear file of Bhattacharyya for

The appointment of S N Bhattacharyya, Director (Operations), HPC, as
Chairman and Managing Director, Hindustan Paper Corporation Limited
(HPCL) is reported to be getting delayed for want of Central Vigilance
Commission (CVC) clearance as the post has been lying vacant since August
1, 2015.
Prakash Chandra is most experienced in BHEL
BHEL's Haridwar unit ED Prakash Chandra, who was all set to become CMD
but missed the chance due to BP Rao's extension, is believed to be most
experienced official in BHEL. He has worked with four CMDs.

There has been a minor reshuffle of IAS officers in Madhya Pradesh.
Accordingly, A P Shrivastava has been appointed as ACS, Finance Department

Manish Rastogi as MD, MPRDC and ex-officio Secretary, PWD and Secretary,
Science & Technology; Gulshan Bamra as Commissioner, Jabalpur division;

Chhindwara Zilla Panchayat; Ms Tanvi Sundriyal as Aditional MD, MP Tourism
Development Corporation and Bhaskar Lakshar was made Project Director,
Statewide Area ntework Madhya Pradesh State Electronic Development Corporation.
Besides, Vivek Agrawal was given an additional charge of MD MP Metro
Rail Company Limited, Bhopal while Amit Rathore is assigned an additional
charge of Director, Budget and Pramod Kumar Gupta is also Deputy Secretary,
Urban Development and Environment.
Smita Purushottam appointed Ambassador to Principality of Liechtenstein
Ms Smita Purushottam, presently Ambassador of India to Switzerland,
has been concurrently accredited as the next Ambassador of India to
the Principality of Liechtenstein, with residence in Berne (Switzerland).
She is a 1980 batch IFS officer.
PK Kataria likely to return to parent cadre
P K Kataria, who is presently Joint Secretary in the Ministry of Defence,
is expected to return to parent cadre. He is a 1985 batch officer of

Limited BSNL network in NCR
Biggest telecom giant BSNL, as claimed by the company, has very limited
network in Delhi NCR. In many areas, the company is using MTNL towers
for its mobile network. Hi-fi district Noida is among such area which
is totally dependent on MTNL network resulting in very poor service.
Many areas are not under the coverage of any government telecom company.
MTNL is not able to bear the expanded load. But no relief is expected
in near future. Experts are also surprised that how it is going on under
the nose of the Union ministry?

Central Control Order extended for one more
year
The Union Cabinet has given its approval for extension of validity of
Central Control Order for a further period of one year, that is from
1st October, 2015 to 30th September 2016 in respect of pulses, edible
oils and edible oilseeds. This will enable States to regulate trade
of these essential commodities and to continue to take effective operations
under the Essential Commodities Act, 1955. They can impose stock limits/licensing
requirements etc. to curb unscrupulous trading, hoarding and profiteering.
The extension will also help the States in tackling the problem of ensuring
adequate availability of these commodities in the domestic market and
keep prices under control.

Moral of the story?
Sloganeering has become the style of functioning of the governments
in Indian federal structure, though the work is as small as setting
up a panel for fumigation of mosquito breeding places. Similar is the
position of recently announced exit policy of government officers. In
one very important state of India, there used to be an IAS officer,
whose effectiveness, commitment and probity were proverbial. Incidentally
he was put under a law graduate minister, who had seldom thought of
his constitutional duty and always remembered and devised innovative
ways to fill his coffers monetarily and politically. Being administrative
secretary of the department, the legendary officer would prepare cases
of difference of opinion and sent these to chief minister for decision.
Out of 10 times, he would succeed eight times. But the minister would
often make complaints against that officer to CM and also tried to open
odd channel of communication through the director or special secretary.
This continued for four years with both the sides not yielding even
an inch of space to other. For four years the minister gave lukewarm
Annual confidential reports to the officer, which were upgraded by the
CM. However, at the time of empanelment of the officer as Secretary
in government of India, his promotion got delayed because of lukewarm
Annual confidential reports by the minister(reviewing authority).But
ultimately he was empaneled and remained Secretary of important departments
in government of India. He also remained chief secretary of the state
and never allowed transfer of any officer on the ground that his minister
or political chairperson was harassing him. He wanted the officers to
do their duty and forget about the consequences. While implementing
exit policy the government must understand that the ministers are mostly
busy in their constituency or personal works and do not tolerate a honest
and effective officer. The interests of the honest officers must be
safe-guarded before initiating action on exiting the officers. To me
the moral of the story is that the officers should work honestly with
commitment and dedication and not to worry about the political bosses'
attitude and tantrums.

