Action against bureaucrats involved in betting?
If top sources
are to be believed, the government is going to take action against those
officers who have allegedly been named in betting. It is said that during
secret investigation, names of some officers have surfaced. They are
either investing money in betting, or as found during investigation,
have allegedly taken money from those involved in betting. These officers
are said to be from various intelligence wings. It is said that PMO
had been receiving complaints against these officials for the last few
months.
More trouble ahead for Mayawati?
According to sources more trouble is
in store for BSP supremo Mayawati. The NRHM scam may put her political
career at stake as the CBI has filed more than 50 charge sheets and
75 FIRs in this case and during investigation many accused have named
her. Assembly elections in UP are due in 2017. The NRHM scam is just
the tip of the iceberg; there are some other alleged corruption cases
in which she could face serious consequences.

CBI registers case against JD, ED
The CBI has registered a case against a Joint Director (an IRS Officer)
posted at Ahmedabad, and others on a complaint from Ministry of Finance.
It has been alleged that certain officers of Enforcement Directorate
while investigating the cases of money laundering in betting and other
such activities have allegedly accepted huge illegal gratification from
the accused and suspect persons in the said cases. Huge bribe amount
was allegedly taken by these officers as quid pro quo for various acts
of omission and commission.

Steel industry to witness good growth in coming
years (UPDATED)
Addressing the 43rd Annual General Meeting held here today, Secretary
(Steel) with Additional Charge, Chairman SAIL, Rakesh Singh said that,
"Even while Vision-2025 for the Company is being given final shape,
action on some of the key projects in this road map have been initiated.
Work on installation of a state of the art 3.0 MTPA Hot Strip Mill at
Rourkela Steel Plant has started." He also added that, this mill
will enable production of high quality HR coils including high strength
API grades (upto API X 100), auto body grades and other special value
added steels. Expressing optimism over SAIL's relentless drive to fast-track
its Modernization & Expansion Plan (MEP) he said that, "projects
worth Rs 10,200 Crore were commissioned in 2014-15, which is the highest
for any year since inception." He also mentioned that during FY
14-15, capital expenditure of Rs 6,840 Crore has been incurred and for
FY 15-16 capex of Rs 7,500 Crore is planned. Touching upon the steel
industry's global scenario, he said the world's finished steel consumption
rose marginally in 2014 to 1537 MT, recording 0.6% growth over 2013.
China registered a negative steel demand for the first time since 1995
and its exports registered an increase of 51% over 2013. The domestic
sector was largely affected by these developments. Outlining the stress
experienced by domestic steel industry due to various reasons, Singh
said, "Indian steel prices had to be adjusted in line with international
markets resulting in a steep decline in realisations since Aug'14. This
has impacted performance of the domestic steel producers." Clarifying
that SAIL was also no exception to this, he mentioned, "the Company's
net profit was down largely due to the lower net sales realization resulting
from a subdued market in the second half of the last fiscal." However,
he added that, "Indian economy has been on the recovery path. Government's
focus on infrastructure augurs well for the Indian steel industry. We
are confident that good growth would be witnessed in domestic steel
consumption in the coming years, bringing an end to the stagnant demand
scenario." Speaking about the Company's production, he said, 15.4
million tonnes (MT) of hot metal was produced in FY 14-15, registering
an increase of 7% over FY 13-14 and saleable production was 13.5 MT
which was 3% higher than the previous financial year. The Company achieved
the highest ever Labour Productivity (LP) of 302 TCS/Man/Year in 2014-15.
Shareholder's approved a further dividend of 2.5% for the current fiscal
taking the total to 20% of the paid up share capital.

Maharashtra attracts maximum number of foreign
tourists in India- says Paraag Jaiin Nainduttia, MD MTDC

Presently Paraag Jaiin Nainuttia is Managing Director of Maharashtra
Tourism Development Corporation (MTDC). He is an ex-CEO of Maharashtra
Maritime Board, Jaiin is with more than 19 years of experience in responsible
roles in spheres of management and administration, Jaiin brings in expertise
in team, project leadership, administration and management. Paraag Jaiin

