Dismayed by the horrendous delays in selections/promotions in higher
posts in Government: evidence being delayed appointments in PSUs, Banks,
Central Government Organised Services, etc., the Government has asked
Department of Personnel, to consult Law Ministry and bring up a Cabinet
Note for amalgamating all Selecting/Search Committees in a single organised
Structure. The Government wants to create a UPSC like agency for speedier
selection process. The delay in appointment of Independent Directors
in PSUs and consequential trouble they will have with SEBI, has led
to PMO virtually giving up on PESB and DPE. PMO feels that PESB has
become a station for parking of retired officers and there is little
accountability. Similarly the institution of COS has outlived its purpose.
While the contours of the Super Selection Commission are still to be
drawn, it is understood that a Centralised Selection process under DOP&T
and reporting directly to PMO will eliminate to a large extent, the
pulls and pressures on individual Ministers(ies). Also, with winding
up of the Planning Commission, a number of search committees which were
headed by respective Members dealing with Ministries have become non
functional, leading to a piquant situation of Secretaries heading selection
panels for selecting higher level posts- a case in point being selection
of a Member of CERC. The proposal, obviously will lead not go through
easily, given the patronage system prevalent in Ministries controlling
blue chip PSUs; but with a stronger PM(O), there is little chance of
any strident objection.

Railways released two E- Books
Ministry of Railways has released two E-Books which focuses the work
being done on Indian Railways and work is envisaged to be done in future
to make journey more comfortable and safe. The documents can be seen

Why PSU banks are not towing government line?
Business and industrial community are amazed that despite the loud instructions
from the RBI and the FM regarding lowering of rate of interest, why
government controlled banks are not following the said instructions.
If business house sources are to be believed, banks' such stiff posture
is badly hampering PM's Make in India and other loan based projects.
They feel that without financial assistance micro, mini and medium industries
cannot grow. Financial assistance is also required for indigenous manufacturing
units to grow. Observers are of the opinion that is this the weakness
of the NDA government or banks' management does not want to increase
their NPAs. Now it's up to the government to decide how to keep balance
between the growth and NPAs. Experts also feel sorry about the pity
situations of RBI and the Finance Ministry because during UPA government,
Finance Ministry was the real boss of PSU banks.

NSIC signs MoU with Ministry of MSME for year 2015-16

National Small Industries Corporation (NSIC) signed a Memorandum of
Understanding (MOU) with Ministry of Micro, Small and Medium Enterprises
(MSMEs). The MOU for the year 2015-16 was signed by Ravindra Nath, CMD,
NSIC with Madhav Lal, Secretary, MSME, Government of India. Also present
during the MOU signing ceremony were S N Tripathi, Joint Secretary,
MSME, P Udayakumar, Director(P&M),NSIC and B H Anil Kumar, Joint
Secretary (ARI). The said MOU envisages provision of enhanced services
by NSIC under its Financial, Marketing, Technology Services and other
support services schemes for MSMEs in the country. The MoU projects
growth of 15%-20% in the operational performance of the Corporation
during the year 2015-16. The key elements of the MOU for 2015-16 inter-alia
include: Raw Material Distribution to the tune of Rs. 21000 crore in
2015-16 as against Rs18000 crore in the year 2014-15. Preparing MSEs
to avail enhanced benefits under Public Procurement through
consortia formation, conducting vendor development program and providing
tender information to facilitate in tender participation. Adoption of
10 clusters to extend benefits of NSICs Schemes to the MSMEs operating
from such clusters. Facilitate MSMEs in their marketing efforts through
mobilising greater membership under e-marketing portal-www.msmeshopping.com.
Further, Ravindra Nath, CMD,NSIC informed that special focus will also
be given by NSIC to enhance the entrepreneurship and skill development
activities through setting up livelihood incubation centres under the
Scheme for Promotion of Innovation, Entrepreneurship and Agro-
Industry of Ministry of MSME.

