One senior IPS

Civil Aviation Security (BCAS).Name of one Odisha cadre IPS officer

Prashant Goyal who has recently been posted JS in the department of
Economic Affairs is likely to be given budget desk. He is an IAS officer
of 1993 and belongs to AGMUT cadre.

Who will be Joint Secretary (UT) in the Ministry of Home Affairs. Two

SAIL bags EEPC INDIA National Award 2013-14

Steel Authority of India Ltd. (SAIL) has been awarded with the prestigious
EEPC INDIA National Awards for Engineering Export Excellence as the
Star Performer for the year 2013-14 in the Basic Iron and Steel - Large
Enterprise product group category. In the financial year 2013-14, total
exports of steel by SAIL was valued around Rs 1500 crores, which is
a major achievement in recent times. The company recently has also bagged

MMTC Ltd.,
Metals and Minerals Trading Corporation of India, is one of the two
highest earners of foreign exchange for India and India's largest public
sector trading body. Not only handling the export of primary products
such as coal, iron ore, and manufactured agro and industrial products,
MMTC also imports important commodities such as ferrous and nonferrous
metals for industry, and agricultural fertilizers
Our Corporate Editor Abul Hasan talked to its CMD Ved Prakash on
various issues including its overall performance and his vision for
the organization. Following are the excerpts -----
Q 1. MMTC was established in 1963. How do you see this long journey
of about 50 years ?
During this period of over five decades the company has grown exponentially
into a corporate giant, extending its areas of operation from the minerals
and metals with which it was initially entrusted, to sectors including
agro, power, fertilizers, coal and hydrocarbons, ferrous and non-ferrous
metals and precious metals. MMTC has adapted to changing paradigms to
fit into newer roles and is today one of India's premier corporate houses,
engaged in diverse trading activities, and has invested in various projects
as a policy for investment in trade- related infrastructure.
In 1993, MMTC became a public limited company, and the name of the company
changed to MMTC Limited. It also expanded its global presence through
foreign offices, diversified its operations, and set up joint ventures.
MMTC forayed into retails sales of gold and studded jewellery and the
Festival of Gold became the flagship annual event in MMTC's retail activities.
During its long journey, MMTC has acted as a bridge for the Nation i.e.
sourcing what has been in short supply for India's industry while exporting
its surplus to fulfill another country's growing needs. The company
has significantly aided the growth of foreign trade in India, adding
to the foreign currency reserves and widening the scope of employment.
Q 2. As MMTC is a name in itself, it needs no introduction. What
is your dream about the organization and what efforts are being made
to fulfill it ?
We are aiming to double MMTC's business turnover by 2020. Our aim is
to achieve Navratna status in the next five years.
MMTC plans to consolidate its position as leader in the existing business
lines by diversification in product range, diversification in markets,
expanding its customer base by providing value-added services, including
stock & sale services, making goods available at the customer's
doorstep, etc. Also, in order to diversify the business of the company,
two new trade divisions for export of Engineering goods and Drugs, Pharmaceuticals
and Fine chemicals have been established. We are also placing renewed
focus on MMTC's precious metals business and tapping into its brand
value to expand retail operations for our Sanchi silverware brand and
gold/silver medallions. At the same time, we will be promoting our various
JVs, especially NINL, and our FTWZ at Kandla and Haldia.
Q 3. How do you rate the overall performance of MMTC, ever since
you have assumed the office of its CMD ?
The financial results of MMTC for FY 2014-15 have recently been finalized,
wherein the Company has achieved a Turnover of INR 18,237 crores and
a Trading Profit of INR 207.92 crores. Our net profit has more than
doubled vis-à-vis FY 2013-14 (unaudited).
Despite economic slowdown and general recession in Europe and other
countries, MMTC's performance has been relatively better. During the
current financial year, we have planned to grow further with major initiatives
towards strategic diversification and consolidation of existing businesses.
Q 4. Would you like to elaborate about a few of your top priorities
?
Manpower is the most important source for any company, and my topmost
priority is to provide them the best professional training and create
conducive conditions for job satisfaction and improving motivation levels
etc.
In addition, we would be exploring new opportunities and explore newer
markets in South East Asia, SAARC countries and Africa through our wholly
owned subsidiary in Singapore and the office in Johannesburg.
Q 5. Any pockets of stress? And if then, what mechanism do you have
to curb it ?
Some of MMTC's current businesses have been affected by the economic
slowdown and recession - like conditions. There has been a decline in
iron ore export and precious metals retail business due to various regulations
and challenging external environment. Business diversifications into
new product lines and markets would help us overcome this.
Q 6. You seem quite aggressive in promoting the culture of customer's
satisfaction for your retail business as your top priority, which is
a quite competitive sector today. What is your vision ?
MMTC has established
itself as a brand of Trust and Purity among customers. Today customers
specifically ask for MMTC items when it comes to gold and silver items.
In a market where the buyer is of foremost importance, special emphasis
needs to be placed on customer satisfaction, repeated customer contact,
upgradation of product, etc., especially in order to keep pace with
emerging market trends. MMTC receives constant feedback from consumers
on their requirements, and has continually strived to address their
towards quality standards with its guarantee of hallmarking and assured
purity of products.