1. What is your USP?
Ans. : Maharashtra has beautiful coastline, pristine beaches,
maximum number of forts, caves, wildlife, adventure sports, night life,
floatel, segway, etc.
2. MTDC has been involved in the development and maintenance of the
various tourist locations of Maharashtra also MTDC owns and maintains
resorts at all key tourist centres and having more resorts is on the
plan. Your comments?
Ans. : We are in the process of upgrading infrastructure and
resorts and improving the quality of service. We have tied up with Make
My Trip for selling inventory and we are tying up with Club Mahindra
for providing additional activities at our resorts.
3. You were the part of Chief Minister of Maharashtra Devendra Fadnavis
team which recently visited Japan wherein you did a road show in Osaka.
Can you elaborate about your experience and future prospective of this
visit taking tourism promotions in Maharashtra is concerned.
Ans. : Our road show received a overwhelming response. Various stakeholders,
tour operators, people from industry and locals participated in various
activities. The people are approachable. There is a curiosity for exploring
Maharashtra amongst Japanese. For the road show the India Tourism Office
at Tokyo have offered strong support. About delegates from the travel
trade attended the event. This would definitely help us in attracting
maximum tourists to our State.
4. What are your priorities? List few of them.
Ans. : Exploitation of beautiful water front of Maharashtra. Tie up
with private players for mutual beneficial relationship providing seamless
experience to tourists.
5. What is your vision?
Ans. : To have peaceful seamless travel to tourists.
6. Its general belief that Maharashtra is not realising its full
potential as a tourist destination? As other State like Rajasthan, Kerala,
Goa, etc.
Ans. : Maharashtra has natural and manmade attractions in abundance.
We attract maximum number of foreign tourists in India, approx. 24 percent.
Tourists are happy to see the diversity of Maharashtra and hidden germs
unexplored. We have beautiful hills, pristine beaches, rich wildlife,
glamorous city life of Mumbai, rustic landscape of Vidarbha, cultural
heritage of Ajanta-Ellora, maximum number of forts, ancient and modern
structures, history and a lot. We have aggressive publicity plans to
promote tourism across global. This year our major focus is to draw
attention towards marketing of new concepts in tourism like eco-tourism,
agri-tourism, social tourism, etc. Maharashtra is the third largest
State of India both in area and population. Our State is one of the
most developed, socially, economically and culturally developed States
in India. With five world heritage sites in its cap, Maharashtra frontlines
the tourist attractions in the country. Maharashtra has 720 km. long
coastline along the lush green Konkan region. The Vidarbha region of
Maharashtra offer considerable tourism potential.
7. What fresh avenues of growth do you see in tourism promotion in
Maharashtra? How would you be going about it?
Ans. : Maharashtra offers versatile tourism attractions ranging
from natural sites like lakes, beaches, hill stations, wild life sanctuaries
alongwith manmade attractions like forts, caves, palaces, etc. We have
a unique position in the realm of rock cut architecture, because of
its peculiar rock characteristics of Satpuda and Western Ghat. Maharashtra
has a score of pilgrimage destinations, several hill stations and water
reservoirs with semi evergreen and deciduous forests are found in Western
Ghats and the Sahyadri mountain range. The Vidarbha region, northern
part of Maharashtra, features dense forest. It is home to several wildlife
sanctuaries and national parks. The State abounds in natural and cultural
attractions ranging from unspoiled beaches, forest, wildlife, unique
hill stations, ancient cave temples, forts, temples and rich tradition
of fairs and festivals. We also provide a perfect platform for fresh
private investments in development of tourism in the State.
8. What are the different projects that you would like to start in
order to generate more revenue for the State in tourism sector?
Ans. : MTDC has been on the international radar due to the marketing
initiatives and participation in the international market. We are developing
projects of oceanarium and scuba diving in Sindhudurg. Last year we
supported projects of hot air balloons in Panchgani, opened world class
information centres in Ajanta and Ellora and many more projects are
underway and at proposal stages including "Sudarshan Chakra"on
the lines of London Eye at Gorai and seaplane services from Mumbai to
Lonavala and Mumbai to Shirdi. With Kumbh Mela in Nasik this year, we
have also broken all the records boost tourism in State, which was not
the part of projected growth targets.
9. There are many beaches, forts, historical caves in Maharashtra,
what are the steps being taken to preserve them ? and then market them?
Ans. : We have created a beautiful infrastructure in Ajanta-Ellora
caves which attracts the maximum number of tourists in India. There
are about 200 to 225 ASI protected monuments in Maharashtra but due
to protection, MTDC is not allowed to do certain activities that promote
tourism facilities in their premises. Now we have entered into an agreement
with ASI to work together not only in Maharashtra but also the rest
of India. On Elephanta Island, we are upgrading infrastructure including
the jetty, shopping area, with a proposed helipad and ropeway from the
jetty to the caves.
10. If you have to market few hotspots as value for money tourist
destination in Maharashtra? Then according to what will be those places?
Ans. : Maharashtra is the capital of dreams and the State's diversity
stands proud and strong. MTDC ensures a true experience to its tourists
by promoting vibrant and beautiful land. Maharashtra offers adventure
tourism in the State. We are blessed with striking Sahyadris with steep
cliffs sprightly waterfalls snaking their way through ridges, mist shrouded
forests, the frothy Arabian Sea along its western coast. We have ensured
best infrastructure in some remote areas and even handed contracts to
private parties to boost adventure tourism. Options like rock-climbing
and trekking programmes at Karla, near Lonavala, water sports at various
lakes, aqua sports near Panshet and many more activities are offered
in many parts of Maharashtra.
11. Infrastructure is cited as one of the limitations in Maharashtra
that hinders tourism. How do you plan to combat with situation?
Ans. : It is a proven fact that Maharashtra is widely considered
as safe State for tourists to move around. We attract lakhs of tourists
from across the world every year. There are three international and
five domestic airports in Maharashtra and they are well connected. Major
destinations have excellent accessibility by roads, rail, water and
air. We provide excellent world class amenities to our tourist by ensuring
they get high quality services while they are exploring our destination.
We have range of accommodation facilities from star category to budget
hotels which are easily accessible for tourists.
12. What challenges you had faced initially internally and outside
and how did you managed those challenges in this journey to success?
Ans. : I strongly believe in win win philosophy rather than zero.
There are challenges and I have seen with proper explanation and persuasion,
all challenges can be sort out.
13. Who is your role model and why?
Ans. : "Mahaveer" as he taught us philosophy of Anekantavada
and Parigraha.
14. What pro-employees & officers initiatives have you taken
to form a result oriented team.
Ans. : Given explosion through seminars and training.

