Govt unlikely to attain revenue target this year

The government has fixed Rs 17.93 lakh crores as revenue collection target for this fiscal year. If sources are to be believed this is unlikely to be attained. Reason is said to be lack of manpower. After more than two years of cadre restructuring approval, most of the posts of DCs and ACs are lying vacant, which is 97% of the total work force. Due to this reason I-T dept failed to achieve fixed target for the last three years.

India's strategic failure in Nepal?

Indian ministry of external affairs is facing very embarrassing situation now a days over Nepal situation. Experts see it as a big strategic failure and country is bound to face the music including major reshuffle in MEA .

Chance meeting with American tourist couple ..

J: The Congress Party is a Dictatorship .. a Dictatorship in a Democracy ....as I see it Congress is just pro Muslims ...what kind of secularism is this .....I gather when they were in power they had said Muslims had the first right to India's resources.. wow...fight against corruption and overseas held black money .... I did a Google search and I think Congress should be the last one's to even nod a yes on these issues... and Poverty .....

Reduction interest rate of individual housing loans under HUDCO niwas at 9.75% (UPDATED)
Housing & Urban Development Corporation Ltd. (HUDCO), a Govt. of India Enterprise, have substantially reduced the rate of interest for its Individual Housing Loan Scheme-HUDCO Niwas to 9.75% (floating) for loans upto `50.00 Lakh and to 9.80% (floating) for loans between `50-100 Lakh which is the lowest Rate of Interest among all Banks/HFIs. With the above reduction borrower will be able to save around `1.70 Lakh per `20.00 Lakh loan over a period of 25 years. Additionally, HUDCO is not charging any processing fee and also providing free accidental insurance to its housing loan borrowers. Further, the interest rate for bulk loan to Housing Finance Companies (HFCs), of Govt. Banks/Public Agencies/Govt. Financial Institutions have also been reduced to 9.80% (floating) p.a. HUDCO has also been identified as one of the Central Nodal Agency (CNA) to channelize the Credit Linked Subsidy to Banks/HFIs etc. for Govt. of India's ambitious and prestigious programme "Pradhan Mantri Awas Yojana (PMAY)", a Mission to provide "Housing for All by 2022" in the country. The Mission will be implemented through four verticals, which inter alia includes Affordable Housing through Credit Linked Subsidy Scheme (CLSS). Under which, interest subsidy of 6.5% is available on the housing loans, which may be availed by the beneficiaries having an annual income upto `6.00 Lakh. This subsidy would be provided on the loan component to the maximum extent of `6.00 lakhs. Accordingly, the borrower will get a subsidy of Rs.2.20 Lakh for loan tenure of 15 years, which will be adjusted against their outstanding loan. The programme is aimed to provide shelter to the masses, specifically to the Weaker / Vulnerable sections of the society.

Maharashtra attracts maximum number of foreign tourists in India- says Paraag Jaiin Nainduttia, MD MTDC
Paraag Jaiin Nainuttia, an IAS officer of 1996 batch Maharashtra cadre. Presently Paraag Jaiin Nainuttia is Managing Director of Maharashtra Tourism Development Corporation (MTDC). He is an ex-CEO of Maharashtra Maritime Board, Jaiin is with more than 19 years of experience in responsible roles in spheres of management and administration, Jaiin brings in expertise in team, project leadership, administration and management. 1. What is your USP?
Ans. : Maharashtra has beautiful coastline, pristine beaches, maximum number of forts, caves, wildlife, adventure sports, night life, floatel, segway, etc.

2. MTDC has been involved in the development and maintenance of the various tourist locations of Maharashtra also MTDC owns and maintains resorts at all key tourist centres and having more resorts is on the plan. Your comments?

Ans. : We are in the process of upgrading infrastructure and resorts and improving the quality of service. We have tied up with Make My Trip for selling inventory and we are tying up with Club Mahindra for providing additional activities at our resorts.

3. You were the part of Chief Minister of Maharashtra Devendra Fadnavis team which recently visited Japan wherein you did a road show in Osaka. Can you elaborate about your experience and future prospective of this visit taking tourism promotions in Maharashtra is concerned.

Ans. : Our road show received a overwhelming response. Various stakeholders, tour operators, people from industry and locals participated in various activities. The people are approachable. There is a curiosity for exploring Maharashtra amongst Japanese. For the road show the India Tourism Office at Tokyo have offered strong support. About delegates from the travel trade attended the event. This would definitely help us in attracting maximum tourists to our State.

4. What are your priorities? List few of them.
Ans. : Exploitation of beautiful water front of Maharashtra. Tie up with private players for mutual beneficial relationship providing seamless experience to tourists.

