Petroleum and Natural Gas Ministry is facing severe crisis of senior
officers. At present 2 J.S . level and 4 Director level posts are vacant
in the ministry. Sources maintain that after petro gate officers do
not want to be posted in this ministry.
Will Foreign Correspondents posts be scrapped?
Not a single IIS officer is interested to be posted as Foreign Correspondent
of Prasar Bharti. Reason is said to be discontinuation of foreign allowances
since 2010 by MEA. Dubai Correspondent post is vacant since April this
year, Kabul post is vacant for the last more than one year while Kathmandu
post will fall vacant by 15 of this month. Ministry of I & B has
failed to pursue the case with MEA. If sources are to be believed the
MIB has no choice to scrap or surrender these posts. PB has four foreign
correspondents posts in Colombo, Dubai, Kathmandu and Kabul.

INTERVIEW --- MMTC CMD Ved Prakash
MMTC Ltd.,
Metals and Minerals Trading Corporation of India, is one of the two
highest earners of foreign exchange for India and India's largest public
sector trading body. Not only handling the export of primary products
such as coal, iron ore, and manufactured agro and industrial products,
MMTC also imports important commodities such as ferrous and nonferrous
metals for industry, and agricultural fertilizers
Our Corporate Editor Abul Hasan talked to its CMD Ved Prakash on
various issues including its overall performance and his vision for
the organization. Following are the excerpts -----
Q 1. MMTC was established in 1963. How do you see this long journey
of about 50 years ?
During this period of over five decades the company has grown exponentially
into a corporate giant, extending its areas of operation from the minerals
and metals with which it was initially entrusted, to sectors including
agro, power, fertilizers, coal and hydrocarbons, ferrous and non-ferrous
metals and precious metals. MMTC has adapted to changing paradigms to
fit into newer roles and is today one of India's premier corporate houses,
engaged in diverse trading activities, and has invested in various projects
as a policy for investment in trade- related infrastructure.
In 1993, MMTC became a public limited company, and the name of the company
changed to MMTC Limited. It also expanded its global presence through
foreign offices, diversified its operations, and set up joint ventures.
MMTC forayed into retails sales of gold and studded jewellery and the
Festival of Gold became the flagship annual event in MMTC's retail activities.
During its long journey, MMTC has acted as a bridge for the Nation i.e.
sourcing what has been in short supply for India's industry while exporting
its surplus to fulfill another country's growing needs. The company
has significantly aided the growth of foreign trade in India, adding
to the foreign currency reserves and widening the scope of employment.
Q 2. As MMTC is a name in itself, it needs no introduction. What
is your dream about the organization and what efforts are being made
to fulfill it ?
We are aiming to double MMTC's business turnover by 2020. Our aim is
to achieve Navratna status in the next five years.
MMTC plans to consolidate its position as leader in the existing business
lines by diversification in product range, diversification in markets,
expanding its customer base by providing value-added services, including
stock & sale services, making goods available at the customer's
doorstep, etc. Also, in order to diversify the business of the company,
two new trade divisions for export of Engineering goods and Drugs, Pharmaceuticals
and Fine chemicals have been established. We are also placing renewed
focus on MMTC's precious metals business and tapping into its brand
value to expand retail operations for our Sanchi silverware brand and
gold/silver medallions. At the same time, we will be promoting our various
JVs, especially NINL, and our FTWZ at Kandla and Haldia.
Q 3. How do you rate the overall performance of MMTC, ever since
you have assumed the office of its CMD ?
The financial results of MMTC for FY 2014-15 have recently been finalized,
wherein the Company has achieved a Turnover of INR 18,237 crores and
a Trading Profit of INR 207.92 crores. Our net profit has more than
doubled vis-à-vis FY 2013-14 (unaudited).
Despite economic slowdown and general recession in Europe and other
countries, MMTC's performance has been relatively better. During the
current financial year, we have planned to grow further with major initiatives
towards strategic diversification and consolidation of existing businesses.
Q 4. Would you like to elaborate about a few of your top priorities
?
Manpower is the most important source for any company, and my topmost
priority is to provide them the best professional training and create
conducive conditions for job satisfaction and improving motivation levels
etc.
In addition, we would be exploring new opportunities and explore newer
markets in South East Asia, SAARC countries and Africa through our wholly
owned subsidiary in Singapore and the office in Johannesburg.
Q 5. Any pockets of stress? And if then, what mechanism do you have
to curb it ?
Some of MMTC's current businesses have been affected by the economic
slowdown and recession - like conditions. There has been a decline in
iron ore export and precious metals retail business due to various regulations
and challenging external environment. Business diversifications into
new product lines and markets would help us overcome this.
Q 6. You seem quite aggressive in promoting the culture of customer's
satisfaction for your retail business as your top priority, which is
a quite competitive sector today. What is your vision ?
MMTC has established
itself as a brand of Trust and Purity among customers. Today customers
specifically ask for MMTC items when it comes to gold and silver items.
In a market where the buyer is of foremost importance, special emphasis
needs to be placed on customer satisfaction, repeated customer contact,
upgradation of product, etc., especially in order to keep pace with
emerging market trends. MMTC receives constant feedback from consumers
on their requirements, and has continually strived to address their
towards quality standards with its guarantee of hallmarking and assured
purity of products.
Why consumers are not getting benefit of oil
price cut ?
Now a days crude oil prices are going down world wide. India is also witnessing
the same trend but consumer is not benefitted accordingly. Why? Dharmendra
Pradhan, minister of petroleum and natural gas put the answer like this.
Its true that oil prices are going down globally but VAT is unchanged,
processing cost is same , local, state , central and other taxes do not
come down then how consumers can get more relief ?.

