Imaginary Interview with MMS

The other day I walked into Starbucks in CP .... surprised to see a Posse of SPG guys outside and inside.... well my curiosity was answered as I sat down... in one corner MMS .... sitting as if he is slinking away from the World. How could I miss an opportunity to do an Imaginary Interview with him. I approach his table.....

MMS: Oh kee hoya..... Madam ji toh ki message???? ( thinking I have come from 10 Janpath)?????

Me: Sir ji ... nothing like that ...relax... tussi dekhyaa hai Walk the Talk... let's do Sip and Talk!!!!

MMS: Oye kalaa chadh de mainoo (leave me alone)!!!

Me: You will go into depression. .. galaa karro... dill halka karro..how do you pass your time nowadays?????

MMS: Nothing has changed for me .... then I used to wait for Sonia ji's instructions and now I do the same ...only location has changed!!!

Me: No but then you had so many appointments and functions to attend!!!

MMS: I have appointments now too.... Masseur in the morning. ..Kitchen Shopping ... Gardener .... etc etc. Functions .... I attend whenever Sonia ji orders me attend !!

Me: But doesn't it get monotonous ....

MMS: To avoid that sometimes I just shuffle the appointments ... like masseur in the evening ... kitchen shopping in the afternoon... but one appointment is always static... .my daily trip at sharp 4 pm to 10 Janpath!!!

Me: So you meet her everyday????

MMS: When you were in college whether lecturer came or did not come you had your attendance marked... same here too!!!

Me: Tell me why did you allow the PMO files to go to 10 Janpath!!!

MMS: Sonia ji and I had a clear understanding ... big issues like inflation. .. handling coalition .... SAARC etc I would handle and she would handle the rest!!!!

Me: Ha ha.... you agreed ....

MMS: I had to... Gursharan ji okayed it...we have a similar arrangement at home... big issues like Foreign relations ... Growth... Deficit etc I worry about... she handles the small issue like kids education ... health. .. future ... house budget ... Pension investments!!!

Me: Sir aap ji great ho ..... what about the Coal issue????

MMS: < takes out a letter ... its a certificate from Sonia... Whomsoever it may concern... stating ... MMS cannot answer any questions as he is under Congress Party Oath of secrecy >... Sorry I cannot talk about it!!!

Dubiya had taken a wager with me that if I got the deal passed he would give me the latest CD player ..a friendly bet .. you know I am fond of listening to Mirza Ghalib's poetry ... I spoke to my friend Pawar and he said if I got it through he would give me a full collection of Mirza Ghalib CDs!!!

MMS: I've called Dubiya a couple of times .... but as he hears my voice he starts guffawing... as for Pawar he gave me a set ... but borrowed it later. .. not given it back..

MMS: Started... every day I take what I have written and hand it over to someone in 10 Janpath ....

Me: For your Professor checking up the English ....or maybe she is side by side translating it in Italian. .. what title have you given you Biography ???

MMS: The one I have liked. .. OMS.... One Manmohan Singh.... shows my humility despite having been a PM!!!

It is almost certain that the PM will have full say in the appointment of new petroleum secretary and not of any business house. Speculation is of no use. Name of new Secretary would only be known on April 30.

Debate - Future of AAP after internal bickerings ?

Aam Aadmi Party's (AAP's) recent mammoth victory in Delhi was a super-landslide (the winning party securing 90 percent or more seats). Even the Congress which had the natural advantage of leading the freedom struggle successfully and had stalwarts like Mahatma Gandhi, Jawaharlal Nehru and Indira Gandhi could never achieve it in any general election despite dominating the political scene in the country post independence. The rise of the Aam Aadmi Party indicated that people once again saw politics as an act of faith and hope but given the bickerings among its leaders in too a short span, the question that now arises is that What is the future of AAP ?

The way Yogendra Yadav defended AAP in the past in media trial, nobody else could have done that and there is none in the party now who could do in the future. Ashutosh could be silenced by any seasoned media man. Why did not Arvind Kejriwal confront Yogendra Yadav when he had definite evidence that Yogendra tried his best to defeat Kejriwal ? He lost a good chance.

