Action likely against senior IAS officer ?
In the power gallery buzz is that the NDA government is likely to initiate
action against a senior IAS officer against whom a retired IAS officer,
in his open letter, has charged serious allegations of bypassing his
secretary in official matters. Sources indicate that he is likely to
be repatriated to his cadre. All possibilities are being studied at
the higher level. The particular IAS is said to close to one union minister.

Hats off to MP Chief Secretary Anthony JC de Sa
This is in response to your news item on the above mentioned subject
in 'Whispersinthecorridors.com" on 2nd September,2015. I had similar
sweet experience with De Sa sir. Sometime back I had my birthday and
was amazed to receive a phone call that morning from his mobile phone
greeting me personally. A Chief Secretary doing this to a 12 year junior
officer that too not of Principal Secretary rank is unheard of.
In Mr. De Sa Madhya Pradesh has most friendly, accessible, humble,
humane, hardworking and democratic Chief Secretary.
A 1992 batch IAS (MP Cadre)
Modi govt's failures
Modi government has failed on two counts. First is a total lack of
PR, putting up to the public, Government's achievements as also version
of the government on the present controversial issues. Nowhere is it
more manifested than in the case of the OROP agitation. Even senior
bureaucrats, let alone public are in the dark about the persisting disagreeing
points that is delaying the solution and which is spoiling the image
of the government. Second is the selection of secretaries for vital
posts. A recent example is that of a bureaucrat who has been working
in the lacklustre post of state resident commissioner for years and
who had been PS to an UPA minister for six years was catapulted to a
vital post. Subsequently government had to replace him within two months.
Many able bureaucrats are bypassed since they are allegedly controversial
forgetting that controversies can be raised only by those who are working.
One suspects the hands of RSS in this. It is better Modi takes some
interest in this subject.

Officers' representation
A lot is being written these days in your columns about representations
of officers being addressed to prime ministers. The real problem is
faced by gr A officers particularly those having directly to deal with
the Secretary of the department. The situation is much worse in central
services as the officers aggrieved with the system cannot seek transfer
out of the department. A complaint made to DOPT, CVC, Cabinet Secy lends
back in the department concerned only with no time limit prescribed
for its disposal or redress all of the grieve inch. An AS level officer
would therefore prefer to fall in line and get promotion and then replicate
the corruption and malpractice faced by him rather than put up a fight.
Short of filing a C A T cause which takes years to finalise let there
be a fast track system under DOPT or V C where such complaints can be
disposed of within 45 days.

Intense tussle is going on in the MoEF. It is difficult for outsiders
to understand between whom? However, one can make observation, since
work is going on in lethargic manner & files are piling up. Who
is responsible, nobody is ready to take in the Ministry. PMO must intervene,
otherwise Make in India will be only a dream.

speak rudely and never check the patient seriously. Very Ill patients
leave there on their luck - Bachenge ya Marenge. Medical Superintendent

Providing better medical facilities
I entirely agree with Prem Hans that pensioners/ senior citizens need
not go through the administrative barriers of seeking permission from
dispensary for going to a specialist in a 'CGHS approved' private hospital.
There have been many such requests from different quarters ever since
the new Government has taken over with a hope that since the previous
Government did not pay any heed to the vows of pensioners, at least
the new Government will. But it seems the new Government is also not
attending to the most justified demand. It is high time that BJP Government,
Ministry of Health, DGHS and other connected people should accept this
genuine demand and allow pensioners to go directly to a CGHS approved
private hospital and give medicines as prescribed by them.

Forged age certificates
This refers to the suggestion regarding verification of forged age
certificates by CBI. It is common knowledge that twins in IPS had a
difference of a few months -an incredible miracle of the parents! Similarly
two IAS officers and three IPS are serving thanks to forged age certificates!
Will the CBI have the guts to do anything? One of them served in the
CBI itself!

Hat's off to Defence Forces
Now that Defence Services people have got OROP, there is a need to
rationalize expenditure and put some austerity measures in Defence.
The distribution of free ration should be done through outside an agency
rather than by the force themselves in order to remove pilferage and
corruption in the area. Items provided at Canteens should be subject
to market forces and subsidy should be withdrawn. All procurement in
Defence should compulsorily be done in a transparent manner and through
e-procurement in order to control corruption and cost. A close watch
should be kept on the misuse of perks, staff and vehicles by some of
the members for personal purposes. Restraint should be put on family
members also, wherein they use vehicles for kitty parties, for going
to school/colleges etc. The subordinate personal should not be used
servants. This is also necessary to conserve energy and subsidy burden.
Income Tax Department should have a separate unit to watch on the earnings
and bank accounts of Defence Forces personal in order to ensure that
right amount of Income Tax are collected.
The Defence staff should also realize that many civilians are also slugging
it out. They reach office at 9.00amand slog up to 7.00 or 8.00 P.M.
You cannot bracket all Civilian employees from one angle. They also
have right to claim One Rank One Pension. Article 14 & 16 of the
Constitution talks of right to equality. The annual burden of Rs.8,500/-
crore could increase to Rs.25,0000/- per year. The last war was fought
in the year 1971 and many of them Defence personal have retired experiencing
combat. When the situation will demand the Civilians will also come
to the rescue of the country. Marta kya na karta.

Armed forces and CAPF officers
Whereas a rather vitriolic attack has been made by a reader Rakesh
Tiwari upon the armed forces of the nation for reasons known best to
himself, and apparently in support of the Central Armed Police Forces,
it is quite clear that the job profile and services of the two types
of organisation are entirely different. Whereas CAPF officers and jawans
all serve till the age of 60, armed forces personnel retire much earlier,
compulsorily as part of service conditions. Whereas CAPF officers are
in receipt of Non Functional Financial Upgradation (NFFU), allowing
all of them to retire with the pay of ADG Police, Armed forces personnel
are not in receipt of such a benefit. Only 30 % even reach the rank
of Colonel (PB 4, GP 8700), and there is no non functional pay upgrade.
The CAPF's are not suffering any loss as compared to armed forces on
the benefits front, and are in fact much better off. There is no need
to try and do down any service. Army Navy and Air Force protect the
nation, just as various CAPF's also perform all tasks assigned to them
to the best of their ability. Let noone make false accusations against
any other service.

OROP to bring good results
I agree with the views Tiwari comparing Army and BSF etc. The best
course would be to have same ranks, pay scale, promotional avenues in
all unformed organizations. Names of designations can be different but
the Ist and last pay scales & facilities should be the same. Also
this would facilitate induction of ex-services people into these organizations
after retirement/boarding out so that they can also retire at sixty
& better utilized too. Of course many worms will come out of the
silk known as OROP.

Proactive disclosure by public authority
The appellant filed an online complaint with the CPIO, Rajya Sabha
Secretariat seeking information on compliance by Public Authority
through a specific reply on certain points regarding the DoPT's
guidelines dated 15.04.2013 in respect of the implementation of
the Section 4 of RTI Act (Proactive disclosure by public authority
- Link http://www.rtifoundationofindia.com/dopt/Suo_moto_disclosure-15042013.pdf).
The appellant sought the action taken report on the compliance
of the guidelines of DoPT along with URL link. The CIC directed
the CPIO to provide a copy of the Action Taken Report on the compliance
of the guidelines of DoPT OM dated 15.04.2013 to the Commission
as well as to the complainant.
Comments
Many public authorities are not aware of the DoPT guidelines regarding
the pro-active disclosure and as a result, the provisions of section
4 of the RTI Act remains to be implemented till date.
