Why CBDT is making tall promises?
According to sources, in the last three years, Central Board Of Direct
Taxes (CBDT) has failed to achieve the revised budget revenue target.
As per records, in 2013-14 the original revenue collection target was
Rs 6,68,109 crores, it was revised to Rs 6,36,318 crores but actual
collection was 6,38,495 crores. In 2014-15 the target was of Rs 7,58,421
which was revised to Rs 7,36,221cr, again revised to Rs 7,05,628 cr
but actual collection was Rs 6,95,988 crores. The department has set
whopping target for the year 2015-16 of Rs 7,97,997 but till Sept 21,2015
actual collection was Rs 2,86,766 crores. The department has promised
the GoI that 1 crore new assessees will be added in 2015-16 whereas
till April 1, 2014 number of existing tax payer was 3,28,58,821 crore.
Sources say hat CBDT is unlikely to achieve this target also.
Investigating agencies hunting black sheep
?
All investigative agencies in a concerted and coordinated manner are
trying to find out blacksheep within themselves. It is said that these
agencies are sharing information with each other about the alleged suspects.
Recently arrested JD, ED in Ahmedabad was the result of superb coordination
between the agencies. Government has also given green signal to these
agencies in this matter. Such exercise, if successful are bound to check
corruption to a large extent.

5 IPS officers shifted in MP
Five IPS officers have been transferred and posted different places
in Madhya Pradesh. Accordingly, Ashok Dohare has been appointed as Special
DGP, State Industrial Security Force, PHQ, Bhopal while Rajendra Kumar
will be Special DGP, Cyber Cell, PHQ, Bhopal and P K Runwal is ADGP,
Vigilance, PHQ, Bhopal. Besides, Gajiram Meena was made ADGP, Welfare,
PHQ, Bhopal and Sanjay Tiwari is SP, Jhabua.
CWC achieves yet another record turnover
The Central Warehousing Corporation (CWC) achieved yet another record
turnover of Rs.1561.83 crore during 2014-15 as against Rs. 1528.19 crore
earned during 2013-14. The Profit After Tax (PAT) also increased to
Rs.182 crore during 2014-15 as compared Rs.161 crore thereby registering
an increase of over 13%. Addressing the shareholders during the 53rd
Annual General Meeting held on 28th September, 2015, Harpreet Singh,
Managing Director stated that this could be possible due to addition
of constructed storage capacity by 1.78 lakh MT at 26 locations in 12
States with a capital investment of Rs.110 crore, operation of Cargo
Terminals at Integrated Check Posts (ICPs), CRT operations etc. This
has been made possible by attracting alternate agri-business and also
business in industrial warehousing segment. Keeping in view the national
priority for safe storage of foodgrains, utilization of capacity for
storage of foodgrains was given due priority.The overall capacity as
on 31.3.2015 has increased to 115 lakh MT as against 105 lakh MT in
the previous year. CWC handled 9.51 lakh TEUs during 2014-15 despite
slump in the IMPEX trade. During 2014-15 CWC continued to operate Cargo
Terminal of Integrated Check Post (ICP) at Attari on Indo-Pak border.
CWC handled 79,867 export/import trucks as against 74,847 export/import
trucks and earned a gross revenue of Rs.50 crore during 2014-15 as against
Rs.39 crore earned during 2013-14. Cargo Terminal at ICP, Agartala handled
30,480 export/import trucks as against 7167 export/import trucks handled
during previous year to facilitate border trade with Bangladesh. Keeping
in view the improved financial results, CWC declared dividend @ 54%
for the year 2014-15 as against 48% paid for 2013-14.

of India Enterprise under the aegis of Union Ministry of Water Resources,
River Development & Ganga Rejuvenation was conferred with "Eminent
Women Engineer's Award" by the Institution of Engineers (India).
WAPCOS has been providing consultancy services in all facets of Water
Resources, Power and Infrastructure Sectors in India and Abroad. Ms
Pooja Kapoor is working with WAPCOS for the last 17 years in various
Water Resources and Infrastructure Development Projects in unexplored
geographies and challenging conditions in Countries like Cambodia, Chad,
Lao PDR, Mozambique, Sudan, Togo, Zimbabwe etc. She has also been involved