Reshuffling large number of bureaucrats
A strong spine has been shown by the Present Govt. in reshuffling a
large number of bureaucrats and especially Home Secy. The way abnormal
things were happening were destined to end or otherwise parallel Govt
was in vogue. This is the state of affairs of higher ups in MHA. Recently
former HS had directed Secy, DOPT to consider his staff who has been
in that important position since joining say around 27 years and is
more powerful than any HS may be retained the same way as the staff
is being considered in Cab. Sectt. & PMO. RTP has been sidelined.
This is not new for Home even some important Ministries like Revenue,
Environment & Forests, Power etc. are the places where these high
& mighty are posted for over 2 and and a half decade. I hope only
now PMO needs to take a call to streamline the functioning about these
officials as well. Secy. DOPT who is very keen about RTP is always found
wanting and has always buckled under pressure.

Citizen centric steps ?
It is good to appreciate human touch like De Sa but these so called
rulers should also start thinking for some citizen centric steps and
not avoid it for the fear of getting caught at a latter stage. Let senior
officers make surprise inspections and book the erring and corrupt officials.
Let senior officials not confine themselves in the closeted cabins and
deal on green sheets. That was required for the British period when
alienation from the society was rule of government but now they are
our own brothers and should mai tain a social connect which is badly
missing

Govt. will have to bite the dust
Government has recently issued instructions that an official who has
grievance should make his representation through his immediate superior
or otherwise relevant provision of Conduct Rule will be applied. This
is totally wrong as it goes against human right. If an employee has
problem with both his immediate superior and next in command, then what
will he do. These days there are lecherous officers who take sadistic
pleasure in creating trouble for their juniors. If some person files
a case, then Government will have to bite the dust.

Representation from Government Servant on Service Matters
This has reference to the recent communication of DOPT asking Government
Servants not to make any representation to PM or Minister or Secretary
on service matter. This simply shows that the DOPT has a closed mind
set. We represent to PM or Minister or Secretary because either we do
not get justice elsewhere or we do not have faith at lower level. There
is a need to take steps for restoring our faith in the system. Moreover,
a representation by housewife by no imagination can be viewed as outside
influence. She does not command any influence. Moreover, she has stakes
in transfer and other service matter of her husband. When powerful people
influence the system, the system buckles down. But when a helpless wife
writes to PM, the husband is punished! We do not get justice and even
Department of Administrative Reforms and Public Grievances confesses
that it functions just as a post office. It is time for MODI Government
to realise that the bureaucrats do not want a fair system simply because
that hinders frequent change in the Political System which goes against
their interest. Let there be a government servant portal where any government
servant can post his representation and which can be monitored at different
levels including PMO to ensure fair play.