5. What is your vision?
Ans. : To have peaceful seamless travel to tourists.

6. Its general belief that Maharashtra is not realising its full potential as a tourist destination? As other State like Rajasthan, Kerala, Goa, etc.

Ans. : Maharashtra has natural and manmade attractions in abundance. We attract maximum number of foreign tourists in India, approx. 24 percent. Tourists are happy to see the diversity of Maharashtra and hidden germs unexplored. We have beautiful hills, pristine beaches, rich wildlife, glamorous city life of Mumbai, rustic landscape of Vidarbha, cultural heritage of Ajanta-Ellora, maximum number of forts, ancient and modern structures, history and a lot. We have aggressive publicity plans to promote tourism across global. This year our major focus is to draw attention towards marketing of new concepts in tourism like eco-tourism, agri-tourism, social tourism, etc. Maharashtra is the third largest State of India both in area and population. Our State is one of the most developed, socially, economically and culturally developed States in India. With five world heritage sites in its cap, Maharashtra frontlines the tourist attractions in the country. Maharashtra has 720 km. long coastline along the lush green Konkan region. The Vidarbha region of Maharashtra offer considerable tourism potential.

7. What fresh avenues of growth do you see in tourism promotion in Maharashtra? How would you be going about it?
Ans. : Maharashtra offers versatile tourism attractions ranging from natural sites like lakes, beaches, hill stations, wild life sanctuaries alongwith manmade attractions like forts, caves, palaces, etc. We have a unique position in the realm of rock cut architecture, because of its peculiar rock characteristics of Satpuda and Western Ghat. Maharashtra has a score of pilgrimage destinations, several hill stations and water reservoirs with semi evergreen and deciduous forests are found in Western Ghats and the Sahyadri mountain range. The Vidarbha region, northern part of Maharashtra, features dense forest. It is home to several wildlife sanctuaries and national parks. The State abounds in natural and cultural attractions ranging from unspoiled beaches, forest, wildlife, unique hill stations, ancient cave temples, forts, temples and rich tradition of fairs and festivals. We also provide a perfect platform for fresh private investments in development of tourism in the State.

8. What are the different projects that you would like to start in order to generate more revenue for the State in tourism sector?

Ans. : MTDC has been on the international radar due to the marketing initiatives and participation in the international market. We are developing projects of oceanarium and scuba diving in Sindhudurg. Last year we supported projects of hot air balloons in Panchgani, opened world class information centres in Ajanta and Ellora and many more projects are underway and at proposal stages including "Sudarshan Chakra"on the lines of London Eye at Gorai and seaplane services from Mumbai to Lonavala and Mumbai to Shirdi. With Kumbh Mela in Nasik this year, we have also broken all the records boost tourism in State, which was not the part of projected growth targets.

9. There are many beaches, forts, historical caves in Maharashtra, what are the steps being taken to preserve them ? and then market them?
Ans. : We have created a beautiful infrastructure in Ajanta-Ellora caves which attracts the maximum number of tourists in India. There are about 200 to 225 ASI protected monuments in Maharashtra but due to protection, MTDC is not allowed to do certain activities that promote tourism facilities in their premises. Now we have entered into an agreement with ASI to work together not only in Maharashtra but also the rest of India. On Elephanta Island, we are upgrading infrastructure including the jetty, shopping area, with a proposed helipad and ropeway from the jetty to the caves.

10. If you have to market few hotspots as value for money tourist destination in Maharashtra? Then according to what will be those places?
Ans. : Maharashtra is the capital of dreams and the State's diversity stands proud and strong. MTDC ensures a true experience to its tourists by promoting vibrant and beautiful land. Maharashtra offers adventure tourism in the State. We are blessed with striking Sahyadris with steep cliffs sprightly waterfalls snaking their way through ridges, mist shrouded forests, the frothy Arabian Sea along its western coast. We have ensured best infrastructure in some remote areas and even handed contracts to private parties to boost adventure tourism. Options like rock-climbing and trekking programmes at Karla, near Lonavala, water sports at various lakes, aqua sports near Panshet and many more activities are offered in many parts of Maharashtra.

11. Infrastructure is cited as one of the limitations in Maharashtra that hinders tourism. How do you plan to combat with situation?
Ans. : It is a proven fact that Maharashtra is widely considered as safe State for tourists to move around. We attract lakhs of tourists from across the world every year. There are three international and five domestic airports in Maharashtra and they are well connected. Major destinations have excellent accessibility by roads, rail, water and air. We provide excellent world class amenities to our tourist by ensuring they get high quality services while they are exploring our destination. We have range of accommodation facilities from star category to budget hotels which are easily accessible for tourists.

