Will ECI have only CEC ?
If sources are to be believed, the govt has
not yet moved any proposal for the appointment of two Election Commissioners
in the Election Commission of India (ECI). This has fuelled speculations
that the govt wants only one member Election Commission? If such a move
materializes then the ECI would have only Chief Election Commissioner
(CEC). One post of EC is lying vacant since December last year and the
other post of EC would fall vacant on April 19. If Government decides
on this pattern then Constitution amendment will be necessary.
IAS officer of West Bengal cadre sacked from service
A 1988 batch IAS officer of West Bengal cadre, Prashant has been sacked
from the Indian Administrative Service (IAS) by the Government of India.
Srinivasan set to become Director (Finance), ONGC
It is almost certain that AK Srinivasan will take over as Director (Finance)
of ONGC next month. His case is said to be at the final stage. He will
replace A K Banerjee who is retiring by this month end.

the charge of Commercial Taxes, Indore and Ashish Singh will be looking

Debate - Future of AAP after internal bickerings
?
Aam Aadmi Party's (AAP's) recent mammoth victory in Delhi was a super-landslide
(the winning party securing 90 percent or more seats). Even the Congress
which had the natural advantage of leading the freedom struggle successfully
and had stalwarts like Mahatma Gandhi, Jawaharlal Nehru and Indira Gandhi
could never achieve it in any general election despite dominating the
political scene in the country post independence. The rise of the Aam
Aadmi Party indicated that people once again saw politics as an act
of faith and hope but given the bickerings among its leaders in too
a short span, the question that now arises is that What is the future
of AAP ?

There is a lot of thinking about the possibility of AAP imploding
due to its in-house bickering. There is actually no reason to think
so. The thing to understand is that Mr Kejriwal is a politician par
excellence. Compare him and Sanjay Singh on the one hand with Modi and
Jaitley on the other. Did not the latter sideline Advani, Joshi, Yashwant
Sinha and Jaswant Singh before/after the Parliamentary elections? Similarly,
Kejriwal and Singh wanted to rid themselves of the baggage of the past
viz Bhushan and Yadav. What is the impact of the sidelining of Advani,
Joshi and Jaswant Singh etc. on the BJP ? It is thriving. Why? Because
Modi is a mass leader with a direct connect with the masses who does
not need these leaders for connecting to the masses. So will AAP thrive
and for the same reason. Kejriwal is also a mass leader with a direct
connect to the masses. He has managed to become a figure on the political
landscape of India. When he got rid of Anna, did he lose stature? No.
Anna lost stature. Similarly, now, Yadav and Bhushan will lose stature.

As it is, Kejriwal is an authoritarian. Now having such a massive mandate
in Delhi you cannot expect him to return to the ground. He is of course
a politician to the core and is in the mould of Indira Gandhi. Being
a taxman, he knows that subsidy raj will bankrupt his state yet he is
in a win-win situation at the cost of BJP as that party is in the Centre
and MCD and he will blame them for all his mistakes and unreasonable
actions.

The future is very bright for AAP. Don't just write it off. Internal
bickering and dissidence is quite common in all the parties. BJP has
so many disgruntled leaders who even question the wisdom of PM. Even
Narendra Modi is not able to silence mad people like Giriraj Singh,
Sadhvi and others. After all AAP is a new star and will take some more
years to become a National Party.

Working of CGHS reflects working culture of govt
Working of CGHS only reflects general working culture of government.
If CGHS working has to improve, the same applies to all other departments
as well. I do opt to wait in CGHS for frank diagnosis rather than be
a victim of commercial exploitation in private clinic ( I am JS level
serving officer).

Why Govt. of India is appointing Judges-recommended by collegiums?

Uneconomical & illogical buying by CGHS
Previously, the medicine, NervOD capsule was being supplied by CGHS
dispensaries. This medicine has been made inadmissible and in its place,
Methycobal 500 mg is being issued for the last 4 months. The composition
of NervOD is: Methylcobalamin 1500 mcg, Alpha-lipoic Acid 100 mg, Folic
Acid 1.5 mg and Pyriodoxine while that of Methycobal 500 mcg is ONLY
as its name suggests. The MRP of former is Rs.117/- for 10 capsules
and the latter is Rs.74/- for 10 tablets. CGHS doctors are prescribing
3 times of Methycobal 500 mcg in lieu of NervOD. Prescribing the Methycobal
500 even twice costs Rs.148.00 in lieu of Rs.117.00 while the composition
of NervOD is better, which costs less. In view of above, there is no
logic of discontinuing NervOD when it costs less and has higher composition
than the substituted medicine, Methycobal 500. Will Secretary (Health)
look into this issue to save the exchequer? There may be other instances
like this.

Post retirement medical facilities
S C Poddar's view reflects his low mentalities towards retired government
employees who have rendered all their lives to serve the government.
Retired MPs also get this facility. It is funny remark that children
throw their parents away from them. This can be the case with Poddar
and his likes. In a number of cases it is otherwise. Sons and daughters
keep their aged parents with them and take care of their medical problems
even on their own expenses or by getting their medical insurance. CGHS
provides facilities after retirement not free of cost. A handsome amount
is deposited by the retired officials to get CGHS card for themselves
and their spouse. Many retired persons even do not take CGHS facilities
or they do not need even after getting CGHS card. Why post retirement
benefits in Air India, Railways, etc. are not challenged ? I suggest,
he needs thorough study on post retirement benefits.

Cabinet reshuffling
There is speculation rife about Cabinet reshuffling. If sources are
to be believed, some inefficient ministers will be shown the door. It
is going to be a wise decision. One need not be assigned cabinet berths
just for his political power. His intellectual capability, proactive
role and ability to express, besides being innovative in whatever he/she
does all matter. An MP mentioned in the Lok Sabha that the minister
did not know anything about the subject. It is an embarrassing moment
for the ruling party. One minister was found sleeping and the clipping
went viral in facebook. It is high time that PM takes some strict action
and drop those who are not able to deliver.

Copies of correspondence regarding bank
loan
The Appellant and her husband availed a housing loan and a case
was filed by them in the Consumer Court regarding charging of
excessive interest on the loan account. The Appellant sought copies
of two letters exchanged between the zonal office and a branch
of the bank. Respondents submitted that housing loan was granted
to the Appellant for purchase of land and construction of house
thereon, but construction was not carried out and the account
has become NPA. The Respondents further submitted that copies
of the letters sought by the Appellant were not provided as it
is their internal correspondence and held in a fiduciary capacity.
The CIC held that the correspondence pertains to the loan account
of the Appellant and is not held by the Respondents in a fiduciary
capacity. Disagreeing with the denial of information under section
8(1)(e) of the RTI Act, the CIC directed the PIO to provide the
copies of the two letters sought by the appellant free of cost.
Comments
If there was any part of the correspondence
which was of commercial interest to the bank, perhaps a claim
could have been made for exemption from disclosure for that particular
part of letter under section 8 (1) (d) of the RTI Act.