ITDC declares remarkable 20% dividend (UPDATED)
India Tourism Development Corporation (ITDC), the public sector undertaking
under the aegis of the Ministry of Tourism, conducted its 50th Annual
General Meeting at the Group's flagship hotel, The Ashok, New Delhi.
The Corporation closed the year with an all round increase in the performance
as compared to the previous financial years. The turnover of the Corporation
has increased by 7.37% to Rs.504 crore approximately. The net profit
before tax has increased by 226% to Rs.38.95 crore as compared to Rs.11.93
crore during 2013-14. The profit after tax has increased by 265% to
Rs.34.37 crore as compared to Rs.9.42 crore during 2013-14. The profit
earned by ITDC during 2014-15 has broken the records of last 7 years
after 2007-08. The highlighting feature of the AGM was the declaration
of a dividend of 20% to Rs.17.15 crore approximately as recommended
by the Board in the meeting held on 29th May, 2015. Earlier the dividend
of 20% was declared in the year 2007-08. Out of Rs. 17.15 crore, an
approximate amount of Rs.14.93 crore will go to the Government of India.
The meeting was chaired by Umang Narula, IAS, Chairman & Managing
Director of the Corporation. The Board of Directors present at the meeting
were Piyush Tiwari, Director (Commercial & Marketing), A V Ratnam,
Independent Director and Dr Usha Kiran Rai, Independent Director. The
Corporation, besides showing improvement in turnover and profitability,
has also shown a significant improvement in the operational efficiency.
Further, the turnover of almost all the operational verticals have increased
during the year.

Need for integrated policy for unmanned aerial
vehicles: Tyagi (UPDATED)
R K Tyagi, former Chairman, Hindustan Aeronautics Limited while delivering
a talk in the Second International Seminar on " Unmanned Systems
and Technologies" organized by CII emphasized the need for four
priority areas for increased UAV usage in the country. Firstly the Need
to have a UAV Regulatory Policy to be issued by DGCA, Secondly Creation
of an integrated UAV/DRONE policy outlining the manufacturing standards
and quality control process. Thirdly, Creation of Technology Development
Fund of Rs. 500 crores for UAVs and Fourthly Creation of National Oversight
Body having various stakeholders like Armed and Paramilitary Forces,
Department of Science and Technology, Ministry of Urban Development
and various industry bodies. The UAV market in India is expected to
be of the order of 1 Billion US Dollar in the next five years and 4
to 5 Million US Dollar in the next 10 - 15 years. Apart from Defence
applications, the UAVs as force multiplier and paradigm shifter also
have great potential in Agriculture, Land surveying, Film making, Inspection
of Labour forces, 3-D Modelling of Building and landscapes and also
special areas like studying the craters of active volcanos etc. The
UAVs have also great potential for contribution in law and order management,
border monitoring and coastline surveillance for a country like India.

SBI cuts base rate by 40 basis points to 9.30%
(UPDATED)
The State Bank of India (SBI), country's largest commercial bank has
cut its base rate by 40 basis points from 9.70% p.a. to 9.30% p.a. Revised
rate will be effective from October 5, 2015. Welcoming the RBI announcement,
Mrs Arundhati Bhattacharya, Chairman, SBI said that "Overall, the
policy announcement has a slew of positive surprises with the most notable
being the projection of a benign inflation trajectory even throughout
FY17 and reaffirmation of a continued accommodative policy". "The
increase in FPI limit and the reduction in SLR & HTM will counterbalance
each other. The proposal to reduce the risk weights on low cost housing
loans will incentivise the banks. The decision to circulate a concept
paper for increased usage of cards is a step in the right direction
for a cashless society in quest for a digitised India" Arundhati
Bhattacharya, Chairman, SBI also added.

