600 DCs/ACs posts vacant in I-T department

In Income Tax department, more than 600 posts of DCs and ACs have been vacant for the last many years. It is said that CBDT could hold DPC for these posts since 2002. Sources say despite cadre restructuring approval in 2013 these posts are lying vacant. The sanctioned strength of DC/AC is 2,294 . ITOs sanctioned posts are 5,942 but more than 30% posts are lying vacant. Due to this assessment work is affected. Will Ministry of Finance take some initiatives to ease the situation?.

Accessible India Campaign

Department of Empowerment of Persons with Disabilities (DEPwD), Ministry of Social Justice and Empowerment, has formulated the ACCESSIBLE INDIA CAMPAIGN (Sugamya Bharat Abhiyan), as a nation-wide campaign for achieving universal accessibility for persons with disabilities. Mukesh Jain, Joint Secretary in the department spearheading this campaign is an IPS officer of 1989 batch of Madhya Pradesh cadre. Universal Accessibility is critical for persons with disabilities for enabling them to gain access to equal opportunity, live independently and participate fully in all aspects of life in an inclusive society. The campaign will focus on creating Accessible Built environment, Transport System and Accessible Information and Communication Technology Eco-system. Maharashtra launch of the campaign was done in Mumbai on September 24 in the presence of CM Maharashtra, Cabinet Minister Thawar Chand Gehlot, MoS Krishan Pal, Secretary, Lov Verma, Vivek Oberoi, other officials from GoI and Maharashtra, NGOs and eminent participants from corporate sector. The campaign will soon be rolled out in the states of Rajasthan, Goa, Andhra Pradesh, Madhya Pradesh among others.


Post of Chairperson, CCI offered at Rs 4.5 lakh

Need for integrated policy for unmanned aerial vehicles: Tyagi

R K Tyagi, former Chairman, Hindustan Aeronautics Limited while delivering a talk in the Second International Seminar on " Unmanned Systems and Technologies" organized by CII emphasized the need for four priority areas for increased UAV usage in the country. Firstly the Need to have a UAV Regulatory Policy to be issued by DGCA, Secondly Creation of an integrated UAV/DRONE policy outlining the manufacturing standards and quality control process. Thirdly, Creation of Technology Development Fund of Rs. 500 crores for UAVs and Fourthly Creation of National Oversight Body having various stakeholders like Armed and Paramilitary Forces, Department of Science and Technology, Ministry of Urban Development and various industry bodies. The UAV market in India is expected to be of the order of 1 Billion US Dollar in the next five years and 4 to 5 Million US Dollar in the next 10 - 15 years. Apart from Defence applications, the UAVs as force multiplier and paradigm shifter also have great potential in Agriculture, Land surveying, Film making, Inspection of Labour forces, 3-D Modelling of Building and landscapes and also special areas like studying the craters of active volcanos etc. The UAVs have also great potential for contribution in law and order management, border monitoring and coastline surveillance for a country like India.

Steel Minister receives dividend cheque from MSTC (UPDATED)
The Union Minister of Steel & Mines, Narendra Singh Tomar was handed over the dividend cheque for the financial year 2014-15 for an amount of Rs.16.37 Crore by S K Tripathi, CMD MSTC in New Delhi today. MSTC's dividend was declared at 207 percent of the paid up equity capital for the financial year 2014-15 in the Annual General Meeting held on 14th September 2015 at Kolkata. MSTC has also declared issue of Bonus Share at 1:1 ratio. MSTC is a Mini Ratna category 1 PSU under Ministry of Steel. It is a profit making and dividend paying company. MSTC closed the financial year 2014-15 with a Profit before Tax (PBT) of Rs.131.47 crore. Total volume of business during the year is Rs. 29923 crore - a growth of about 19%. There has been an increase in company's reserve by around 11%. In the year 2014-15 MSTC created history and successfully auctioned 29 coal blocks and allotted 41 coal mining blocks to steel, cement & power sector and State owned entities in a transparent and fair manner as a follow up of Supreme Court directive. MSTC also conducted Global e-Tender-cum-e-Auction in multi-currency of Red Sander Wood for Andhra Pradesh valuing Rs. 850 crore. All these businesses made MSTC one of the largest e-commerce companies in the country. MSTC promotes the policy of the Government of India for adopting e-Governance for ensuring efficiency, economy and equity in Government business decisions by its work. "Sabka Vikas -MSTC ke Saath".

