NLC plans to set up 4000 MW Solar Power plants (UPDATED)

NLC is planning to establish, 4000 MW Solar Power Projects in Southern States, in line with the National Solar Mission announced by the Government of India, said B Surender Mohan, CMD, NLC, while inaugurating 10 MW Solar Power Project at Neyveli, the 1st Renewal Energy project of the company. NLC is now operating, Thermal Power Stations of 4240 MW capacity in Neyveli, Barsingsar in Rajasthan State and Thoothukudi. The company is expanding its power generating capacity by setting up of Coal based Power Station and Renewable Energy Projects like, Wind Mills and Solar Power Plants. To start with, the company has established a 10 MW Solar Photo Volatic project at Neyveli, at a cost of Rs.74.60 Crores. This is the 1st Renewable Energy Project, commissioned by NLC, M/s. Bharat Heavy Electricals Limited, The Engineering, Procurement and Commissioning Contractor of this project, will operate and maintain the project for a period of 3 years, after the performance guarantee period of 1 year. This power plant installed in an area of 54 acres and 48,000 Solar Photo Voltaic modules (Solar Panels), each with the power generating capacity of 240 Watt are fitted for the project. This Solar Panels are fitted in 2000 Module Mounting Structures, each contains 24 Nos. Solar Panels. Solar PV Modules generate electricity (Direct Current (DC)) on receipt of photons from sun. And was, subsequently, converted into Alternative Current (AC), by special instruments. The power generated from this plant is evacuated through 33 KV Power Station and transmitted to the Switching Station of Neyveli Thermal Power Station-I and finally fed to the Tamilnadu Generation and Distribution Corporation, the former TNEB. TANGEDCO - the sole beneficiary.

Inconsistent Foreign policy-Manila murders

The Government of India has been taking seriously the issues of safety of Indians in Iraq, taking up manhandling of Indians in Australia, America, England and other countries very seriously, but when we look at the question of large number of murders of Indians and their safety in Philippines, government of India seems to be sleeping on the issue. This inconsistency in the foreign policy is both sad and baffling and needs correction immediately. Merciless murders of Punjabis go on unabated in Philippines. Recently a young man was murdered. There are widespread reports of murders of 12 Indians (Punjabis) on different days, in Philippines (Manila), in the last six months, including murder of a family of three with lady of the family. But not a single soul has stirred in India. In the last about 10 years the murder of Indians particularly Punjabis has been quite frequent..It has been reported that about 500 such murders took place in the year 2012 alone. Authentic version by Government of India is still awaited. Philippines is the 12th most populated country of the world. About 28,000 Punjabis stay there. Most of them deal in small businesses, but money-lending is reportedly attracting them the most. Ás the reports go they charge very high rate of interest, even to the extent of 182% per year. Still the interest is more on smaller duration loans. The Indians use tricycles for recovery of loans, thus presenting distinct identity to be easy targets. Though no study is available to pin-point the exact cause of such a high rate of killings, yet the cause is largely attributed to charging of exorbitant rate of interest and inability of repayment. Ministry of Overseas Indian Affairs in its report had indicated that from the year 2005 to June, 2007, there were 24 crimes of holdups, kidnapping, stabbing, robbery and murders etc. of Indians.15 out of 24 crimes were not traced and solved, One indicator is evident, that the disease has reached cancerous proportions and it needs emergent treatment. India has been maintaining good relations with that country. Many prominent Indians have been honoured with Ramon Magsaysay Award. This annual award was established in the year 1957 to perpetuate the memory of former President of Philippines Ramon Magsaysay. This award is considered as Nobel prize of Asia. Vinobha Bhave got it in 1958 for community leadership, CD Deshmukh got it for excellence in Govt service in 1959. JP Narayan, Baba Amte, Satyajit Ray, RK Laxman, MS Subbaluxmi, TN Seshan, JM Lyngdoh, Verghese Kurien, Aruna Roy, Rajender Singh, Kiran Bedi and Arvind Kejriwal are amongst other so many prominent persons who got this award. This year also 2 Indians got it.

There has never been any serious effort at any level to solve this issue to save precious Indian lives. In August, 2013, NRI Commission Punjab is reported to have taken up the matter with Ministry of External Affairs and Overseas Indian Affairs, but nothing further has been heard. This serious malady needs to be tackled with due diligence without any further dithering and loss of time. Since most of the killed persons are Sikhs, SGPC should prioritize it and constitute a committee to monitor the matter with state and Centre govts. It should also send a High level team of intellectuals to study the issue and take remedial steps. Rehabilitation of distressed families be also taken care of. Secondly Punjab CM should specifically meet the PM for his immediate intervention. Chief Minister should regularly pursue the matter with the PM. Thirdly the Govt of India should take up the issue with the Philippines Govt. Fourthly Print and Electronic Media should take up, own, and pursue the issue for solution. Lastly group of Magsaysay awardees should join hands and heads to study, analyse, and help all groups in solving this grave problem. The issue needs to be pursued with same zeal and dedication as was done in the case of Malta boat tragedy.

Apathy of Railways towards disabled

While considering implementation of the recommendations of the Bibek Debroy committee report for restructuring of railways or otherwise, the government should pay special attention to one of the most glaring maladies of complete apathy and indifference of the railways towards the needs and requirements of the disabled, infirm and old commuters. I have had the occasion to ask for wheelchair at the railway station Ambala city in the year 2010, and recently Amritsar. The position is highly deplorable and pathetic. Workable wheelchairs are not available, the floor is uneven and has potholes, expert staff to operate these is unavailable, crossing over to platforms is worse than hell. The Railways must have usable wheelchairs with dedicated staff to operate these on even and smooth floor. In order to cross over to the other platforms, spacious lifts should be provided on railway stations, getting on and getting down from the trains should be made comfortable. While booking tickets, like the Airlines, railway authorities must know as to how many people needed wheelchairs. The law also provides for requisite facilities for the disabled. The railways like the Election Commission must act with more sensitivity and concern in this regard.

Information regarding the officials who were compulsorily retired

The Appellant sought information regarding the officials of the Aligarh branches of the bank, who were compulsorily retired or took voluntary retirement during the period January 2003 to December 2005. The information was denied by the Bank under Section 8 (1) (j) of the RTI Act. The Appellant made certain allegations of irregularities in the functioning of the Respondent Bank and stated that disclosure of the information sought by him is also a matter of larger public interest. The CIC noted that compulsory retirement is a punishment imposed on officials as a result of disciplinary proceedings. Referring to the Supreme Court judgment in Girish Ramchandra Deshpande vs. Central Information Commissioner & Ors. [http://www.rtifoundationofindia.com/dopt/SCDecision.pdf], the CIC ruled that information concerning disciplinary action against third party officials is exempt from disclosure in the absence of a finding of larger public interest. Observing that the information concerning those who obtained voluntary retirement is also their personal information, the CIC upheld the order of the bank and rejected the appeal..