Good Governance
Good Governance in the country can be achieved if the duplicity of
work in Government is avoided. Two Government Departments at whims of
their Secretaries are performing same job leading to duplicity. The
allocation of business rules should be redefined and clear cut demarcations
laid down. There will also be financial saving from administrative angle.
People in USA are asking for less of bureaucratic interference.

Comical address
The reception that Pope Francis got while addressing the US Congress
was comical to say the least. After every sentence of his, some hardly
understandable due to his heavy Spainish accent, there was a thunderous
applause and a standing ovation at that! There were standing ovations
even before he completed a sentence and sometimes when he merely cleared
his throat or coughed or sneezed. This shows where the American bias
lies. Contrast to this with the treatment routinely dished out to Hindu
Gurus visiting America. Acharya Rajneesh was paraded handcuffed in public
by American police on all sorts of criminal charges which have yet to
be proved in an American court of law. He was deported to India in disgrace
like a common criminal. Would the American Christians do the same to
the umpteen catholic Bishops, Cardinals and Fathers and Brothers accused
by thousands of catholic men of having been sodomised by these so called
priests when they were children? Would America even consider deporting
the head of the Catholic Church for not getting the guilty priests prosecuted?

CGHS functioning
This is regarding functioning of CGHS and I am concerned about the
condition of Retired Officers-particularly those who are having certain
ailments such as DIABETES which needs constant medication. The person
has to go to a specialist hospital once every 3 months and then he is
given medicine only for one month. If you are registered with CGHS dispensary
such as Mayur Vihar Phase I, you had it. One has to wait for hours to
get the medicine authenticated by the doctor sitting there and doing
nothing but incorporate those medicines in the computer and give you
a slip which is another reason of waiting for hours. At the end of the
ordeal, one would feel as if he unnecessarily paid Rs. 60,000/- at the
time of retirement. I have not narrated the ordeal one has to undergo
in the so called specialist hospitals. Will Health Secretary do something
about the retired persons.

CGHS Dispensaries open for all Delhites for Dengu
Today's news in daily newspapers is really disturbing. Government has
allowed all citizens the facility(?) of CGHS dispensaries for treatment
of Dengu. It's clear that either the decision makers in the present
Government are not aware of the reality and living in fools paradise
or they are making a fool of public by showing their sincerity(?) in
dealing with dengu menace. It takes a patient at least two hours to
get his turn in CGHS dispensary (at least in Mahavir Enclave/Palam,
New Delhi), and when his turn comes doctors dispose him / her off in
few minutes. Then join another queue at the pharmacy. It's really a
traumatic experience. During my service career of 39 years I visited
CGHS dispensaries only on 4-5 occasions, and after retirement has visited
only once in the last about 2 years. The waiting; filth; behavior/attitude
of doctors and para-medical staff; poor quality of medicines; etc has
always come in the way of my visiting CGHS dispensaries. And now common
man is allowed the facility. God save the common man.

Information regarding the officials who were compulsorily
retired
The Appellant sought information regarding the officials of the
Aligarh branches of the bank, who were compulsorily retired or
took voluntary retirement during the period January 2003 to December
2005. The information was denied by the Bank under Section 8 (1)
(j) of the RTI Act. The Appellant made certain allegations of
irregularities in the functioning of the Respondent Bank and stated
that disclosure of the information sought by him is also a matter
of larger public interest. The CIC noted that compulsory retirement
is a punishment imposed on officials as a result of disciplinary
proceedings. Referring to the Supreme Court judgment in Girish
Ramchandra Deshpande vs. Central Information Commissioner &
Ors. [http://www.rtifoundationofindia.com/dopt/SCDecision.pdf],
the CIC ruled that information concerning disciplinary action
against third party officials is exempt from disclosure in the
absence of a finding of larger public interest. Observing that
the information concerning those who obtained voluntary retirement
is also their personal information, the CIC upheld the order of
the bank and rejected the appeal..
Comments
Unless a larger public interest is invoked, personal information
is not liable to be disclosed.