India lucky to have such a PM
PM cleared file of Secys aptt at 9.41 PM: (wic 31.8.15)- PM Modiji is
really a diligent and an intelligent person. Clearing files at pm (night)
is good sign for a dedicated and workaholic PM. He is a no-nonsense
person and is a non-corrupt (although some extremely corrupt officers
may have escaped his eagle eyes at the time of their promotion, unknowingly).
Bharat is lucky to have such a Yogi as PM who is 24x7 PM. He has no
foreign junkets to cold countries during summer season in Bharat, just
for fun, at the cost of public money. May GOD give him a healthy and

Modi faces biggest challenge in Bihar
Narendra Modi is facing his biggest challenge yet in Bihar. The Laluji-Nitishji-Congress
combine had first tasted success when they backed Arvind Kejriwal in
Delhi and Kejriwal won a historic victory, largely due to the anti Modi
coalescence of the minority vote with the government servant vote and
the apathy of the BJP cadre combined with the hubris of Modi and Shah.
Now, the Laluji-Nitishji-Congress combine which has the wily old fox
Laluji fighting the battle of his life for the future of his children
and Nitishji fighting a last ditch battle against the man who destroyed
his dreams of becoming PM or Deputy PM (read Modi) and the Congress
hoping for revival after the massive decimation it saw in 2014, has
strategised very carefully. First, appeal to the core vote banks of
Yadavs and Kurmis, next, talk about Bihari DNA and the supposed slurs
Modi has cast on Biharis (BIMARU), then, try to demolish Modi's package
argument by harping on special status and mooting counter packages all
the while saying the package does not amount to much, then talk about
the Lalu years as not being a Jungle raj but Mandal raj, then talk about
Modi being a non performer (which is why they have kept Parliament stalled),
and how he has been unable to bring back black money (those who generated
it in the first place and sent it abroad are now talking about not bringing
it back), keep Modi at bay by aiding Hardik Patel so that Modi (hitherto
holding complete sway in Gujarat) faces challenges in his own backyard
and part of his energy is taken up by his home state and other BJP ruled
states. They are also hoping that if they can project themselves as
being capable of defeating Mr Modi, the minority votes will swing their
way massively. They might very well succed. The Laluji-Nitishji combine
is a formidable one. What goes in favour of Modi is that he has been
forewarned by the Delhi debacle, so he and Shah would be more careful
this time, further, the Arvind Kejriwal inspired trick of free electricity
and water is unlikely to have any truck in a largely rural state where
even the cities do not have consistent electricity supply and anyway
electricity is free for most people who have unauthorised connections,
Modi also is an OBC who comes from a poverty ridden background, Modi
has a reputation as a doer, none can forget the jungle raj during Laluji's
time, none can forget that Laluji's basic interest is himself and his
children and not even the Yadavs, the Minorities cannot forget that
Nitishji was part of the NDA for years, Laluji cannot forget that he
serves jail time due to Nitishji and NDA who brought scams to light,
Nitishji cannot forget that Laluji is now the elder brother of his combine.
Though Laluji and Nitishji have political acumen of the highest order,
so is Modi an intelligent politician. In sum, it will be a very interesting
election to watch and will decide the fate of Bihar and its crores.
On the one hand is development, on the other are the lost years of Bihar.
Biharis will have to be careful in their choice.