Population policy of Govt

In the last 75 years India's population has quadrupled from 30 crores to 120 crores. As a result our entire eco system is under strain. All water bodies have become polluted. The air quality in cities has become poisonous. We can't provide jobs to these teeming millions of job seekers. You see thousands of Indians working abroad as taxi drivers, after migrating from their motherland. There is a sea of difference between quality of life in Western world and India. In comparison we Indians are living in hell.

No amount of policy change would lead to a better quality of life for Aam Aadmi, unless in next 75 years we revert to a population to 30 crores. This can be easily achieved if govt starts actively promoting one child norm through measures like - job reservation to families which opt for one child, pension to parents who opt for one child etc.

Unfortunately I don't see any move by the present BJP govt to tackle the issue. I hope Hon PM and his advisors will wake up to this serious issue and do something so that millions of Indians are not forced to go abroad and seek livelihood abroad.
I have travelled across world and have worked in policy making at senior level in ministry of finance.

Ensure that sensitive data is not compromised


PCDAO, formerly CDAO Pune, decided to automate Indian Army Officers pay and accounts responsibilities at the great cost of exchequer and taxpayers money ( every Army Officer is a tax payer). That web site has crashed / hacked by our beloved enemies and no details of Army Officers accounts are available. Well, the news items saying that has demoralised / shocked etc the Army Officers is an exaggeration. However the fact remains that the web resources do contain very sensitive details of the Army Officers - like the pay/ income, the DSOP balance, his insurance details, his temporary duty moves, bankers details, account numbers, allowances which indicate where the officer is serving, his family details, his e-mail ID, password, his home town, details of his dependents, his promotional details, address after retirement ... what not and what not. One would like to ask the CGDA / PCDAO what they have done to protect such sensitive data. Further, the country's premier counter espionage organisation like IB or MI have done in this regard. One may go a step further and ask the COAS what they have done to ensure that their officers' sensitive data is not compromised by an irresponsible organisations as the PCDA is. If all that sensitive data of an officers is known to the enemies what more do they require to exploit and compromise him.

Mess in AERA:

UPA government had established Airports Economic Regulatory Authority of India [AERA] in 2009 to accommodate its well-wishers. But wish of the government could not be fulfilled for want of one or the other reason. Opportunists [in terms of employees] from Airports Authority of India [AAI] grabbed this opportunity with both hands and got entry into this Authority by way of providing their services on loan basis for initial six months. Since then, AERA has become Airports Employees Recruitment Agency. One will be surprised to know that in this small office, around 40 employees are on contractual basis and only 8-10 officers on deputation basis. All the contractual employees working in this office are relatives of AAI employees. No deputation posts are being filled up in this authority so that AAI employees could continue here and fulfil their vested interests. The story does not end here. They are flagrantly misusing their power by using official letter heads of the authority under their signatures and even attestation stamps have also been provided to them whereas they are neither gazetted nor class-I officer. Is it not gross violation of Service Rules? And this is all going on under the nose of Chairman, AERA. So much so, despite their transfer to other stations, they are still continuing here and hence defying transfer order issued by competent authority.

May I request higher authorities in Ministry of Civil Aviation to look into this mess and take strong action against the errant officials and order fair and just auditing of the accounts of the authority for financial irregularities being committed since its inception? By doing so, I bet, there will be unearth of a big scam.

Of course Punjab officials are most lucky, because they get the highest pay-scales in comparison to all other government employees (both central government and state governments) of this country. And this apart, as whispers has told, they also get help from politicians!

DATE WITH RTI

Copies of correspondence regarding bank loan

The Appellant and her husband availed a housing loan and a case was filed by them in the Consumer Court regarding charging of excessive interest on the loan account. The Appellant sought copies of two letters exchanged between the zonal office and a branch of the bank. Respondents submitted that housing loan was granted to the Appellant for purchase of land and construction of house thereon, but construction was not carried out and the account has become NPA. The Respondents further submitted that copies of the letters sought by the Appellant were not provided as it is their internal correspondence and held in a fiduciary capacity. The CIC held that the correspondence pertains to the loan account of the Appellant and is not held by the Respondents in a fiduciary capacity. Disagreeing with the denial of information under section 8(1)(e) of the RTI Act, the CIC directed the PIO to provide the copies of the two letters sought by the appellant free of cost.

Comments

If there was any part of the correspondence which was of commercial interest to the bank, perhaps a claim could have been made for exemption from disclosure for that particular part of letter under section 8 (1) (d) of the RTI Act.