Clumsy way of working
The clumsy way in which bureaucracy has been working in Central Government
shows that either the officers at the top are not having the required
competence, or worse, they may be not be advising their ministers properly.
The latest example is the clumsy "encryption policy" of which
a draft was published and within 24 hours it had to be withdrawn because
of fundamental flow in thinking and drafting.There is serious need to
review credentials of all top babus in CG.

Subject:- Review of Mechanisms to ensure probity among Government Servants.
In a meeting taken by the Cabinet Secretary on 10.08.2015 with senior
officers of different Ministries on mechanisms to adopt to ensure probity
among Government Servants, it has been emphasized that rotation needs
to be carried out in respect of sensitive posts and non-sensitive posts
and review and screening of officers under FR 56(J) within the Ministries
and DOPT shall monitor implementation and obtain compliance from all
Ministries in this regard.
All Ministries/Departments are, therefore, requested to kindly look
into the matter and carry out rotation in respect of sensitive and non-sensitive
posts and FR 56(J).
As this activity is to be completed in a time bound manner, it is requested
that priority attention may be paid to it and inputs sent to the internal
Vigilance Section at the very earliest. These details are also to be
made part of the monthly D.O. letter to be sent by concerned Secretary
to the Cabinet Secretary.

There is a need to take thorough action on the above instructions.
There are some corrupt officials who continue to work with Senior Officials
as Special Assistant or Private Secretary and they are not transferred
at all. They have the knack to lure every new boss and continue to remain.
They are also a conduit for arranging funds for their bosses. There
is one Special Assistant posted with the Chairman, Central Electricity
Authority and is continuing to exist for the last 8 years. Ministry
of Power is ignoring it since long and scuttling matters. The present
Cabinet Secretary was also Secretary, Ministry of Power and he also
could not do anything. There may be many black sheep like him. Some
serious action has to be taken in the matter.

First understand OROP, then comment
Few people are unaware of OROP but they still comment on it. OROP is
for basically requirement of NCOs and below starred rank officers. One
should go through the third pay commission and then comment. As far
war is concerned, people should study Kargil, 1971, 1965 & 1962
wars and know the number of soldiers who were killed and compare with
the soldiers who lost their lives during combat operations in last 5
years! Who says there is no war? Let war come, soldiers will win it
whether OROP is there or not. Still few will criticize by saying it
is not a big war! Understand OROP and join Defence all and Arun Jaitely.

Those where the good days when Senior Officials of the Government use
to stand in queues of dispensaries and also get themselves admitted
in Government hospitals for treatment. As the Government hospitals with
the existing infrastructure has not been able to cope up with the increasing
number of patients things have deteriorated. How can you get yourself
admitted in Safdarjung Hospital today, where you see your neighbour
spitting and spoiling the bathroom? As they are poor & illiterate
we cannot teach them also. There are also chances of picking up fight
with them. Rao, as Secretary, also used to stand in a queue in the Vinay
Marg, CGHS dispensary.

This is about CGHS. Today I visited CGHS Dental Dispensary at R K Puram.
The condition within the compound was pathetic. It was so dirty that
stench was unbearable. No water in toilets, dogs inside building and
filth spread everywhere. Will the Health Minister take a call in regard
to Swachch Bharat?

Recovery from a deceased employee
The Appellant's husband was the Manager of a Branch of a Bank.
After he passed away, the bank recovered some money from the amounts
due to him on the ground that he had been involved in some frauds.
The Appellant sought information regarding the action taken by
the bank to recover some amount from the dues of her late husband
and related issues. The information about the deposits of third
parties in respect of which recoveries were made from the her
husband's dues, action taken against third party employees and
an inspection report of the bank was denied under Section 8 (1)
(e) and (j) of the RTI Act. The CIC noted that no departmental
enquiry was initiated against the deceased officer as he had already
expired when the fraud was detected. Had he been alive, he would
have got some of the information, in the course of an enquiry
that would have been conducted against him. The CIC held that
since his dues, which would have come to the Appellant as his
widow, have been adjusted against the amounts, allegedly misappropriated
by him, the Appellant should at least be given the information
about the basis on which the above action was taken. The CIC directed
the PIO to provide a certified copy of the notings / report(s)
of the bank leading to the recoveries from the dues applying severability
under Section 10 of the RTI Act.
Comments
Whenever any action is taken against an individual, an opportunity
of hearing should be provided to him. Unilateral action where
any benefit is denied to an individual or his dependent, is likely
to be challenged in a court of law.