12. What challenges you had faced initially internally and outside and how did you managed those challenges in this journey to success?
Ans. : I strongly believe in win win philosophy rather than zero. There are challenges and I have seen with proper explanation and persuasion, all challenges can be sort out.

13. Who is your role model and why?
Ans. : "Mahaveer" as he taught us philosophy of Anekantavada and Parigraha.

14. What pro-employees & officers initiatives have you taken to form a result oriented team.
Ans. : Given explosion through seminars and training.

Revenue Secy issue

It is easy to argue over an IRS officer as Revenue Secretary or officer from any other service. Earlier we have full-fledged NSA from IFS but not from IPS! Why not try to have an IRS officer as Revenue Secretary, IPS officer as Home Secretary and Officer from Armed Forces as Defence Secretary, Scientist for Secretary (Science and Technology), ITS Officer as Secretary (Communication and IT), Doctor as Health Secretary, then hopefully there will be a sea change in our executive set-up. We should ponder on this matter.

Non-IAS as PS to Bengal CM

Arguments of IAS lobby against appointing a non-IAS (a CSS officer) as Principal Secretary to the Chief Minister of West Bengal -
"IAS officers are specifically trained over their career-span to deal with jobs requiring specific background, experience and understanding,''
"Posting of officers from indifferent backgrounds is not only contrary to the statutory rules, but also reduces efficiency in administration,"
Then why is an IAS officer with indifferent background posted as Revenue Secretary, I&B Secretary, Home Secretary, C&AG, Secretary-Environment & Forests, Commerce Secretary, Economic Affairs Secretary, SEBI Chairman, Director of Enforcement Directorate, MD of Power Generation and Transmission Corporations, Health Secretary, Sports Secretary, Education Secretary when we have officers from IRS, IIS, IPS, IA&AS, IFoS, ITS, IES and Engineers, Doctors, Finance Specialists/Economists, Educationists, Sports Managers, etc. who are specially trained over their career-span to deal with these jobs requiring specific background, experience and understanding.

I am sure one can now understand why Indian bureaucracy is ranked as the worst in Asia with a horrible score of 9.21 out of 10 (10 being the worst possible score). Even Vietnam, Indonesia, Philippines and China are rated ahead of us. For the country to develop the Prime Minister needs to overcome the well entrenched and powerful lobbies like those of the IAS lobby and other mafias in India. These lobbies/mafias only work at variance with India's interests as a whole.
"It is not just an ego issue. We are talking about rule books,'' said an IAS officer, who is one of the office bearers of the IAS Association. Sometimes rules are cited to scuttle any positive action. Ironically these rules are framed by the same lobbies/mafias themselves.

Corruption has become order of the day

Corruption, false claims, misuse of vehicles by officer is order of the day. The PAO and AG who are supposed to be the watchdogs of the Government safeguarding the interests of the public exchequer are merely working with closed eyes. There is a subordinate office under Ministry of Youth Affairs and Sports, which is a classic example for misuse. The original bills are sent to PAO, but nobody checks it. This is the disturbing scenario. Head of Office of these Regional Offices have become crorepatis.

Compulsory retirement

I fully agree with Sandhu regarding compulsory retirement of officers and victimisation of honest officers. We all know that so many people are reluctant to work and shirk their responsibilities but their Confidential Reports are not being evaluated properly and they escape without punishment even though they deserved to be removed from service. There should be a mechanism which has to be put in place by DoP&T and honest officers and staff should be rewarded. A day has to come for those who work sincerely even foregoing their promotions. Let us wait for a new dawn under the ever-working sincere Prime Minister

Recovery from a deceased employee

The Appellant's husband was the Manager of a Branch of a Bank. After he passed away, the bank recovered some money from the amounts due to him on the ground that he had been involved in some frauds. The Appellant sought information regarding the action taken by the bank to recover some amount from the dues of her late husband and related issues. The information about the deposits of third parties in respect of which recoveries were made from the her husband's dues, action taken against third party employees and an inspection report of the bank was denied under Section 8 (1) (e) and (j) of the RTI Act. The CIC noted that no departmental enquiry was initiated against the deceased officer as he had already expired when the fraud was detected. Had he been alive, he would have got some of the information, in the course of an enquiry that would have been conducted against him. The CIC held that since his dues, which would have come to the Appellant as his widow, have been adjusted against the amounts, allegedly misappropriated by him, the Appellant should at least be given the information about the basis on which the above action was taken. The CIC directed the PIO to provide a certified copy of the notings / report(s) of the bank leading to the recoveries from the dues applying severability under Section 10 of the RTI Act.

Comments

Whenever any action is taken against an individual, an opportunity of hearing should be provided to him. Unilateral action where any benefit is denied to an individual or his dependent, is likely to be challenged in a court of law.