ITDC declares remarkable 20% dividend
India Tourism Development Corporation (ITDC), the public sector undertaking under the aegis of the Ministry of Tourism, conducted its 50th Annual General Meeting at the Group's flagship hotel, The Ashok, New Delhi. The Corporation closed the year with an all round increase in the performance as compared to the previous financial years. The turnover of the Corporation has increased by 7.37% to Rs.504 crore approximately. The net profit before tax has increased by 226% to Rs.38.95 crore as compared to Rs.11.93 crore during 2013-14. The profit after tax has increased by 265% to Rs.34.37 crore as compared to Rs.9.42 crore during 2013-14. The profit earned by ITDC during 2014-15 has broken the records of last 7 years after 2007-08. The highlighting feature of the AGM was the declaration of a dividend of 20% to Rs.17.15 crore approximately as recommended by the Board in the meeting held on 29th May, 2015. Earlier the dividend of 20% was declared in the year 2007-08. Out of Rs. 17.15 crore, an approximate amount of Rs.14.93 crore will go to the Government of India. The meeting was chaired by Umang Narula, IAS, Chairman & Managing Director of the Corporation. The Board of Directors present at the meeting were Piyush Tiwari, Director (Commercial & Marketing), A V Ratnam, Independent Director and Dr Usha Kiran Rai, Independent Director. The Corporation, besides showing improvement in turnover and profitability, has also shown a significant improvement in the operational efficiency. Further, the turnover of almost all the operational verticals have increased during the year.

stop OROP agitation

As an ex-SS commissioned Army officer who has gone through one war and also now retired as a senior executive of an Oil PSU, I felt disgusted at the undignified and non-officer like agitation carried out by some of the defence veterans in Delhi. If OLQ is that differentiates an officer from others, those leaders who were shouting slogans, did not show any such quality. Even after government agreed to their major demands, their greed in continuing with the agitation is unpardonable. Buoyed by the support from a doting press and the politicians unwillingness to say anything against the 'patriots', they went over board and made them no more different from political agitators. It is known to everybody that it is only those in non-officer category who retire before the age of 40.They get a pittance of a pension. Instead of demanding jobs in governmental institutions and PSUs for these released soldiers, the agitating leaders were harping on OROP alone. Even now a retired superceded Lt. Col gets a pension of more than Rs.40,000 and a brigadier about Rs 50,000. Ours is a volunteer force and no one has forced them to join the defence services. It is laughable that they are now finding enemies in IAS babus. If their status and pension were downgraded in the 70s the blame goes to their Chiefs who were kowtowing the then governments with canine like submission.
They forget that there are others also who contributed in the growth, stability and welfare of this nation. For example Oil PSUs. The work condition in 60s,70s and 80s in oil sector without any protective devices were worse than that of a peace time soldier and we did not have a war for the last 43 years except for the battalion strength skirmish in Kargil. These PSU employees competed with international oil giants in adverse circumstances to bring up national oil companies like IOC. They gave yeoman service to our armed forces during war and peace. What did they get in return, a CPF half of which was contributed by they themselves with no pension. All these when these PSUs were raking out huge profits after profits year after year to the government coffers. The CPF of Rs.10 or 20 lakhs they got in 80s and 90s are peanuts now. With dwindling bank FD rates, many of those retired who gave their sweat and tears for the national wealth are almost destitutes now. The companies have forgotten them and the nation also. Every one knows that the present government is a nationalist government with sympathy for soldiers and veterans. But as an elected government they cannot abdicate their responsibilty to the poor of this nation. Government has to balance their economics. To make the government crawl, after they have agreed to accept OROP and most of their other demands, with continued agitation is the height of irresponsibilty. Pot bellied retired generals jumping and shouting slogans gave a despicable sight especially when we are daily inundated with news of farmers' suicides.

I agree with AK Saxena and R Kumar about reforms in CGHS. I would suggest CGHS should prescribe medicines to be issued directly by chemist/supplier attached to the Dispensary on presentation of the CGHS medicine slip. Claim reimbursement later as at present.

Ignoring common man's woes when in service

Either Health Secretary or any other Secretary or bureaucrat - especially belonging to the elite class (IAS) - does not think about the common man's problem while in service. They feel the pinch only when they retire and face similar problems as common man - then it is too late for him to correct things, even if he wants to do it because by then he will be powerless - may be worse than a common man.

Information regarding the officials who were compulsorily retired

The Appellant sought information regarding the officials of the Aligarh branches of the bank, who were compulsorily retired or took voluntary retirement during the period January 2003 to December 2005. The information was denied by the Bank under Section 8 (1) (j) of the RTI Act. The Appellant made certain allegations of irregularities in the functioning of the Respondent Bank and stated that disclosure of the information sought by him is also a matter of larger public interest. The CIC noted that compulsory retirement is a punishment imposed on officials as a result of disciplinary proceedings. Referring to the Supreme Court judgment in Girish Ramchandra Deshpande vs. Central Information Commissioner & Ors. [http://www.rtifoundationofindia.com/dopt/SCDecision.pdf], the CIC ruled that information concerning disciplinary action against third party officials is exempt from disclosure in the absence of a finding of larger public interest. Observing that the information concerning those who obtained voluntary retirement is also their personal information, the CIC upheld the order of the bank and rejected the appeal..