"Verification" of the income tax return
In the USA whose IRS(Internal Revenue Service)is imitated by the Indian
Income Tax Service only by calling itself IRS(Indian Revenue Service-IT),but
not in its citizen-friendly measures, while filing the annual tax return
there is no need at all to put any signature of the taxpayer but only
enter the Social Security Number of the person and that takes care of
the supposed great task of "verification" made much of and
made so complicated only by the income tax department in India to the
hassle of the taxpayers.

How long it takes CPWD to replace a Water Closet ?
I am a resident of Laxmi Bai Nagar staff quarters . The WC in my flat
was broken as the during repairs in the flat above me, a solid piece
of plaster fell and broke the WC in my flat. It is more than a month
since. But despite repeated complaints CPWD has not replaced the WC.
If this is the efficiency level of CPWD the organisation needs to be
shut down.

Amendment of Appointment by promotion to IAS Regulation 1955
The state civil services officers are promoted to the Indian Administrative
Service by invoking the provisions of the 1955 Regulation to this effect.
This Regulation provides for drawing up of the list of the candidates
falling in the consideration zone on the basis of the overall relevant
record by the selection committee. The committee shall prepare the select
list of the outstanding, very good, good, and unfit candidates in that
order. It stipulates that merit-cum- seniority principle has to be followed
and an outstanding officer rated by the selection committee shall supersede
the very good categorized officer and very good officer would take precedence
over the officer rated as good. The seniority in the IAS would be fixed
accordingly. In the last more than fifty years on many occasions this
principle was followed, but it caused immense frustration and discontentment
amongst the provincial civil services officers as they thought some
officers get their reports sponsored as outstanding not by work but
by other means and most of the time they were right as even those officers
got outstanding rating which were considered thoroughly mediocre by
all. The era of procuring outstanding reports by dubious ways and means
remained in existence for long years and it immensely harmed the cadres.
Thereafter, in spite of the fact that the Regulation has not been amended
the selection committees have started to categorize as very good even
those officers, who have earned hundred percent outstanding reports.
This is also not in accordance with law. In the year 2007 new system
of Annual Performance Appraisal Report was introduced. It stipulates
that the officer would be awarded marks in the scale of 10.Nobody knows
as to how many marks out of 10 would qualify for outstanding, very good,
good ,and unfit category. The Government of India must definitely encourage
merit and suitably provide for it in the Regulation and also ensure
that the selection committees follows law , in view of the new developments.

officer explained that the Universities can start the technical
courses without any prior approval of the AICTE, at their own
risk as per Supreme Court's decision inBharatidasan case. However
Universities are under obligation to conform to the standards
and norms laid down by the AICTE. Being autonomous there is no
bar for the Universities to start technical courses. Students
have to check about the approval or standards of the course. If
they face any difficulties because of lack of AICTE approval for
the course, the AICTE will not be responsible. He said the UGC
is the appropriate authority to give recognition to the Universities
and to advise to seek approval of AICTE for their courses. The
CIC noted that the AICTE is vested with statutory authority for
planning, formulation and maintenance of norms and standards,
quality assurance through accreditation, funding in priority areas,
monitoring and evaluation, maintaining parity of certification
and awards and ensuring coordinated and integrated development
and management of technical education in the country. The CIC
noted that the MK Kaw panel had recommended converting the AICTE
into a statutory constitutional body and suggested ending the
affiliation system of technical schools in the next 10 years.
More than 11,000 professional schools, including engineering and
management schools, fall under the purview of the AICTE. The CIC
observed that there is a strong need for the AICTE to inspect
the deemed universities and institutions offering technical courses
and ascertain if they are maintaining standards, and if concluded
they are not, their names should be published in official website,
so that students are informed about courses and standards. AICTE
can use its recommendatory power to inform the people about the
standards of the courses in Universities. The CIC directed the
AICTE to inform the appellant how many institutes are inspected
by its teams and how many Universities/institutions are found
to be conforming with the standards and norms laid down by AICTE,
within one month from the date of receipt of this order.
Comments
There are many students who get duped by colleges who offer courses
not recognised by the AICTE. There is an urgent need for segregating
such institutions to prevent gullible students from falling into
their trap.