Nandan Dube is right
I agree with Nandan Dube that after working out modalities, lot of vacancies
in Para military forces and in the State Armed Police Battalions and
even district police can be filled up by qualified defence personnel
who retire pretty early and are physically fit and well trained. They
can be sent for short course on police related and law related subjects.
That will also reduce, as rightly stated, the burden of pensions on
the exchequer.

Providing better medical facilities
The issue here is not of superiority or who has more experience - CGHS
specialists or specialists in 'CGHS approved' private hospitals, but
of providing better medical treatment facilities for pensioners by removing
needless admin barriers. Government should allow pensioners to seek
medical treatment in CGHS approved private hospitals and get medicines
from CGHS dispensaries based on their prescription without the necessity
of first approaching a CGHS specialist.

I am raising this view last many months that at least allow pensioners
for OPD consultation in CGHS empanelled hospitals and medicines to be
issued by CGHS dispensary or wellness centres but there is no taker.
Same thing is being voiced again and again but government is not taking
action. Minister of Health & FW is completely ignoring this request
very silently and officers responsible are not making enough efforts
to get the things move. The result is complete harassment to CGHS beneficiaries
specially old age pensioners. Specialist are available on weekly basis
why not available on daily basis so the wait period is less for consultation.
How to make government to understand the things in positive way? We
are moving in digital age without understanding the ground realities.
People donot need "digital lockers" but need treatment and
good health.

according approval to B.Tech. Civil Engineering course by the
All India Council of Technical Education (AICTE). The respondent
officer explained that the Universities can start the technical
courses without any prior approval of the AICTE, at their own
risk as per Supreme Court's decision inBharatidasan case. However
Universities are under obligation to conform to the standards
and norms laid down by the AICTE. Being autonomous there is no
bar for the Universities to start technical courses. Students
have to check about the approval or standards of the course. If
they face any difficulties because of lack of AICTE approval for
the course, the AICTE will not be responsible. He said the UGC
is the appropriate authority to give recognition to the Universities
and to advise to seek approval of AICTE for their courses. The
CIC noted that the AICTE is vested with statutory authority for
planning, formulation and maintenance of norms and standards,
quality assurance through accreditation, funding in priority areas,
monitoring and evaluation, maintaining parity of certification
and awards and ensuring coordinated and integrated development
and management of technical education in the country. The CIC
noted that the MK Kaw panel had recommended converting the AICTE
into a statutory constitutional body and suggested ending the
affiliation system of technical schools in the next 10 years.
More than 11,000 professional schools, including engineering and
management schools, fall under the purview of the AICTE. The CIC
observed that there is a strong need for the AICTE to inspect
the deemed universities and institutions offering technical courses
and ascertain if they are maintaining standards, and if concluded
they are not, their names should be published in official website,
so that students are informed about courses and standards. AICTE
can use its recommendatory power to inform the people about the
standards of the courses in Universities. The CIC directed the
AICTE to inform the appellant how many institutes are inspected
by its teams and how many Universities/institutions are found
to be conforming with the standards and norms laid down by AICTE,
within one month from the date of receipt of this order.
Comments
There are many students who get duped by colleges who offer courses
not recognised by the AICTE. There is an urgent need for segregating
such institutions to prevent gullible students from falling into
their trap.