HAL Board reconstituted; Chairman re-designated
as CMD (UPDATED)
The Board of Directors of HAL has been reconstituted with effect from
April 1, 2015. The Chairman, T Suvarna Raju is now re-designated as
Chairman & Managing Director (CMD). The revised structure consists
of five whole time directors, including CMD, two government nominee
directors and seven independent directors. The current position of Director
Human Resources is held by V M Chamola and that of Director (Finance)
by Dr A K Mishra. S Subrahmanyan who was Managing Director (MiG Complex)
is now Director (Operations). The position of Director Engineering and
R&D will be filled-up soon. The re-constitution is done considering
the growth of the Company in the next two decades. This will also ensure
extensive delegation and strengthen our management system, says
Raju, CMD. The posts of Managing Directors have been discontinued. The
Company now has four Chief Executive Officers (below the board level).

PM dedicates Rs. 12,000 cr modernised &
expanded Rourkela Steel Plant (UPDATED)
Prime Minister, Narendra Modi today dedicated to the Nation, SAILs
Modernised & Expanded Rourkela Steel Plant (RSP) in a glittering
function attended by around one lakh enthusiastic citizens of Rourkela.
The Prime Minster Modi in his address described Rourkela as the town
which has given India the strength of steel. He went on to add that
Rourkela Steel Plant plays a key role in the nations defence.
The historic occasion on the auspicious Utkal Diwas was
witnessed by the Governor of Odisha Dr S C Jamir; Chief Minister of
the State Naveen Patnaik; Union Minister for Steel & Mines, Narendra
Singh Tomar; Union Minister of Tribal Affairs Jual Oram, Union Minister
of State for Petroleum & Natural Gas (Independent Charge) Dharmendra
Pradhan, Union Minister of State for Steel & Mines Vishnu Deo Sai,
Secretary, Steel Sh. Rakesh Singh and Chairman, SAIL CS Verma, besides
other dignitaries and senior officials from SAIL, central and state
government. The modernisation and expansion programme of RSP implemented
with an investment of around Rs 12,000 crores would not only more than
double the plants hot metal capacity from 2.0 to 4.5 million tons
per annum (MTPA) but would also usher in a new era of green and high
quality steelmaking. Before the function, the PM visited the new 4.3
m wide Plate Mill installed under this Modernisation and Expansion program
and showed keen interest in its operations and capabilities. The mill
is designed to produce very high strength plates for strategic sectors
like power, renewable energy, shipbuilding, defence, oil & gas etc.
and would largely reduce the Nations dependence on imports of
plates for these key sectors. This new mill would further add to RSPs
reputation as a manufacturer of high quality plates including those
which have been used for the construction of the first indigenously
built Air Craft Carrier, INS Vikrant. Union Minister for Steel &
Mines, Narendra Singh Tomar restated the importance of the steel industry
in realizing the dream of Make in India and the crucial role SAIL will
play in reaching the Modernisation and Expansion goal of creating 300
MTPA steelmaking capacity in the country. The current program at RSP
would provide an apt platform for its further capacity enhancement to
10 MTPA as part of SAILs plan to increase its capacity to 50 MTPA.
Chief Minister, Naveen Patnaik commended the contributions of Rourkela
Steel Plant in the development of the state of Odisha and reminisced
how RSP played a key role in transforming the entire region through
its economic and CSR activities. He assured SAIL of all support for
its ventures in Odisha.

Debate - Future of AAP after internal bickerings
?
Aam Aadmi Party's (AAP's) recent mammoth victory in Delhi was a super-landslide
(the winning party securing 90 percent or more seats). Even the Congress
which had the natural advantage of leading the freedom struggle successfully
and had stalwarts like Mahatma Gandhi, Jawaharlal Nehru and Indira Gandhi
could never achieve it in any general election despite dominating the
political scene in the country post independence. The rise of the Aam
Aadmi Party indicated that people once again saw politics as an act
of faith and hope but given the bickerings among its leaders in too
a short span, the question that now arises is that What is the future
of AAP ?

