CBI facing acute crisis of manpower
The country's much sought after investigation agency Central Bureau
of Investigation (CBI), has been suffering from an acute crisis of manpower.
The Agency which has 50 per cent of its staff on deputation basis, has
a vacancy of 754, against its sanctioned strength of 4,544. Of these,
a huge 283 vacancies are at the level of inspector, 195 of constable
and head constable, 65 at deputy and additional superintendents of police,
41 at SP and senior SP-level .
New Chairman of CBSE in two months
New Chairman of CBSC would be selected within two months. The post has
already been advertised. YSK Seshu Kumar, IFoS (UP: 87), has been given
the additional charge of CBSE Chairman. He is a 1987 batch IFS officer
of UP cadre.

Anonymous complaints should be investigated (wic 2.9.15)
I agree with Gopal that anonymous complaints having verifiable facts
or documents should be investigated.
2. It is true that an insider knows full details about corrupt officers
and corruption, in his organisation. But, he can never think of making
a "named-complaint" against his own corrupt superiors, colleagues
etc. Hence, verifiable anonymous complaints should be investigated by
CVC, CBI and other investigating agencies.
3. CVC, CBI etc. have to amend their present rules regarding non-entertainment
of anonymous/pseudonymous complaints of corruption. Otherwise, Bharat
Mata shall continue to bleed by poisonous knives of these corrupt elements
in Government (both Central & States).
4. Moreover, CVC and CBI should also include State Govt. officers (especially
police) in its jurisdiction.
Some true Indian should bring this to the knowledge of our PM Modi who
will immediately implement this.

New culture
Indeed a new culture in service has started where the regular posts
of Secretary has become the posts for rehabilitation of retired officers.
The genesis of fixed tenure of posts of Secretary Home, Defence and
Cab Sec was to provide continuity, thus either post officers who still
have more than 2 years to retire or give fixed tenure. Now practice
is to give posting one day before retirement and then also change. Then
why retired officers give to in service officer only to change them
then in normal course. Another new culture is to initiate bogus enquiry
against officer on personal vendetta with no opportunity to officer
to defend, serve notice on retirement day and then make officer to fend,
this is in all services banking, insurance and of course all India Service.
Need strong introspection.

Revenue dept - No exclusive monopoly of IRS
It is essential to have an officer from another higher service as the
revenue secretary so as to get an independent view and perspective in
tax matters different from that of the revenue department officers and
to bring a breath of fresh air into the thinking and dealing of government
in these matters. Already there are complaints galore from various aggrieved
stakeholders against the straitjacketed and narrow thinking of the revenue
department officers which is amply reflected in the way in which the
tax laws are amended one-sidedly and even retrospectively to overturn
the well-considered judgments of even the supreme court meant to do
justice to the taxpayer and rectify the oppression of the revenue. Government's
executive and legislative power is recklessly used by the revenue department
to nullify these judgments and to harm the interests of even honest
taxpayers and companies who are vital contributors to the economic growth
of the nation, all in the name of increasing revenue leading to the
present climate of "tax terrorism" as rightly described by
the finance minister himself. If the revenue secretary is also an IRS
official, wherefrom is the government to get an independent and different
perspective on the proposals put up by the CBDT and CBCEC.

This year IT officers are providing excellent services by making refund
quickly. I had filed my IT returns for AY 2015-16 in the first week
of July and got my refund in the first week of August ITSELF. My thanks
to all officers for this good work.

A must read for all para military men and officers
If Mrinalini Singh daughter of Retd, General VK Singh is at all correct
then what's the need of so called CPMFS or CAPFs like CRPF, BSF, ITBP
and SSB? And why is government wasting huge money on these approx 9
lakh troops ?
These are other Armed forces of this country which have their own acts
and rules which were passed by the Parliament of this nation and are
working on the same pattern of the Army. Even their structures are same
as in Army. If so then why discrimination between these two group ?
One is preparing for the "One day" which may come anytime
or may not come but the second one which are CPMFS are fighting daily
to protect this country both from external and internal threats.
People read an interview of Mrinalini Singh, daughter of Gen VK Singh
in Times of India on Aug'28, in favor of OROP. She claimed that "similar
organizations like BSF, CRPF, ITBP etc don't need similar rights. They
don't go in battlefield. Only Army jawans look after us, standing at
the border, when we were probably sleeping".
She would like to be reminded of some facts.
1. How many days her father or husband stayed on border in entire service?
And if they themselves are sleeping behind the BSF, why are you misguiding
the innocent Indian people?
2. If Army jawans are looking after the border, what are BSF, ITBP,
SSB, Coast Guards doing? Who is the first line of defence? Who is facing
the enemy's first bullet since 1971?
3. If Army has sacrificed 22,250 lives after independence, CPMF has
sacrificed 33,678 lives on Border as well as internal security.
4. Why Army is misguiding people of India ?
5. Is it not a fact that a retired Army Subedar Major is getting more
pension than a retired Dy Commandant of CPMF ?
6. You are getting free ration, free travel, free residence, free furniture,
free liquor, VAT free canteen, free education, free coaches in trains
.etc
and still demanding more.
Still if bureaucrats think that these CPMFS are second to anyone then
please remove all troops of CRPF from Bastar and other left wing extremism
areas and place the Army there where these poor CPMFS are fighting guerilla
warfare from invisible enemy that too without proper logistics and low
salaries. You must be aware that the strong country like America couldn't
win guerrilla warfare in Vietnam than how you expect from these CPMFS
to win that too in such a low motivational environment ?
I request all politicians , bureaucrats and fellow citizens of the country
to stop discrimination between Army and CPMFS. If you can't then kindly
disband these other forces and share all our mandates between Army and
police. We would love to be unemployed rather being treated as secondary
citizens and step sons of this great nation.

Proactive disclosure by public authority
The appellant filed an online complaint with the CPIO, Rajya Sabha
Secretariat seeking information on compliance by Public Authority
through a specific reply on certain points regarding the DoPT's
guidelines dated 15.04.2013 in respect of the implementation of
the Section 4 of RTI Act (Proactive disclosure by public authority
- Link http://www.rtifoundationofindia.com/dopt/Suo_moto_disclosure-15042013.pdf).
The appellant sought the action taken report on the compliance
of the guidelines of DoPT along with URL link. The CIC directed
the CPIO to provide a copy of the Action Taken Report on the compliance
of the guidelines of DoPT OM dated 15.04.2013 to the Commission
as well as to the complainant.
Comments
Many public authorities are not aware of the DoPT guidelines regarding
the pro-active disclosure and as a result, the provisions of section
4 of the RTI Act remains to be implemented till date.