Med facilities for common man in Delhi
Medical facilities for an aam admi in Delhi are totally unacceptable.
All the money allocated is spent in purchase of expensive machines on
huge payment of commission. Once purchased, these machines work only
during the warranty period. All the money is spent in new purchases
and no proper allocation of funds is made for maintenance and purchase
of consumables. The poor patient has to again rely on the various diagnostic
centres operating in front of the government hospitals. If only supervisory
authorities do their job diligently, there can be improvement in the
services provided to the common man.

I fully agree with the views of AK Saxena published in whispers on 19.09.2015:
The officials of an organised Group A services always aspire to reach
the highest level available in the Government. While the aspirations
are justified, however, any reasonable cadre structure can only be pyramidal
having lesser number of posts at the apex level. Accordingly, it needs
to be appreciated that not everyone can rise to the top position even
after joining the Organized Central Services. Presently, the member
of organised Group A services are trying to reach at higher position
almost every service organization had desired creation or up-gradation
of additional posts in the higher grades by curtailing lower level posts.

Scams in appointments
I fully agree with AK Saxena regarding scam in appointment of Consultants
in the Departments/Ministries after retirement. Most of these are chums/khabris
of the officers or have some political clout. Honest officers normally
do not get any reward for their sincerity. This practice need be stopped
with immediate effect.

Double standards
When Saudi diplomats rape, sodomise and torture women the Government
of India is so coy about it! Even the TV channels are suddenly quiet.
Instead they should publish the Saudi diplomats' pictures all across
the country and abroad too to name and shame him. We have not seen a
single photo of the Saudi rapist. Instead the rape victims are paraded
before the TV cameras. Is this justice? In Saudi Arabia if an Indian
diplomat had committed such heinous crimes he would have been castrated
in public before being beheaded. And the Saudis would have cited Sharia
law not the Vienna Convention. Even now it is not too late. Indian police
should arrest Saudi diplomats not covered by diplomatic immunity and
subject them to sexual torture the way Devyani Khobragade was in New
York by the New York police. Have we no national shame or national pride?
Will we allow foreigners to rape, sodomise and torture our women forever?

No fresh air but stink remains
What great fresh air is brought into central ministries by elected Ministers
but the stench of corruption? It is a joke to say that Chidambaram,
Pranab Mukerjee etc. brought in fresh air into central ministries...they
have left behind a stink which is getting worse by the day because of
the skeletons left behind by them in locked cupboards. Unfortunately
the investigative agencies have become so heavily politicised that they
dare not investigate unless they get the nod at every stage of investigation.
So the Shashi Tharoors and Robert Vadras of this world continue to pontificate
while their crimes get buried under a mountain of files.

Shame on IAS domination
Imagine just for a small state of Haryana, there are 20 officers of
the IAS in 80,000 apex scale whereas for the other services like the
IRS the countrywide sanctioned posts are only 13. Worse, not a single
officer has been promoted from the IRS to this grade. These same IAS
officers sit in the DOPT and devise every conceivable trick on the Earth
to stall promotions and deputations of other services. Will the PM ever
take note of this and disband this all dominating selfish cadre?

deserves this coveted post and would do justice to the Ministry to which
he is posted.

Recovery from a deceased employee
The Appellant's husband was the Manager of a Branch of a Bank.
After he passed away, the bank recovered some money from the amounts
due to him on the ground that he had been involved in some frauds.
The Appellant sought information regarding the action taken by
the bank to recover some amount from the dues of her late husband
and related issues. The information about the deposits of third
parties in respect of which recoveries were made from the her
husband's dues, action taken against third party employees and
an inspection report of the bank was denied under Section 8 (1)
(e) and (j) of the RTI Act. The CIC noted that no departmental
enquiry was initiated against the deceased officer as he had already
expired when the fraud was detected. Had he been alive, he would
have got some of the information, in the course of an enquiry
that would have been conducted against him. The CIC held that
since his dues, which would have come to the Appellant as his
widow, have been adjusted against the amounts, allegedly misappropriated
by him, the Appellant should at least be given the information
about the basis on which the above action was taken. The CIC directed
the PIO to provide a certified copy of the notings / report(s)
of the bank leading to the recoveries from the dues applying severability
under Section 10 of the RTI Act.
Comments
Whenever any action is taken against an individual, an opportunity
of hearing should be provided to him. Unilateral action where
any benefit is denied to an individual or his dependent, is likely
to be challenged in a court of law.
