If sources are to be believed, no concrete assurance was given from the government side. What will be fate of GST ? Who can reply ?

Dr Arvind Subrahmanya,Chief Economic Advisor,CEA has opined that the China slow down will have no impact on Indian economy because cement,Iron and other related meterials are cheap. This will help boosting infrastructure activities in the country and economy won't be affected.

Road named after Kalam

One is amazed at the reaction of some people over the proposal to change the name of Aurangzeb Road to APJ Abdul Kalam Road. Such people appear to be fans of the Mughal king who is known for his atrocities. He did not leave his own brother and tortured his father too. Gurdwara Sis Ganj in Chandni Chowk is a reminder of his brutal ways. Why his 'admirers' prefer to have a road named after him rather than after the name of one of the finest Indians we had. What history are they protecting?

Government servants

While government has reiterated that government servants should not represent directly to seniors, it should also ensure fixing of responsibility/punishment to those who do not take any action on applications or involve in wrong decisions. DOPT can see the case file of my wife Rita Rani, PS wherein such orders of Estt. D have been applied, which are not applicable in her case, thus making the positive decision of seniors null and void. Who will punish such wrong doers? Atleast DOPT cannot be expected to add to the miseries of representationists.

Merger of steel PSU's

The opinions in this forum are very correct. Government should merge Maharatna PSU with RINL, and merge all parasite departments located in metros to plant/mines locations. Trim EDs GM's, DGMs & AGMs and excess should be posted to plants. All promotions, supercedings, temporary transfers, lateral recruitments, forged age affidavits should be investigated by CBI. Post honest, sincere and qualified and who have worked in plants at least 5 should be posted in corporates. All sufferers should be brought into mainstream. All foreign tours should be investigated. TA & PA concept should be abolished.

Wastage of money

I understand that a huge package is being doled out to Bihar due to political considerations. I wish this is scrutinized properly. Both the High HP Electric & Diesel Loco Projects are not needed. Also a proper review of investment & Audit of Chapra plant is a must. Let money not be wasted.

Conversion ratio in private hospitals

Every Doctor working in private hospital has a liability to convert 40% of OPD patients into private ward patients. If this ratio goes below 40%, the financial survival of hospital is at stake. Hence, government doctors are better as they do not have such liability. Another benefit is about qualification, which you can be sure that government doctors are not 'China' educated. Hence be in queue at CGHS and get benefit...there is nothing wrong in standing in queue, even if you are JA/AS...

Accept criticism

Justice Katju on the Circular issued on 27/08/2015 and clarification thereon dated 04/09/2015 by the Government of Maharashtra prescribing sedition action under Section 124A against people criticising the government, leaders etc:

"There are many things done by the Union and Maharashtra governments that do not strike a chord with many people and which causes them to express their contempt, enmity and disaffection openly. Some have even called for a revolution in view of the massive levels of poverty, unemployment, malnourishment, price rise, a lack of health care, farmers' suicides, and discrimination against the minorities, women and Dalits to name some of the issues that are still prevalent in India. But is this a valid reason to send such people to jail? I believe it isn't and they cannot".

Proactive disclosure by public authority

The appellant filed an online complaint with the CPIO, Rajya Sabha Secretariat seeking information on compliance by Public Authority through a specific reply on certain points regarding the DoPT's guidelines dated 15.04.2013 in respect of the implementation of the Section 4 of RTI Act (Proactive disclosure by public authority - Link http://www.rtifoundationofindia.com/dopt/Suo_moto_disclosure-15042013.pdf). The appellant sought the action taken report on the compliance of the guidelines of DoPT along with URL link. The CIC directed the CPIO to provide a copy of the Action Taken Report on the compliance of the guidelines of DoPT OM dated 15.04.2013 to the Commission as well as to the complainant.

Comments

Many public authorities are not aware of the DoPT guidelines regarding the pro-active disclosure and as a result, the provisions of section 4 of the RTI Act remains to be implemented till date.