AAP's selfless volunteers or divine power nothing happened and AAP remained
united. No doubt as rightly pointed out by Mr.Yogendra Yadav, the outgoing
PAC member, Mr.Arvind Kejriwal is icon of change and the deliberations
in a free and fair manner is not a crisis but an opportunity to address
the shortcomings. A sea of people assembled in front of venue of AAP's
NEC meeting and their passionate appeal to AAP leaders was categorical
that they want united AAP. This bottom up phenomena is unique in Indian
politics. Let us not forget that after 16 the Lok Sabha election, BJP,
considered to be a cadre based party and party with a difference also
undertook a similar exercise and had totally sidelined its senior leaders
and rejiged its decision making body to suite its leader. More than
the composition of PAC or NE the bigger challenge before AAP and .Arvind
Kejriwal is how they are going to implement its poll promises finalized
through the Delhi dialogue initiative and the entire Nation is eagerly
watching on how AAP is going to perform from the governance angle. If
they fail then even if the leaders are united the volunteers will disperse.

"Curtail foreign jaunts , Mr Prime Minister "
Our peripatetic Prime Minister has a very busy diplomatic calendar.
The fast and furious pace of his international visits, gives the impression
that MEA's role is being gradually diluted. At least, so it seems. There
has been a disproportionate increase in the frequency of PM's foreign
visits. Why does he not share the responsibilities with his foreign
ministers? Sample these. After assuming office on May 26, 2014, the
PM visited Australia, Bhutan, Brazil, Fiji, Japan,, Mauritius, Seychelles,
Sri anka, the United States and Nepal. During first quarter of 2015,
he visited Seychelles, Mauritius, Sri Lanka and ,of late, Singapore.
Future visits ; April 2015 ( France, Germany, Canada); May (China);
second half of 2015 ( Russia, Singapore, Turkey and Russia again on
state visit. Domestic concerns like : growing inflation , corruption,
poverty, illiteracy, over-population, communalism have been crying for
PM's attention.

Lobbying for CEO selection in PSU's through PESB.
To cover up scams in PSU's certain ministries are pushing corrupted
candidates for CEO's through PESB. One Director of Maharatna PSU is
already decided for CEO position of Hyderabad based mineral development
corporation. This is what happening. It may be seen only certain regional
persons are occupying the coveted positions of Mahartna, Navaratna &
Mini ratna PSU,s. It is very shameful. It is one type of scam gate.
there should be total revamping of ministries like steel, coal, petroleum,
power, railways and PESB. some CEO's are trying for extensions to cover
up their corrupt deeds. PM should look into it.

Chaos in CGHS
I quite agree with the views of ML Chauhan on CGHS. As a welfare measure
Government should take care of its employees in old age after rendering
long service by way of ensuring health care without hassles. What is
the use of giving additional pension when what is required is proper
healthcare and not money.

even for physically challenged person and serious patients whose children
are away from them or not in delhi. every sarkar is the same, there

Information related to validity of HSC
certificate
The appellant sought information regarding steps taken by DGCA
to verify the HSC certificate of Capt Ajay Khadtale, the status
of investigation to confirm its validity along with photocopies
of relevant record. The PIO and FAA denied information taking
shelter under section 8(1)(d) of the RTI Act. The respondent stated
that the department was in constant touch with Secretary, Bihar
School Education Board on this matter, however, the Board on more
than one occasion have submitted contradictory replies due to
which they could not take any action against Capt Khadtale. The
Central Information Commission (CIC) directed the Public Information
Officer (PIO) to provide a detailed reply to the appellant as
to at what stage is the investigation pending, along with the
communication with the Secretary, Bihar School Education Board,
within two weeks from date of receipt of this order, under intimation
to the Commission.
Comments
It is often seen that Public authorities avoid or delay investigation
on complaints against their officers. This case law shows how
RTI Act can be used to keep a check on the investigation carried
out by the organisation.
